Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting:
You are hereby required in the name of said Commonwealth to notify and warn in the manner
prescribed by the regulations of the town, the qualified voters of said Town to meet at the Town Hall
in said Beverly on Monday the seventh day of March next, at thirty minutes past eight o'clock before
noon, for the following purposes, viz.; and
1st. To choose a Moderator and Town Clerk.
2d. To act on the reports of the several boards of town officers.
3d. To choose town officers for the ensuing year, determining their number and fixing the
compensation thereof. The votes for those of the above officers usually chosen by ballot will be
received on one piece paper unless the meeting otherwise determine.
Also to give in their votes by ballot upon the question of granting licenses for the sale of
intoxicating liquors. Every person qualified to vote for senators and representatives in the general
court may express his opinion upon said question, and the form of said ballot shall be as follows:
"Shall licenses be granted for the sale of intoxicating liquors in this town? "Yes" or "No."
The polls will be closed at two o'clock in the afternoon, unless otherwise ordered by the
meeting.
4th. To see if the town will reconsider or rescind the vote passed at a town meeting held April
18, 1857, by which the Selectmen were authorized to establish a Fire Department in accordance with
the provisions of the Acts of April 9, 1839, - as per petition of John H. Pickett and others.
5th. To see what disposition the town will make of the dog tax.
6th. To see if the Town will grant the sum of two hundred dollars to defray the expenses of
Memorial Day, under the direction of Post 89 G. A. R.
7th. To see if the town will establish a suitable striking attachment for the Bell on the South
School house and connect it with the fire alarm system, and also establish a fire alarm box near the
junction of Bartlett and Front Streets, as per petition of George Roundy and others, and a fire alarm
box near the junction of Cabot and Charnock Streets, as per petition of Augustus A. Galloupe and
others; and a fire alarm box near the junction of Cabot and Colon streets,-as per petition of Joseph
H. Baker and others.
8th. To see what action the town will take in relation to establishing a public school at Ryal
Side,- as per petition of George W. Hanson and others.
9th. To act on the report of the Selectmen in relation to establishing Voting Precincts.
10th. To adopt such measures, grant such sums of money and takes such action in regard to
schools and school houses throughout the town as may be deemed expedient.
11th. To see if the town will authorize anyone to represent the town in any suits and claims
against the town for damages.
12th. To adopt such measures, grant such sums of money, and makes such regulations in
regard to repairs, and building and improvement of highways and town ways throughout the town
as may be determined upon; including grading of portions of certain streets, and setting out of shade
trees as prayed for by Charles Creesy and others; and macadamizing portions of certain streets at
North Beverly,- as per petition of G. A. Parsons and others.
13th. To see if the town will allow of an Engine Company of thirty five members in North
Beverly, as was the intention of the voters of the town of Beverly, at a vote taken upon that subject
Sept. 16, 1886, or such other increase of the fire Department facilities in North Beverly as may be
deemed to expedient,-as per petition of H. Henderson and others.
14th. To see if the town will sell the present Louer Hose House and the old Washington Hose
House, and build and locate a new Hose House near the Cove School House and locate therein a
suitable Hose carriage and apparatus,- per petition of R. A. Woodberry and others.
15th. To see if the town will purchase a pair of horses to be used on the Hook and Ladder
Truck located at the Central Station,-as per petition of Francis Norwood and others.
16th. To grant such sums of money to be raised and assessed upon the polls and the estates
within the town, for the expenses of the current year as may be deemed expedient, and make all
necessary regulations and allowances respecting the same. Also to authorize the Town Treasurer to
borrow, on the credit of the town, such sums of money as may be necessary from time to time, to
meet the liabilities of the town, and to provide State Aid for the families of volunteers.
17th. To see if the town will accept the Jury List, as revised by the Selectmen.
Hereof fail not, but make due return of this warrant with your doings thereon before the time
of holding said meeting.

At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the
warrant recorded on the three next preceding pages, at the Town Hall in said town on Monday the
seventh day of March in the year one thousand eight hundred and eighty-seven at thirty minutes past
eight o'clock before noon, the meeting having been called to order at the time appointed, by the clerk
who read the warrant therefor. Messrs. John I. Baker, Freeborn W. Cressy, Augustus Williams, John
H. Woodbury and Rufus H. Woodbury were appointed tellers by the Town Clerk to aid him in
checking the names of voters and in assorting and counting votes, and they were sworn to the faithful
discharge of their duties by the Town Clerk.
It was
Voted, by ballot, unanimously, that Freeborn W. Cressy be Moderator.
Prayer was then offered by Rev. Dura P. Morgan of the First Baptist Church.
Messrs. John I. Baker, Augustus Williams, John H. Woodbury, Rufus H. Woodbury, William
Haskell, John B. Cressy, George P. Brown were appointed tellers by the Moderator to aid him in
checking the names of voters and in assorting and counting votes and they were sworn to the faithful
discharge of their duties by the Town Clerk.

Voted, by ballot that William H. Lovett be Town Clerk.
Then in open town meeting immediately after the election of Town Clerk William H. Lovett,
above named, was sworn to the faithful discharge of his duties as Town Clerk of Beverly.

Voted that when this meeting adjourns that it adjourns to meet at this Hall on Monday the
fourth day of April next at thirty minutes past eight o'clock A.M.
Upon motion of William A. Friend it was
Voted that the Moderator appoint a committee of one from each highway Ward, to call a
meeting of the voters of each ward, to meet separately, to nominate a Surveyor of Highways for such
Ward, to be reported at the adjournment of this meeting.

A motion by David Foster 2d that the Board of Assessors consist of three

A motion by Daniel Foster 2d that the compensation of the Town officers be
ten percent less than that of last year was lost.
The meeting then proceeded to vote for Town officers. The polls were closed at four o 'clock
in the afternoon and the ballots received were assorted and counted and the Moderator declared the

After the declaration of the result of the ballot it was Voted to adjourn to meet
at this Hall on Saturday that thirtieth day of April current at thirty minutes past eight o'clock before

On Saturday that 30th day of April current at thirty minutes past eight o'clock before noon,
the voters again assembled according to adjournment, and were called to order by the Moderator, and
proceeded with the business of the meeting.

Voted that the Town Treasurer be hereby authorized to borrow on the credit of the Town,
upon notes, bonds, or certificates of debt, approved by the Selectmen, or be majority of them, such
sums of money from time to time, as may be necessary or expedient to meet the liabilities of the
Town or to replace existing loans, and to provide State Aid for the families of volunteers.
It was
Voted that further consideration of this Article be postponed till the adjournment of this
meeting.
Upon motion of George F. Standley it was
Voted that the Selectmen and Chief of police be instructed to prosecute all violations of the
liquor law and to close up all places where liquor is illegally sold at whatever cost it may be and be
instructed to appoint special police if need be to accomplish the same.
A motion by John Wilson that the Selectmen be instructed not to license any
of the druggists to sell intoxicating liquors was lost.
Upon Article 16. Jury List.

The following report was presented, viz.; "that the committee recommend that
the voters of North Beverly hold a citizens meeting, duly notified, at which shall be nominated
twenty men who live and are employed in North Beverly, from whom so nominated, the Engineers
shall approve of fifteen men who shall be organized as fair play Hose Company No. 3.

Voted that the report be accepted and the recommendation therein be adopted.
Upon motion of Charles H. Henderson it was
Voted that at the meeting held in pursuance of the forgoing vote a list of names of persons
living at North Beverly be nominated froom which list the Engineers of the Fire Department shall
select twenty (20) man and organize an Engine Company at North Beverly.
Upon motion of John I. Baker it was
Voted that a committee of three citizens living at North Beverly be appointed to call the
above mentioned meeting and make return of the action thereof.
Messrs. Jonathan Dodge, Edward F. Danforth and Charles H. Henderson were appointed as
this committee.
Upon Article 8. School House, Ryal Side.
The following report was presented, viz.; "Beverly May 14, 1887. The
committee to whom was referred the matter of Separate School accommodations for the citizens of
Ryal Side, have thoroughly investigated the subject, and would beg leave to report that after
inspecting the Hose House mentioned by the petitioners, we visited the locality to which it was
proposed to remove it. A heating was given by the committee to which a large number attended.
The subject was fully discussed and the immediate need of better school facilities was in the opinion
of the committee satisfactorily established. There are forty two families twenty-seven children
between five and fifteen years and eighteen less than 5 years. There are twenty-nine houses and
seven new Buildings most of which have been built since 1882. After due consideration and
investigation, they find that the Hose House would be totally unfit for School purposes, and would
recommend that a school house similar to that at Dodge's Row be built on a lot of land on Bridge
Street and located just beyond the Woods on the West. We find that the expense of lot and house
will not exceed nineteen hundred dollars.

adjournment of this meeting with plans and estimates of a school building capable of being enlarged,

thirty first day of May current at thirty minutes past seven o'clock afternoon.

A motion by William A. Friend that all action under this article be indefinitely
postponed was lost.
Upon motion of William C. Boyden it was
Voted that the question of supplying temporary school accommodations for that part of the
Town called Ryal Side be referred to the School Committee.
One hundred and seventy (170) voted in favor of this motion and sixty-three (63)
against it.
Upon motion of Thomas A. Morgan it was
Voted that the School Committee have authority to purchase a lot of land at Ryal Side
suitable for school purposes if they think it necessary so to do.
Upon Article 9. Voting Precincts.
The report of the Selectmen upon voting precincts was read and a motion by
William A. Friend that the report be amended by striking out all sections except that relating to
Precinct number one, and that Precinct number two comprise all the rest of the Town was lost.
Upon motion of Francis J. Crowell it was
Voted that the forgoing motion be reconsidered.
The report of the Selectmen upon voting precincts as filed at the office of the
Town Clerk November thirteenth A. D. 1886 was read and amended and it was Voted that it be
adopted in the following form, viz.;
Precinct No. 1. is bounded beginning at the outlet of Plum Cove Brook by Plum Cove Beach
by the Loring estate and runs northeasterly by said brook to the northwesterly end of the culvert
through which said brook runs, under Mr. C. W. Loring's Avenue, and said boundary line runs
thence northwesterly to the most westerly corner of the house formally of the Samuel Ober estate,
and thence northerly to the most westerly corner of the most westerly house of Mr. Augustus P.
Loring near Common Street, and run thence northeasterly in a direct line to the boundary stone in
the boundary line between Beverly and Wenham marked W. B. by the wall in the land formally of
George Standley; run thence as said town's boundary line runs to the stone post marked B. W. M.
being the corner bounds of the towns of Beverly, Wenham and Manchester and thence said precinct
is bounded northeasterly by the Town of Manchester to the sea, and easterly and southerly by the sea
to the bounds begun at.
Precinct No. 2 includes all the rest of the Town except Precinct No. 1 as aforesaid.

Upon motion of Charles H. Odell it was
Voted that the following be adopted as the opinion of this meeting, viz.;
"Whereas fears are expressed by many residents along our sea shore that there
is probability of the street railway being located in and over the streets along that shore, without
either the consent or desire of those who reside upon or near those streets; and as we wish to have
all to understand that such fears are groundless, and that the public sentiment of this Town is against
any such action,
Therefore, Resolved, that we know of no necessity or demand for a street railway along and
over the streets along our sea shore beyond Chapman's Comer, and we declare it to be our opinion
that no such railway should be there located, until the people of Beverly Farms with substantial
unanimity demand it."
Upon Article 10. Schools.
Upon motion of John I. Baker it was
Voted that twenty-two thousand five hundred (22,500) dollars be appropriated and assessed
for the support of the Schools present year.
A motion by Daniel Foster that the school committee be authorized to employ
a male teacher in the grammar division of the Washington, South, Briscoe and Cove Schools was
indefinitely postponed.
Upon article 12. Highways.
Upon motion of Daniel Foster it was
Voted that so much of this Article as relates to the setting out of shade trees and of
macadamizing portions of certain streets at North Beverly be indefinitely postponed.
Upon motion of Edward F. Danforth it was
Voted that action on the part of this Article relating to the grading of certain streets as prayed
for by Charles Creesy and others be indefinitely postpone.
Upon motion of Perry Collier it was
Voted that twenty thousand (20,000) dollars be appropriated and assessed for the expenses
of the Highway Department the present year.
A motion that five thousand (5000) dollars of the above appropriation be
expended on the ways between the Gloucester branch railroad crossing on Cabot Street and the
Wenham line was lost.
Seventy (70) voting in favor of the motion and one hundred and fifty-four
(154) against it.
Upon motion of Charles H. Henderson it was
Voted that the apportionment of money to be expended upon Highways at North Beverly be
referred to the Selectmen.
Upon motion of George F. Standley it was
Voted that the several boards of Town officers be instructed not to exceed their
appropriations.
Upon Article 16. Money grant.
Upon motion of Charles H. Odell it was
Voted that the sum of one hundred sixty thousand dollars be raised and assessed upon the
polls and estates within the Town the present year to provide for the payment of the current expenses
of the Town, as estimated by the Selectmen and for the payment of the additional sums severally

A motion by Perry Collier that the Selectmen be instructed to establish twenty
electric Street lights from the Gloucester branch railroad crossing by the way of Cabot Street and
Rantoul Street to Essex Bridge was lost.
A motion by Andrew J. Iverson that electric Street lights be established at the
Cove, Farms, Centerville, North Beverly and Ryal Side was lost.
Upon motion of Thomas A. Morgan it was
Voted that the Selectmen be authorized to continue the system of electric Street lights
provided they do not exceed the appropriation already made for street lights.
Upon motion of John I. Baker it was
Voted that the Collector of Taxes deliver or cause to be delivered at the last and usual place
of abode of each inhabitant of the Town who may be taxed, or to such an inhabitant in person, as
soon as practicable after the taxes have been assessed, the list of the taxes assessed upon such person,
accompanying which list shall be a notice of the time and place where the Collector will be present
to receive the taxes and also a notice of the meetings of the Assessors to determine upon abatements;
that the Collector shall make a personal demand upon each inhabitant of the Town who may be
taxed, after the tax bills have been presented and before the time of charging interest shall
commence; and interest at the rate of seven percent per annum shall be charged upon all taxes not
paid on or before the first day of November next which interest shall be added to and considered a
part of said taxes, and that so far as practicable the Collector shall on the first day of January next
put in suit all taxes then due and unpaid, commencing with the highest and so on to the lowest tax
and that the Collector put this vote in force.
A motion by Henry S. Parker that "the vote whereby it was Voted to
indefinitely postpone acting on the Article relating to the purchase of a pair of horses to be used on
Hook & Ladder Truck No. 1 located at the Central Station" be reconsidered was just put to the
meeting and lost.
Upon motion of Charles H. Henderson it was
Voted that when this meeting adjourns that it adjourns to meet at this Hail on Tuesday the
seventh day of June next at thirty minutes past seven o'clock afternoon.

Voted to now adjourns.

At a legal meeting of the qualified voters of the Town of Beverly held at the Town Hall in
said Beverly on Tuesday the seventh day of June in the year one thousand eight hundred and eighty-
seven at thirty minutes past seven o'clock afternoon the same being an adjournment of the Annual
Town Meeting held on the seventh day of March and on the fourth, eighteenth, twenty-fifth, twenty-
ninth and thirtieth days of April and on the sixteenth and thirty-first days of May in the same year,

Voted, by hand vote, that the following named persons be Surveyors of Highwavs in place
of others who elected who declined to serve.

postponed.
