1892-12-20 Commonwealth of Massachusetts Essex, ss. To either of the Constables of the town of Beverly, in said County, Greeting: You are hereby required in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall, in said Beverly, on Tuesday the twentieth day of December current at eight o'clock afternoon, for the following purposes, viz.; 1st. To choose a Moderator. 2d. To see if the town will accept and allow of a town way in continuation of Thorndike Street, from Lovett Street to Lothrop Street, - according to a report of the Selectmen now on file in the office of the Town Clerk. 3rd. To see what action the town will take in relation to the liquidation or refunding the whole or any part of the present funded debt of the town, and in relation to the funding of any other debt which the town may by law be authorized to do, - as per petition of Francis Norwood and others. Hereof fail not, but make due return of this warrant with your doings thereon, before the time of holding said meeting. Pursuant to the foregoing warrant, I have notified the persons therein named, as therein directed, by posting notifications stating the time, place and objects of said meeting at each of the several places in town required by the Town Regulations. At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant recorded above, at the Town Hall in said town on Tuesday the twentieth day of December in the year one thousand eight hundred and ninety-two, at eight o'clock afternoon, the Meeting having been called to order at the time appointed, by the Town Clerk, who read the warrant therefore it was Voted, that the Moderator be chosen by open nomination and hand vote. It was Voted, that Freeborn W. Cressy be Moderator. Upon Article 2. Continuation of Thorndike Street. A report of the Selectmen laying out as a town way a way in continuation of Thorndike Street from Lovett Street to Lothrop Street, was read and upon motion of West D. Eldredge it was Voted, that action upon this article be indefinitely postponed. Two hundred and seventeen (217) voting in favor of the motion and ninety- five (95) in opposition to it. Upon Article 3. Refunding Town Debt. Upon motion of George A. Galloupe it was Voted, "that a committee of seven be appointed by the Moderator to consider the whole matter of the town's indebtedness (both funded and floating) and report to a meeting of the voters not later than the annual mooting in March next, and that this committee be authorized to send for persons and papers, and to fill all vacancies which may occur and their body." Messrs. Edward L. Giddings, Caleb W. Loring, William D. Sohier, Francis Norwood, Andrew W. Rogers, Charles H. Odell, Joseph W. Lefavour were appointed as this committee.
