1886-04-20 Commonwealth of Massachusetts Essex, ss. To either of the Constables of the town of Beverly in said County, Greeting: You are hereby required in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall in said Beverly on Tuesday the twentieth day of April current at thirty minutes past eight o'clock before noon, for the following purposes, viz.; 1st. To choose a Moderator. 2d. To see if the town will purchase a new second class Amoskeag steam fire Engine and jumper hose carriage to be stationed at Beverly Farms in addition to the hose carriage already station there; also a No. 1 Stillman style hook and ladder truck fully equipped (or its equal) to be used at Beverly Farms; also twelve hundred (1200) feet of new hose suitable for steamer use; also to see if the town will build a new building forty five (45) feet wide and fifty (50) feet long, two stories high, with hose tower; the second story to be finished into room suitable for three separate companies, with a cellar under the whole building, the building to be heated by steam and compare in style and finish what other public buildings throughout the town used for the same purposes, to be located on the town's land south and east of the present engine house at Beverly Farms on West Street, the building to be of wood and for the use of the fire department; also that the present engine house be converted into rooms suitable for a branch of the public library and that such branch library be established therein. 3d. To see if the town will put in hydrants at the following places, viz.; near the Manchester line, near Chas. H. Dalton's Avenue on Hale Street, near Henry Lee's Avenue on West Street, near E. Boardman's premises on West Street, near the corner of Vine Court and Oak Street, near the premises of William Young and of John Pierce on Hart Street, and near the center of Everett Street. 4th. To see if the town will widen Hart Street as laid out by the County Commissioners, from Hale Street to the Wenham line and grade and drain the same, and make a sidewalk its entire length, and take up the culvert near William Preston' s premises and build a new one not less than four feet wide; to widen the street near Alvin Haskell's residence on a line with the fence and make a suitable turn at the corner of Hart and Hale streets, and widen Hart Street from Valley Street to Greenwood Avenue; also to take up the culvert at Saw-Mill brook on Hale Street and make it fifteen feet wide, with a plank bottom and a middle abutment three feet wide, making two sluiceways six feet in width, also to take up the culvert near Manchester line and repair it; also to make a suitable fence on Haskell Street near the culvert to protect the public travel. 5tn. To see if the town will establish and maintain street lights as follows, viz.; eight street lights on Hart Street from Greenwood Avenue to the Wenham line, two on Haskell Street, two on High Street, one on West Street between the engine house and the depot, one on Everett Street near Mr. Sewall's Avenue, ten on Hale Street between Mingo's Beach and the Manchester line; the lights to be without reflectors and where they will accommodate the public, and that the reflectors on the lamps now in use be taken off. All the foregoing to be completed by the first day of October A. D. 1886 and the money to be raised by taxation,- as per petition of Benjamin Preston and others. Hereof fail not but make due return of this warrant with your doings thereon before the time of holding said meeting. Lovett, Town Clerk At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant reported on the two next preceding pages, at the Town Hall in said town on Tuesday the twentieth day of April in the year one thousand eight hundred and eighty six at thirty minutes past eight o'clock before noon, The meeting having been called to order at the time appointed, by the Clerk who read the warrant therefore, it was Voted that the Moderator be chosen by hand vote. It was Voted that John I. Baker be Moderator. Upon Article 2. Fire Department, etc., Beverly Farms. Upon motion of Charles H. Odell it was Voted to refer so much of this Article as relates to the fire department to the Engineers for them to report upon a special meeting to be called not later than the twentieth day of May next one hundred eighteen (118) voting in favor of the motion and ninety-four (94) against it. Upon motion of Charles H. Odell it was Voted to refer so much of this article as relates to the public library to the Trustees and that they also consider the question of appointing an assistant for the library, from the Farms, and report thereon at the meeting to be held in May. Upon Article 3. Hydrants. Upon motion of Israel Lefavour it was Voted to refer this article to the Engineers to report on at the meeting in May. Upon Article 4. Hart Street, Culverts, etc. Upon motion of Patrick O'Neill it was Voted to refer this article to the Selectmen to report upon at the meeting in May. Upon Article 5. Street Lights. Upon motion of Wm. C. Boyden it was Voted to refer this article to the Selectmen to report upon at the meeting in May. It was Voted that this Meeting be dissolved. A true record. Attest. Wm. H. Lovett, Town Clerk At a meeting of the qualified voters of the town of Beverly held at the Town Hall in said Beverly on Tuesday the twentieth day of April in the year one thousand eight hundred and eighty-six at two o'clock in the afternoon, the same being an adjournment of the Annual Town Meeting held on the first day of March and the fifth and six days of April in the same year. The report of the school committee was presented to the meeting and was accepted. It was Voted to adopt the recommendation of the school committee "that authority be granted for conveying at the expense of the town, pupils to and from the high school from the more remote parts of the town, at the discretion of the school committee." A motion by Daniel Foster that the School Committee be requested to employ a male teacher in the South Grammar school was lost. It was Voted, by hand vote, that the following named persons be Field Drivers in place of others elected, who declined to serve. For Ward 1, John H. Watson in place of Henry Blanchard. For Ward 8, Asa F. Lee in place of Charles W. Lord For Ward 9, Sullivan Brown in place of Moses E. Wilson For Ward 11, Adoniram Porter in place ofWm. A. Cressy For Ward 12, Charles T. Cheney who was elected but declined to serve. Upon Article 15. Money Grant. A motion by John I. Baker that the sum of one hundred and sixty-two thousand dollars be raised and assessed upon the polls and estates within the Town the present year to provide for the payment of the current expenses of the town, as estimated by the Selectmen, and for the additional sums severally voted at this meeting to be appropriated and assessed was lost. Upon motion of Daniel Foster it was Voted that the sum of one hundred and fifty thousand dollars be raised and assessed upon the polls and estates within the Town the present year to provide for the payment of the current expenses of the town, as estimated by Selectmen and for the payment of the additional sums severally voted at this meeting to be appropriated and assessed; which estimates and additional sums are as follows, viz.; Temporary Loan South School House School Department Overseers Department Assessors Department Fire Department Health Department Highways Bass River Bridge Essex Bridge Interest Town Officers Night Police Street Lights Public Library Town Hall Police Station Military Aid Sinking Fund Water Department, (including the payment to the city of Salem for two years, repairs of pipe, services, etc.) Outstanding Orders Incidentals Appropriations in excess of Estimates Memorial Day Street Lights Enterprise and Washington Co. Baker it was Voted that the Collector of Taxes deliver or cause to be delivered at the last and usual place of abode of each inhabitant of the Town who may be taxed, or to such inhabitant in person, as soon as practicable after the taxes have been assessed, a list of the taxes assessed upon such person, accompanying which list shall be a notice of the time and place where a Collector will be present to receive the taxes and also a notice of the meeting of the Assessors to determine upon abatement; that the Collector shall make the personal demand upon each inhabitant of the Town who may be taxed, after the tax bills have been presented and before the time of charging interest shall commence; and interest at the rate of seven percent per annum shall be charged upon all taxes not paid on the before the first day of November next which interest shall be added to and considered a part of said taxes, and that so far as practicable the Collector shall on the first day of January next put in suit all taxes then due and unpaid, commencing with the highest and so on to the lowest tax; and that the Collector put this vote in force. Upon motion of Andrew E. Story it was Voted that on and after May 1st all employees of the Town the paid weekly. It was Voted that the pay of the Overseers of Poor be increased twenty-five dollars each. A motion by Perry Collier that "Ward one include Abbott & Bow Streets and all streets south of said ways to the Bridge" was lost. Voted to give Mr. Henry W. Peabody, who is not a voter, the privilege of speaking on the subject of the wall at the terminus of Bay View Avenue. Upon motion of Andrew E. Story it was Voted that passage way four feet in with be left in the wall now being built at the terminus of Bay View Avenue. Upon motion of Andrew E. Story it was Voted that a flight of steps be placed in said wall extending to the beach. Upon motion of Andrew E. Story it was Voted that further action upon the subject being definitely postponed. A motion by Perry Collier that the Selectmen be authorized to expend twenty- five dollars in repairing the powder house was lost. A motion by Jeremiah Murphy that the Selectmen be instructed to cause the powder house to be demolished was lost. A motion that the pay of laborers upon the Highways be at the rate of twenty five cents per hour was lost. It was Voted that this Meeting be dissolved. A true record. Attest. Wm. H.
