1890-03-03 Commonwealth Massachusetts. Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting: You are herebyrequired in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall in said Beverly on Monday the third day of March next at thirty minutes past eight o'clock before noon, for the following purposes, viz; 1st. To choose a Moderator and Town Clerk. 2d. To act on the reports of the several boards of town officers. 3d. To choose town officers for the ensuing year, determining their number and fixing the compensation thereof. The votes for those of the above officers usually chosen by ballot will be received on one piece paper unless the meeting otherwise determine. Also to give in their votes by ballot upon the question of granting licenses for the sale of intoxicating liquors. The polls will be closed at two o'clock in the afternoon, unless otherwise ordered by the meeting. 4th. To see what disposition the town will make of the dog tax. 5th. To see if the town will grant the sum of two hundred and fifty dollars to defray the expenses of Memorial Day, under the direction of Post No. 89, G. A. R. 6th. To see if the town will grant the sum of one hundred and fifty dollars to defray the expenses of Memorial Day at the Farms, under the direction of Post No. 188, G. A. R. 7th. To see if the town will accept and allow of certain town ways in said town, laid out by the Selectmen according to the reports thereon now on file in the office of the Town Clerk, viz.; I. a way in continuation of the way called Chapman Street from Federal Street to Bow Street. II. widening the way called Bow Street on its northeasterly side by the premises of Joseph A. Wallis and others. 8th. To see if the town will establish and maintain two street lights on Dodge Street,- as per petition of Joseph R. Pitman and others. 9th. To see if the town will abolish the present Water Board; to authorize the Selectmen to act as Water Board; to establish new water rates,- as per petition of William Stopford and others. 10th. To see if the town will provide a steam fire engine to be located at North Beverly, to connect a steam fire alarm whistle with the pumping station, and to provide such other fire apparatus for use at North Beverly as may be thought necessary,-as per petition of the Drivers Union Ice Company and others. 11th. To see what action the town will take in regard to providing better armory accommodations for the Beverly Light Infantry,- as per petition of Winthrop E. Perry and others. 12th. To see if the town will have a survey made of the town, under the direction of the Selectmen, with reference to a general system of sewerage. 13th. To see what measures the town will take in regard to laying a sewer in such streets as may be deemed necessary to prevent the overflow of water in portions of Cabot, Washington and other streets,-as per petition of Webber Bros. and others. 14th. To see what action the town will take in regard to draining Charnock Street and Dane Street and any other streets in the vicinity of the Hale Street Cemetery as may be thought necessary, which subject was referred to this meeting by the vote of the last annual town meeting. 15th. To see what action the town will take in regard to establishing the sewer, as already laid, from the junction of Railroad Avenue and Rantoul Street, through Rantoul Street and Pleasant Street to land of the Boston and Maine Railroad Company, thence to the culvert under said Railroad Company's tracks, thence to the sea. And also from Rantoul Street to connect with the above named sewer, and to take any action in the matter that may be legal and proper. 16th. To see if the town will authorize the Selectmen to blast and remove stone from the ledge near the Alms house to be used in repairing highways. 17th. To see if the town will build a sidewalk on the southerly side of Bridge Street, from the culvert near Bass River Bridge to the school house,-as per petition of J. E. Gerrish and others. 18th. To see if the town will purchase a steam road roller,- as per petition of Perry Collier and others. 19th. To see if the town will indemnify Benjamin Webber for damage to his estate on the westerly side of Porter Street,- as per petition of Benjamin Webber and others. 20th. To see if the town will expand the water pipe on Creek Street from Park Street to the button factory,- as per petition of Israel Lefavour. 21st. To adopt such measures, grant such sums of money, and take such action in regard to Schools and school houses throughout the town as may be deemed expedient. 22d. To see if the town will authorize the employment of counsel to represent the town. 23d. To adopt such measures, grant such sums of money, and make such regulations in regard to repairs and building and improvement of highways and town ways throughout the town as may be determined upon. 24th. To grant such sums of money to be raised and assessed upon the polls and estates within the town, for the expenses of the current year as may be deemed expedient, and make all necessary regulations and allowances respecting the same. Also to authorize the Town Treasurer to borrow on the credit of the town, such sums of money as may be necessary from time to time, to meet the liabilities of the town. 25th. To see if the town will accept the Jury List, as revised by the Selectmen. Hereof fail not, but make due return of this warrant with your doings thereon, before the time of holding said meeting. Pursuant to the foregoing warrant I have notified the persons therein named as therein directed, by posting notifications, stating the time, place, and objects of said meeting at each of the several places in town required by the town regulations. At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant recorded on the three next preceding pages, at the Town Hall in said town, on Monday the third day of March in the year one thousand eight hundred and ninety at thirty minutes past eight o'clock before noon, the meeting having been called to order at the time appointed, by the Clerk who read the warrant therefore, Messrs. Freeborn W. Cressy, Robert R. Endicott, John H. Woodberry and Joseph A. Wallis were appointed tellers by the Town Clerk to aid him in checking the names of voters and in assorting and counting votes and they were sworn to the faithful discharge of their duties by the Town Clerk. It was Voted, by ballot, unanimously, that Freeborn W. Cressy be Moderator. Prayer was then offered by Rev. Lyman D. Bragg of the Avenue Methodist Church. Messrs. John H. Woodberry, Robert R. Endicott, Horace W. Woodberry and the Joseph A. Wallis were appointed tellers by the Moderator to aid him in checking the names of voters and in assorting and counting votes and they were sworn to the faithful discharge of their duties by the Town Clerk. It was Voted, by ballot, that William H. Lovett be Town Clerk. There was but one opposing vote for Town Clerk. Then in open Town Meeting immediately after the election of Town Clerk William H. Lovett, above named, was sworn to the faithful discharge of his duties as Town Clerk of Beverly. Before me, Freeborn W. Cressy, Moderator. Commonwealth of Massachusetts. Essex, ss. At a legal meeting of the qualified voters of the town of Beverly held at the Town Hall in said Beverly on Monday the seventh day of April in the year one thousand eight hundred and ninety at thirty minutes past eight o'clock before noon, the same being an adjournment of the annual town meeting held on the third day of March in the same year. Upon Article 2 Reports of Town Officers. Upon motion of John I. Baker it was Voted that this Article be laid on the table. Upon Article 3. Town Officers. Upon motion of Perry Collier it was Voted that the polls be closed at four o 'clock this afternoon. Upon motion of John I. Baker it was Voted that the number of town officers and the pay of town officers be at the same rate as that of last year. Messrs. John H. Woodbury, Robert R. Endicott, Joseph A. Wallis, Horace W. Woodberry, George G. Brown, Israel E. Lovett, John F. Hill, Charles F. Lee, Samuel Cole were appointed tellers by the Moderator to aid him in checking the names of voters and in assorting and counting votes and they were sworn to the faithful discharge of their duties by the Town Clerk. Samuel E. Smith and E. Frank Giles were appointed by the Town Clerk to distribute the ballots upon the question of granting licenses for the sale of intoxicating liquors and they were sworn to the faithful discharge of their duties by the Town Clerk The meeting then proceeded to vote for Town Officers. At twenty minutes past nine o'clock before noon the ballot box failed to work properly, the register indicated that ninety-seven ballots had been received. The ballot box used at the election on the fifth day of November last past in precinct number one was substituted, the register of this box was placed at zero and the election proceeded. The register upon the second ballot box used indicated at the close of the polls that nine hundred and fifty-five ballots had been received. This register did not work properly at all times. The polls were closed at four o'clock in the afternoon and the ballots received were assorted and counted and the Moderator declared the following named persons elected by ballot to the several offices named. Upon the question "Shall licenses be granted for the sale of intoxicating liquors in this town?" "Yes" four hundred and eight (408) votes. "No" four hundred and ninety-four (494) votes. After the declaration of the result of the ballot it was Voted that this meeting now adjourn to meet at the Hall tomorrow, Tuesday April 8, A. D. 1890 and nine o'clock before noon. 10.00 P.M. On Tuesday the eighth day of April A. D. 1890 at nine o'clock before noon the voters again assembled according to the adjournment and were call to order by the Moderator and proceeded with the business of the meeting It was Voted that the remainder of the officers be chosen by hand vote. It was Voted that the Selectmen be authorized to appoint Measurers of Wood and Bark. Upon motion of John I. Baker it was Voted that the second article of the warrant be taken from the table. The reports of the Trustees of the Public Library, Commissioners of the Sinking Fund, Commissioners of the Water Loan Sinking Fund, Superintendent of the Water Works and of the Selectmen were read and together with the printed reports of the Selectmen relating to the Receipts and Expenditures of the town for the year last past, Overseers of the Poor, Board of Health, Auditor, Chief Engineer of the Fire Department, were each separately presented to the meeting in all were accepted. A statement purporting to come from the Water Board, but without any signature, was read. Upon Article 4. Dog Tax. Upon motion of Andrew E. Story it was Voted that one half of all money received from the County Treasurer on account of dog licenses be appropriated for the use of the Public Library. Upon motion of Robert R. Endicott it was Voted that one half of all money received from the County Treasurer on account of dog licenses be appropriated for use of the Schools. Upon Article 5. Appropriation for Memorial Day. It was Voted that the prayer of the petitioners be granted. Upon Article 6. Appropriation for Memorial Day, Farms. It was Voted that the prayer of the petitioners be granted. Upon Article 7. Chapman Street and Bow Street. A report of the Selectmen laying out a Town way in continuation of Chapman Street from Federal Street to Bow Street was read and upon motion of George A. Woodberry 2d, it Was Voted that the report be accepted and the way laid out as a Town way forever, according to said report, which is as follows, viz;- On this tenth day of December in the year one thousand eight hundred and eighty nine, upon petition of Joseph E. Foster and others, the Selectmen of the town of Beverly, having notified all the persons interested, did laid out a Town way in said Town as follows, viz.- Beginning at a point on the northerly side of Bow Street seventy and nine tenths (70.9) feet westerly on said street from land of John Remmonds, and thence running North fifteen degrees and fifty (150 50') minutes East by land of Ferguson and by land of the heirs of Benjamin Lovett and by land of Joseph E. Foster, two hundred and sixty-eight and sixty six one hundredths (268.66) feet to Federal Street at the westerly corner of said street on land of said Foster, laying out the way thirty-eight (38) feet wide westerly of the above described line. And we award damages as follows,:- to Bessie A. Baker the sum of Nine Hundred (900) dollars. And we have named this way Chapman Street it being in continuation of the town way of that name. Wallis A report of the Selectmen widening a part of the town way called Bow Street was read and it was Voted that the report be accepted and the way widened and laid out as a Town way forever according to said report which is as follows, viz.; on this tenth day of December in the year eighteen hundred and eighty nine, the Selectmen of the town of Beverly, having notified all persons interested, did alter and lay out a Town way in said Town as follows, viz.- Beginning at a point on Park Street eleven and three tenths (11.3) feet northeasterly from the intersection of the Easterly line of said Park Street on the northerly line of Bow Street and running southeasterly by a line parallel with the outside of the brick stairs under the shoe manufactory of Wallis, Kilham and Bray, and two (2) ft. distant therefrom, eighty six and three tenths (86.3) feet to the northerly line of said Bow Street. Laying all the land between the above described line and the present northerly line of Bow Street into the said Town way. And we award damages as follows,:- To Joseph A. Wallis, Joseph C. Kilham, and Stephen B. Bray the sum of ninety dollars. Dated at Beverly in the Commonwealth of Massachusetts, the day and year first above written. Freeborn W. Cressy Robert R. Danforth it was Voted that the prayer of the petitioners be granted. Upon Article 9. Water Board, rates, etc. Upon motion of Thomas A. Morgan it was Voted that action on so much of this Article as relates to abolishing the present Water Board, and authorizing the Selectmen to act as Water Board be indefinitely postponed. Upon motion of William Stopford it was Voted that a committee of five be appointed, one of whom shall be a member of the Water Board, to whom shall be referred the subject of water rates for them to investigate and report at the adjournment of this meeting. Messrs. William Stopford, Peter D. Clark, Joseph H. Baker, Charles H. Odell, Israel F. Lee, were appointed as this committee. Upon Article 10. Fire Apparatus, Noah Beverly. Upon motion of Jeremiah Murphy it was Voted that this Article be referred to a committee of five for them to investigate the subject and report at the adjournment of this meeting. Messrs. Jeremiah Murphy, William H. Gray, Levi K. Goodhue, Albert Perry, Andrew E. Story were appointed as this committee. Upon Article 11. Armory. The report of the committee, to whom the subject was referred by the last annual town meeting was read. Upon motion of Francis E. Porter it was Voted that the Selectmen be hereby instructed to procure a lot of land, either by purchase or otherwise, and to erect thereon of building substantially after the plan submitted by the committee chosen at the last Annual Town Meeting; the expense not to exceed eight thousand dollars including land, and that sum is hereby appropriated. Upon motion of William Stopford it was Voted that the same committee, namely, Francis E. Porter, Albert Perry, George Swan, Charles L. Moulton, Edward L. Giddings be authorized to act with the Selectmen in connection with the building of the new Armory. Upon motion of Andrew E. Story it was Voted that when this meeting adjourns that it adjourns to meet at this hall, this, Tuesday afternoon, April 8, at two o'clock. Upon Article 12. Survey for Sewerage. Upon motion of Robert R. Endicott it was Voted that the town have a survey made of the town, under the direction of the Selectmen, with reference to a general system of Sewerage, and that the sum of twenty five hundred (2500) dollars be appropriated therefore. It was Voted to now adjourn. 11:35. At a legal meeting of the qualified voters of the town of Beverly, held, in pursuance of the warrant recorded on pages 183 and 184 of this book, at the Town Hall, in said Town, on Tuesday the eighth day of April in the year one thousand eight hundred and ninety at one o'clock afternoon, the meeting having been called to order at the time appointed, by the Clerk who read the warrant therefore, it was Voted that the Moderator be chosen by open nomination and hand vote. It was Voted that Freeborn W. Cressy be Moderator. Upon Article 2. Prospect Street. A report of the Selectmen laying out a Town way from Charnock Street to Cabot Street was read. Mr. Henry W. Peabody of Salem was allowed by unanimous consent to speak to the meeting upon this question. Upon motion of John I. Baker it was Voted that the subject be referred to a committee of seven, to be appointed by the Moderator, to investigate thereon together with the subject of laying out a part of Prospect Hill as a Park in connection with the laying out of this Town way, and to report on or before the first day of June next. Messrs. John I. Baker, Joseph A. Wallis, Charles H. Odell, Andrew E. Story, Roland W. Boyden, John W. Carter, Charles T. Lovett were appointed as this committee. It was Voted that this meeting be dissolved. A true record. Attest. William H. Lovett, Town Clerk. At two o'clock this Tuesday afternoon April 8, A. D. 1890 the voters again assembled, agreeably to the adjournment, and proceeded with the business of the Meeting. Upon Article 13. Sewers Cabot Street, etc. Upon motion of Charles H. Odell it was Voted that this Article be referred to the Selectmen. Upon Article 14. Drainage, Charnock Street. Upon motion of Charles H. Odell it was Voted that this Article be referred to the Selectmen. Upon Article 15. Sewer, Rantoul Street, etc. Upon motion of Thomas A. Morgan it was Voted that this Article be referred to the Selectmen in connection with a general system of sewerage. Upon Article 16. Stone, Alms house land. Upon motion of Perry Collier it was Voted that the Selectmen be authorized to blast stone from the ledge near the Alms house. Upon Article 17. Sidewalk, Bridge Street. Upon motion of Edward F. Danforth it was Voted that the prayer of the petitioners be granted. Upon Article 18. Steam Road roller. Upon motion of Perry Collier it was Voted that this article be referred to a committee of five for them to investigate the subject and report at the adjournment of this meeting. Messrs. Perry Collier, Henry W. Foster, Augustus Williams, Joseph H. Baker and William Stopford were appointed as this committee. Upon Article 19. Benjamin Webber's claim. Upon motion of Jeremiah Murphy it was Voted that this article be referred to a committee of five for them to investigate the subject and report at the adjournment of this meeting. Messrs. Jeremiah Murphy, John I. Baker, Nathan H. Foster, Joseph A. Wallis, Roland W. Boyden were appointed as this committee. Upon Article 20. Water Pipe, Creek Street. It was Voted that the prayer of the petitioners be granted. Upon Article 21. Schools. Upon motion of john I. Baker it was Voted that twenty-nine thousand dollars be appropriated and assessed for the support of the Schools the present year. Upon Article 22. Counsel. It was Voted that the Selectmen, if any suits occurred at intervals between the annual meetings, be hereby authorized to represent the town in all such suits and claims against the Town for damages. It Was Voted that the Selectmen be authorized to employ such legal counsel is they may think necessary when there is occasion for it. Upon Article 23. Highways. Upon motion of John I. Baker it was Voted that twenty-two thousand dollars be appropriated and assessed for the expenses of the Highway Department present year. (Reconsidered, see page 205.) Upon motion of Roland W. Boyden it was Voted that the Selectmen be authorized to spend for trees, shrubs, plants, etc., in beautifying the public ways, in co-operation with the Beverly Improvement Society a sum not exceeding two hundred dollars in addition to the amount appropriated and assessed for the Highway Department. Upon motion of Andrew E. Story it was Voted that when this meeting adjourns that it adjourns to meet at this Hall on Monday the twenty-first day of April current, at thirty minutes past seven o 'clock afternoon, A motion by Samuel A. Fuller "that the Town pay those of its employees engaged in manual labor working upon the roads at the rate of twenty-five cents per hour, and that eight hours shall constitute a day' s labor" was indefinitely postponed. A motion by Mark Dennett that there be no charge for the use of the Town Hall for spiritualist lectures was laid on the table. Upon Article 24. Money Grant. Upon motion of Robert R. Endicott it was Voted, unanimously, that the Treasurer be authorized, with the approval of the Selectmen to hire money in anticipation of the taxes of the current year, and the debts incurred under the authority of this vote are hereby made payable from said taxes. Upon motion of Robert R. Endicott it was Voted, unanimously, that the Treasurer be authorized, with the approval of the Selectmen to borrow money to renew or replace any existing loan or loans. Upon motion of Francis J. Crowell it was Voted that the estimate for street lights be referred to a committee of five to report upon at the adjournment of this meeting. Messrs. Francis J. Crowell, Roland W. Boyden, William Stopford, Albert Perry, and Frank Woodberry were appointed as this committee. Upon motion of Andrew E. Story it was Voted that the further consideration of this Article be postponed till the adjournment of this Meeting. Upon Article 25. Jury List. The List of Jurors as revised by the Selectmen was read and was amended by striking out the name of Robert R. Endicott, at his request, and of Frank W. Cressy, Beverly in the Commonwealth of Massachusetts, the Moderator of the annual town meeting of said Town held on Monday the third day of March in the year one thousand eight hundred and ninety, and by adjournment on the seventh and eight days of April the same year, hereby certify that on the tenth day of April current, upon the petitioner William W. Dudley and other qualified voters of said Beverly that the envelopes containing the ballots cast for candidates for school committee for three years be opened and the ballots examined and the result of the ballot upon this question be determined, I opened the envelopes containing the ballots cast for the candidates for said office and determine the results of said ballot for the candidates above mentioned to be as follows, viz.; For Augustus A. At a legal meeting of the qualified voters of the town of Beverly held at the Town Hall in said Beverly on Monday the twenty-first day of April in the year One thousand eight hundred and ninety at thirty minutes past seven o'clock afternoon, the same being an adjournment of the annual town meeting held on the third day of March and on the seventh and eighth days of April in the same year, It Was Voted to accept the printed report of School Committee. It was Voted, by hand vote, that the following named persons be Field Drivers, in place of others selected, who declined to serve. For Ward 3, George Wood, in place of Charles H. Trowt For Ward 4, William H. Blanchard, in place of Rufus A. Standley For Ward 5, George E. Cole, in place of Fred S. Standley For Ward 8, John G. Munsey, in place of Hugh Hill For Ward 9, John G. Brown, in place of Henry E. Dodge, 2d. It Was Voted that the following named persons be Surveyors of Lumber in place of others elected who declined to serve. Richard A. Woodbury in place of George Swan Winthrop T. Porter in place of Jasper Pope Perry Collier in place of Adoniram Porter. It was Voted that Perry Collier be. Sealer of Leather in place of Patrick J. Lynch who was elected but declined to serve. Upon Article 9. Water rates, etc. The committee to whom the subject was referred presented the following report. "Beverly April 19tn, 1890 Your Committee chosen by the Town to consider the question of Water Rates as now in force looking to any change that would be satisfactory to users of water, and the interest of the Town have attended to their duty and report as follows. After a careful consideration and general discussion of the question and carefully comparing the rates of Beverly with our neighboring Cities and Town's We find all things considered "there's no place where the rates are lower and in general are higher. We therefore recommend "that there be" no change in rates for general use. Second. We find the Water Board by careful study and labor have arrived at the best solution of the question of the charge for manufacturing and business purposes viz-to abolish the "meter system" and adopt the "horse power" system, and to charge for closets and general use the same as other rates. After careful consideration the committee unanimously recommended its adoption. The matter of "free water" was considered and discussed and report unfavorable. Signed by committee Wm. Upon Article 10. Fire Apparatus, Noah Beverly. The committee to whom this Article was referred presented the following report. "The committee to whom was referred Article 10 of the annual warrant of the town meeting beg leave to submit the following report. 1st. Would recommend the placing of a fire alarm whistle on the pumping station. 2d. To locate a fire alarm box near the church. 3rd. The purchase of a horse hose wagon and equipments, and also the purchase of 500 ft. of hose to be established in the hose house and the estimated expenses $1635. Jeremiah Murphy Chairm. A. E. Story it was Voted that the Engineers of the Fire Department be authorized to carry into effect the recommendations of the committee in the foregoing report and that the sum of sixteen hundred and thirty five dollars be appropriated therefor. Upon Article 18. Steam Road roller. The committee to whom this Article was referred presented an extended report. (See file) It was Voted that the report of the committee be accepted. Upon motion of Charles H. Odell it was Voted that the selectmen be authorized to buy a steam road roller, at a cost not exceeding four thousand dollars which is to be paid from the Highway appropriation for the current year. A previous motion that the sum of four thousand five hundred dollars be appropriated for this purpose having been lost. Upon motion of Perry Collier it was Voted that same committee, viz; Perry Collier, Joseph H. Baker, Augustus Williams, Henry W. Foster, William Stopford be authorized to act with selectmen in the purchase of the steam road roller. Upon Article 19. Benjamin Webber's claim. The committee to whom this article was referred presented the following report. "The committee to whom the 19th article of the warrant was referred reported as follows: After a careful examination of the damage to Mr. Webber's estate and of its cause, your committee recommend that the sum of $150.00 be paid Mr. Webber by the town on condition that Mr. Webber release the town from all for the liability for damage to his estate on Porter St. up to the present date. It was Voted that the recommendation of the committee be adopted and the sum of one hundred and fifty dollars be appropriated therefor. Upon Article 24. Money Grant. The committee to whom was referred the subject of street lights presented the following report. "The committee to whom the subject of lighting the town was referred have taken the matter trader careful consideration but have been unable to complete their investigation in so short a time. They therefore request that more time be allowed them for accomplishing their object. By Francis J. Crowell, chairman." Upon motion of Andrew E. Story it was Voted that the report of the committee be accepted, and the request for more time be granted. Upon motion of Roland W. Boyden it was Voted that the sum of $9500 be appropriated for street lights, and that the selectmen be authorized to discontinue two electric lights on Cabot St., to discontinue the six electric lights on Stone, Lovett and Lothrop Sts. from Nov. 1 to May 1 and to discontinue altogether three of the last named lights, if in their judgment it is advisable. Upon motion of Perry Collier it was Voted that the reflectors be removed from the street lights. Upon motion of Robert R. Endicott it was Voted to reconsider the vote, passed on the eighth day of April current, (see page 196), whereby it was Voted that "twenty-two thousand dollars be appropriated and assessed for the expenses of the Highway Department the present year." The original motion was then put to the meeting and lost. Upon motion of Robert R. Endicott it was Voted that twenty thousand dollars be appropriated and assessed for the expenses of the Highway Department the present year. A motion by Andrew E. Story relating to the pay of the Overseers of the Poor was indefinitely postponed. Upon motion of Charles H. Endicott it was Voted that the Collector of Taxes deliver or cause to be delivered at the last and usual place of abode of each inhabitant of the town who may be taxed, or to such inhabitant in person, as soon as practicable after the taxes have been assessed, a list of the taxes assessed upon such person, accompanying which list shall be a notice of the time and place where the Collector will be present to receive the taxes and also a notice of the meetings of the Assessors to determine upon abatements; that the Collector shall make a personal demand upon each inhabitant of the town who may be taxed, after the tax bills have been presented and before the time of charging interest shall commence, and interest at the rate of six percent per annum shall be charged upon all taxes not paid on or before the first day of November next, which interest shall be added to and considered a part of said taxes; and that so far as practicable the Collector shall on the first day of January next put in suit all taxes then due and unpaid, commencing with the highest and so on to the lowest tax; and that the Collector shall put this vote in force. Upon motion of Charles H. Odell it was Voted that no board of town officers shall exceed its appropriation and any board so doing shall be held personally responsible therefor.
