Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting:
You are hereby required in the name of said Commonwealth to notify and warn in the manner
prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall,
in said Beverly, on Tuesday the third day of September next at thirty minutes past seven o'clock
afternoon, for the following purposes, viz.;
1st. To choose a Moderator.
2d. To act on the report of the selectmen, now on file in the office of the town clerk,
discontinuing certain of the voting precincts and establishing others in their stead.
3rd. To see if the town will authorize the water board to lay a pipe in Lakeview Avenue in
continuation of that already laid, extending the same to the westerly terminus of said Avenue,-as per
petition of John F. Dudley and others.
4th. To see if the town will extend the water pipes through the extension of Judson Street
from Mulberry Street to Cabot Street,- as per petition of George W. Woodbury and others.
5th. To see what action the town will take in relation to the enforcement of the contracts of
the New England Construction Company with the town of Beverly dated March 29,1886 and
September 28,1887, to maintain and repair certain water pipes in said town and whether it will
authorize the selectmen to bring suits on behalf of the town in the name of Robert G. Bennett, or
otherwise, the for any breaches of said contracts or of any bonds given to secure the performance of
the same, and the maintenance of said pipes.
6th. To see if the town will provide better Armory accommodations for the Beverly Light
Infantry either by altering, repairing and enlarging the present Armory or by erecting a new building
on the Common or on such other possible plan as may be deemed expedient, as per petition of
Winthrop E. Perry and others; also to act upon the report of the committee to whom the foregoing
subject was referred.
Hereof fail not, but make due return of this warrant with your doings thereon before the time
of holding said meeting.

Pursuant to the foregoing warrant I have notified the persons therein named as therein
directed, by posting notifications stating the time, place and objects of said meeting at each of the
several places in town required by the town regulations.

At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the
warrant recorded on the next preceeding page, at the Town Hall in said town on Tuesday the third
day of September in the year eighteen hundred and eighty nine at thirty minutes past seven o 'clock
afternoon,
the meeting having been called to order at the time appointed, by the Clerk who read the
warrant therefore, it was
Voted that the Moderator be chosen by hand vote. It was
Voted that William W. Hinkley be Moderator.
Upon Article 2. Voting Precincts.
A report of the selectmen relating to the establishing of voting precincts was
read and was amended by inserting in the eleventh line after the word stone, the words "on Hull
Street" and by striking out in the twelfth and thirteenth lines the words, "in the wall in the land
formerly of George StandIey" and by inserting in the seventh line of the second page of said report
after the word stone, the words "on Hull Street," and by striking out in the eighth and ninth lines on
the said page the words, "by the wall in the land formerly of George Standley" and as thus amended
Upon motion of Charles H. Odell it was
Voted, unanimously, that the report be accepted and the voting precincts established
according to said report which is as follows, viz;
The selectmen of the town of Beverly would report upon the subject of voting
precincts in said town as follows:-
Precinct Number One is bounded beginning at the outlet of Plum Cove Brook by Plum
Cove Beach by the Loring estate and runs northeasterly by said brook to the northwesterly end of the
culvert through which said brook runs, under Caleb W. Loring's Avenue, and said boundary line
runs thence northwesterly to the most westerly corner of the house formerly of the Samuel Ober
estate, and thence northerly to the most westerly corner of the most westerly house of Augustus P.
Loring near Common Street, and thence northeasterly in a direct line to the boundary stone on Hull
Street in the boundary line between Beverly and Wenham marked B.W.; run thence as said town's
boundary line runs to the stone post marked B.W.M. Being the corner bounds of the said towns of
Beverly, Wenham and Manchester and thence said precincts is bounded northeasterly by the town
of Manchester to the sea, and easterly and southerly by the sea to the place of beginning.
Precinct Number Two is bounded beginning at the outlet of Plum Cove Brook by Plum
Cove Beach by the Loring estate and runs westerly by the sea to the center of Dane Street, thence
northwesterly through the center of Dane Street to the center of Essex Street, thence northeasterly
through the center of Essex Street to the junction of Essex Street and Brimbal Avenue; thence
northwesterly through the center Brimbal Avenue to a point four thousand and thirty eight and eight
tenths (4038.8) feet from Colon Street, thence northeasterly over land of Levi Woodbury and others
in a direct line to the boundary stone in the boundary line between Beverly and Wenham marked
B.W., near Larcom's corner; run thence easterly and southeasterly as said town's boundary line runs
to the boundary stone on Hull Street in the boundary line between Beverly and Wenham marked
B.W., thence southwesterly in a direct line to the most westerly corner of the most westerly house
of Augustus P. Loring near Common Street, thence southerly to the most westerly corner of the
house formally of the Samuel Ober estate, thence southeasterly to the northwesterly end of the
culvert through which Plum Cove Brook runs under Caleb W. Loring's Avenue thence southwesterly
by Plum Cove Brook to the sea to the place of beginning.
Precinct Number Three is bounded beginning at the junction of Essex Street and Dane
Street and runs northwesterly through the center of Dane Street to Bass River, thence southwesterly
by Bass River and northwesterly by Danvers River to the boundary line between Beverly and
Danvers, run thence as said town' s boundary line runs to the stone post marked B. D. W., being the
corner bounds between Beverly, and Danvers and Wenham; thence as the boundary line between the
towns of Beverly and Wenham runs to a boundary stone in the said boundary line marked B. W. near
Larcom's corner, thence southwesterly over land of Levi Woodbury and others in a direct line to the
center of Brimbal Avenue to a point four thousand thirty-eight and eight tenths (4038.8) feet from
Colon Street, thence southeasterly through the center of Brimbal Avenue to the junction of Brimbal
Avenue and Essex Street, thence southwesterly through the center of Essex Street to the junction of
Essex Street and Dane Street to the place of begiuning.
Precinct Number Four is bounded beginning by the sea at the center of Dane Street and runs
southwesterly by the sea to the center of Central Street, thence northwesterly through the center of
Central Street to the center of Cabot Street, thence northeasterly through the center of Cabot Street
to the center of Railroad Avenue, thence westerly through the center of Railroad Avenue to Bass
River, thence northeasterly by Bass River to the center of Dane Street, thence through the center of
Dane Street to the sea to the place of beginning.
Precinct Number Five is bounded beginning by the sea at the center of Central Street and
runs southwesterly by the sea to Tuck's Point, thence northwesterly by the sea to Bass River, thence
northeasterly by Bass River to a line in extension of the center line of Railroad Avenue, thence
easterly by said line and through the center of Railroad Avenue to the center of Cabot Street, thence
southwesterly through the center of Cabot Street to the center of Central Street, thence southeasterly
through the center of Central Street to the sea to the place of beginning.
There are in Precinct Number One hundred and eighty-three (183) registered voters,
in Precinct Number Two, three hundred and twenty-eight (328) registered voters,
in Precinct Number Three, five hundred and twenty-four (524) registered voters,
in Precinct Number Four, five hundred and forty-two (542) registered voters,
in Precinct Number Five, four hundred and ninety-seven (497) registered voters.
The voting precincts established by the vote of the town of the thirty-first day of May in the
year one thousand eight hundred and eighty-seven are hereby discontinued.

Upon motion of John A. Moulton it was
Voted, unanimously, that the prayer of the petitioners be granted.
Upon Article 4. Water Pipe, Judson Street.
Upon motion of Thomas A. Morgan it was
Voted, unanimously, that the prayer of petitioners be granted.
Upon Article 5. Suits, N. E. Construction Company.
Upon motion of Andrew E. Story as amended by Freeborn W. Cressy it was
Voted that the Water Board be instructed to bring such suits as may be necessary against the
New England Construction Company, or its surety, in behalf of the town, in the name of Robert G.
Bennett, Town Treasurer, for all breaches of contract and of the bonds given to secure the
performances of said contracts and for the maintenance of the water pipes as agreed.
Upon Article 6. Armory.
The report of the committee to whom the subject of this article had been
referred by a previous meeting was read and upon motion of Robert R. Endicott it was
Voted that the whole subject be referred to the next annual town meeting.
