Essex, ss. To either of the Constables of the town of Beverly, in said County, Greeting:
You are hereby required in the name of said Commonwealth to notify and warn in the manner
prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall
in said Beverly on Thursday the twenty-first day of July current at thirty minutes past seven o'clock
afternoon; for the following purposes, viz.;
1st. To choose a Moderator.
2d. To see if the town will make in additional appropriation of one thousand five hundred
dollars for the school department, to provide for repairs and other expenses found to be necessary
for the current year.
3d. To see if the town will accept and allow of certain town ways, laid out by the Selectmen,
according to their reports now on file in the office of the town clerk, viz.; I. The way known as
Orchard Street as now built from Hale Street to Bisson Street. II. The way known as Hancock Street
as now built from Essex Street to Butman Street. III. The extension of the way known as Bisson
Street from Butman Street to Essex Street, by the open way now there. IV. The open way known
as Wallis Street from Cabot Street to Rantoul Street. V. The extension of the way known as Stone
Street crossing Lothrop Street and extending to the sea.
4th. To see if the town will buy lands to enlarge the area about the West Street Engine house,
and to provide gravel pits for the repair of the roads in highway wards numbered three and four.
5th. To see if the town will appropriate any sum of money to provide extra police for the
enforcement of the law relating to the illegal sale of intoxicating liquors.
6th. To see if the town will establish and maintain an electric light at the junction of Cabot,
Knowlton, Winter and Pond Streets,-as per petition of Geo. A. Woodbury 2d and others.
7th. To see if the town will amend or change the By-Laws,-as per petition of John Wilson and
others.
Hereof fail not but make due return of this warrant and your doings thereon before the time
of holding said meeting.

directed, by posting notifications stating the time, place and objects of said meeting at each of the
several places in town required by the Town Regulations.

At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the
warrant recorded on the two next preceding pages, at the Town Hall in said town on Thursday the
twenty-first day of July in the year 1887, at thirty minutes past seven o'clock after noon,
The meeting having been called to order at the time appointed, by the clerk
who read the warrant therefor, it was
Voted that the Moderator be chosen by hand vote. It was
Voted that Freeborn W. Cressy be Moderator.
Upon Article 2. Schools.
Upon motion of John I. Baker it was
Voted that the sum of one thousand five hundred (1500) dollars be appropriated for the
school department as an additional appropriation.
Upon Article 3. Town Ways.
A report of the Selectmen laying out a town way from Hale Street to Bisson
Street was read and it was
Voted that action thereon be postponed to the next annual town meeting. This vote was
reconsidered and it was then Voted that the report be accepted and a way laid out as a town way
forever according to said report, which was as follows, viz.;
"Upon due proceedings had the Selectmen of the town of Beverly have laid out as a town
way the open way known as Orchard Street in said town as plotted, laid out and built by C. W.
Loring and A. P. Loring trustees of former Burgess lands, extending from Hale Street near Sallows
Bridge to Bisson Street according to the survey and plan of W. J. Berry a copy of which is filed
herewith; forty feet wide and about eight hundred feet in length.
And we awarded no damages as all claims therefor are waived.

A report of the S electmen laying out a town way from Essex Street to Butman Street was read
and it was
Voted that the report be accepted and a way laid out as a town way forever according to said
report, which is as follows, viz.;
"Upon due proceedings had the Selectmen of the town of Beverly have laid out as a town
way the open way known as Hancock Street in said town as plotted, laid out and built by Augustus
N. Clark over his land extending from Essex Street to Butman Street; the northeasterly line of said
way begins at the West southerly comer of the land of Edwin A. Edwards and extends southerly by
the southwesterly lines of the lands of said Edwards, of F. W. Stiles, of Nellie R. Greenough, of Ezra
F. Edwards and of Mary Hodgkin's to the most southerly corner of said Hodgkin's lot on Butman
Street according to a survey and plan of Josiah A. Haskell, a copy of which is filed herewith; laying
said way thirty-five feet wide southwesterly of the line described.
And we awarded no damages as all claims therefor are waived.

A report of the Selectmen laying out a town way from Butman Street to Essex Street was read
and it was
Voted that the report be accepted and a way laid out and established as a town way forever
according to said report, which was as follows, viz.;
"Upon due proceedings had the Selectmen of the town of Beverly have laid
out a town way in said town described as follows: the northeasterly line of said town way begins at
the West southerly corner of the land of Joseph F. Foster on the southeasterly side of Essex Street
and run thence southeasterly by the noaheasterly line of an open way and by the southwesterly lines
of lands of said Foster, of Stephen Symmes, of Arthur S. Bell and of George Roundy to the most
southerly corner of said Roundy's land on the northwesterly side of Butman Street. Laying said town
way forty feet wide southwesterly of the said northeasterly line of said way, as the open way
aforesaid has been laid out in extension of Bisson Street for several years past, and according to a
survey and plan of Josiah A. Haskell, a copy of which is filed herewith.
And we awarded no damages as all claims therefor are waived.

A report of the Selectmen laying out as a town way the open way known as Wallis Street
from Cabot Street to Rantoul Street was read and it was
Voted that the report be accepted and a way laid out and established as a town way forever
according to said report, which is as follows, viz.;
"Upon due proceedings had the Selectmen of the town of Beverly have laid
out as a town way in said town, the open way known as a Wallis Street from Cabot Street to Rantoul
Street, according to a survey and plan made by Josiah A. Haskell and filed herewith, described as
follows; beginning with the southerly line of said way at the northwesterly corner of the homestead
estate of Frederick W. Choate on the easterly side of Rantoul Street and run thence easterly as his
fence line runs along the northerly line of his Homestead estate to an angle by the Madden estate,
as shown on said plan, and laying said way for this extent forty feet wide northerly of said line; run
thence easterly to an angle in front of the house of Israel B. Lovett and of Hatch heirs, as on said
plan; run thence easterly to a point three feet and three inches northerly from the northerly face of
the northwesterly corner pier of Odd Fellows Block, and in line with the northerly line of the lower
stone step to the main northerly entrance to said Block: laying the said way thirty-five feet wide
northerly of the line described for this extent and extending the northerly line opposite the Madden
estate till it intersects as shown on said plan along land of Homan and Cook; and from said point
near the Odd Fellows Block run east southerly in line with the before named northerly line of said
stone step to Cabot Street parallel with said block: extending the northerly line of said way opposite
this last line described, in line with that portion of the northerly line with which it connects to Cabot
Street, and laying all the lands between the last two described lines into said way. And we have
awarded for damages:
to the owners of the Odd Fellows Block estate five hundred dollars:
to Joseph A. Wallis, one hundred & fifty dollars:
to Harriet W. Smith, one hundred dollars:
to John E. Wallis' heirs, fifty dollars, the steps to remain:
to the owners of the Chapman estate six hundred dollars:

to Augustus N. Clark, three hundred dollars (300):
to the owners of the Joseph estate one hundred and fifty dollars:

to Alden Webb, one hundred and fifteen dollars:

A report of Selectmen laying out a town way in extension of the way known as Stone Street,
crossing Lothrop Street and extending to the sea was read and a motion that the report be accepted
and the way be laid out and established as a town way forever according to said report was put to the
meeting and lost.
Upon Article 4. Lands at Farms.
A motion by John I. Baker that the Selectmen be authorized to buy of Mrs.
Trowt a lot of land adjoining the West Street Engine house at cost not exceeding two thousand
(2000) dollars was lost.
Eighty-seven (87) voting in favor of a motion and ninety-six (96) against it.
Upon motion of John I. Baker it was
Voted that the Selectmen be authorized to buy of Mrs. Abigail Prince the Miller' s Hill lot
(so-called) at a cost not exceeding one thousand dollars an acre.
Upon Article 5. Appropriation for Police.
Upon motion of George F. Standley it was
Voted that one thousand dollars be appropriated to carry out the vote of the town May (7) in
relation to the sale of intoxicating liquor and the Selectmen be instructed to appoint two police
officers whose special duty it shall be to carry out said vote.
Upon Article 6. Electric Light, junction of Cabot and Pond Sts.
Upon motion of George A. Woodbury 2d it was
Voted that the prayer of the petitioners be granted and that the Selectmen be authorized to
establish the light.
Upon Article 7. By-Laws.
A motion was made by John Wilson that the present By-Laws of the town be
amended by repealing Section One thereof and substituting therefor a section which is hereafter
recorded (see page 34), before action was taken on this motion, a motion was made by Patrick
O'Neil that all action under this article be postponed to the Annual Town Meeting in March next,
after some discussion on the subject, a motion was made by John H. Hinkley, for the previous
question; the Moderator then stated the question "Shall the main question now be put?" And it was
Voted in the affirmative by a large vote.
Then upon the original motion of John Wilson it was Voted that Section One
of the present By-Laws be repealed and that the following be adopted as a By-Law of the Town of Beverly.
Section 1. There shall be appointed by the Selectmen at some time during the month of April
in each year a person who shall be styled Chief of Police. He shall serve until his successor is
appointed and qualified. He shall be the chief of the police force of the town, and it shall be the duty
of said officer to receive complaints against all persons violating any law in the town and to
prosecute offenders and attend on behalf of the town the trial of offenses alleged to have been
committed. He shall enforce all orders and By-Laws of the town and shall obey and execute all
lawful orders and commands of the Selectmen in relation to any matter in which the town may be
interested; he shall keep a record of all prosecutions and offenses committed within the town, and
when not engaged in other official business remain at the police station during such time each day
is the Selectmen may determine. Said officer shall receive such compensation for his services as
chief of police as the Board of Selectmen may determine. In case said office of chief of police shall
become vacant from any cause, the Selectmen shall appoint a successor to fill said vacancy, who
shall discharge the duties of said office until his successor is appointed an qualified.
It Was
Voted that the Town Clerk shall be authorized to present the foregoing By-Law to the
Superior Court within and for the county of Essex, for approval.
Upon motion of John I. Baker it was
Voted that in order to provide for the expenses voted at this meeting, the Treasurer be
authorized with the approval of the Selectmen, to hire such sums of money as maybe necessary, in
anticipation of the taxes of the year one thousand eight hundred and eighty-eight, and to issue notes
of the town therefor and the debts incurred under the authority of this vote are hereby made payable
from said taxes.

Voted that this meeting be dissolved.
