1891-01-20 Commonwealth of Massachusetts Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting: You are hereby required in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town the qualified voters of said town to meet at the Town Hall, in said Beverly, on Tuesday the twentieth day of January current, at thirty minutes past seven o 'clock afternoon, for the following purposes, viz.; 1st. To choose a Moderator. 2d. To see if the town will determine the number of members of the different boards of town officers to be elected at the annual town meeting, not already determined by law,- as per petition of William Choate and others. Hereof fail not, but make due return of this warrant with your doings thereon before the time of holding said meeting. Pursuant to the foregoing warrant I have notified the persons therein named as therein directed, by posting notifications stating the time, place, and objects of said meeting at each of the several places in town required by the Town Regulations. At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant recorded above, at the Town Hall in said town on Tuesday the twentieth day of January in the year one thousand eight hundred and ninety-one at thirty minutes past seven o'clock afternoon, the Meeting having been called to order at the time appointed by the Clerk who read the warrant therefore, it was Voted that the Moderator be chosen by open nomination and hand vote. It was Voted that Freeborn W. Cressy be Moderator. Upon Article 2. Number of Town Officers. Upon motion of Perry Collier it was Voted that action be held upon each board of officers separately. Upon motion of William W. Hinkley it was Voted that the Board of Selectmen consist of five persons; Other motions that the said Board consist of nine persons and of seven persons respectively having been rejected by the meeting. Upon motion of William W. Hinkley it was Voted that the Board of Assessors consist of five persons. Upon motion of Perry Collier it was Voted that the Board of Overseers of the Poor consist of three persons. Upon motion of Perry Collier it was Voted to elect annually three members of the School Committee to serve for three years. Upon motion of William R. Driver it was Voted that the Board of Trustees of the Public Library consist of six persons, two of whom to be elected for one year, two for two years, two for three years, and thereafter two of the said Trustees be elected annually for the term of three years; in accordance with the provisions of chapter 304, Acts of 1888 and chapter 112, Acts of 1889. Upon motion of Nathan H. Webb it was Voted to elect annually three Constables. Upon motion of William W. Hinkley it was Voted that the Board of Health consist of five persons.
