1886-09-16Commonwealth of Massachusetts Essex, ss. To either of the Constables of the town of Beverly, in said County, Greeting: You are hereby required in the name of said Commonwealth to notify and warn in the manner prescribed by the regulations of the town, the qualified voters of said town to meet at the Town Hall in said Beverly on Thursday the sixteenth day of September current at thirty minutes past seven o'clock afternoon for the following purposes, viz.; 1st. To choose aModerator. 2d. To see if the town will adopt a system of sewerage for the portion of its territory lying on each side of Cabot Street between Central Street and Broadway, and in such other portions of the town as may be deemed expedient, with such outlets to tide water as may be deemed necessary and with such provisions as may be determined for assessing and collecting any portion of the expense of making and maintaining said sewers, upon those who may enter upon or use them,- as per petition of Henry Woodbury and others. 3d. To see if the town will maintain the electric lights now located on or near Monument Square, and Cabot and Rantoul Street; and to see if the town will authorize the selectmen to maintain such other electric lights as they may consider for the interests of the town,- as per petition of Samuel Porter and others. 4th. To see what action the town will take in relation to the disbanding of the Fair Play Engine Company. 5th. To see if the town will authorize the maintenance of at least fifteen hundred (1500) feet of hose at North Beverly. 6th. To see if the town will establish a fire alarm box near the North Beverly railroad station and a suitable striking attachment at the North church bell. 7th. To see if the town will establish six additional hydrants at North Beverly. 8th. To see if the town will extend the water main through Balch street. 9th. To see if the town will accept the provisions of Chapter two and hundred sixty-four of the Acts of the Legislature of the session of the year eighteen hundred and eighty-six entitled "An Act to Provide for Precinct Voting in Towns." 10th. To see if the town will advise the Park Commissioners that it is expedient to take the land for a public park which is owned by the Rantoul heirs, W. M. Whitney, and the estate lately occupied by Jesse Dame, all situated on the easterly side of Lothrop Street between Washington and Abbott streets in the town of Beverly; and report to the town at a special meeting called for that purpose within sixty days,- as per petition of George P. Brown and others. 11th. To see what action the town will take in relation to building a foot walk in connection with Essex Bridge. 12th. To see if the town will cause the terminus of the new Cat Swamp Road to be graded to the level of the Boston and Maine railroad company' s tracks,- as per petition of Horace Foster and others. 13th. To see if the town will appropriate the sum of five thousand dollars for repairs on Highways,- as per petition of Israel Lefavour and others. Hereof fail not, but make due return of this warrant, with your doings thereon before the time of holding said meeting. Lovett, Town Clerk At a legal meeting of the qualified voters of the town of Beverly held, in pursuance of the warrant recorded on the two next preceding pages, at the Town Hall in said town on Thursday the sixteenth day of September in the year sixteen hundred and eighty six at thirty minutes past seven o'clock afternoon, The meeting having been called to order at the time appointed, by the Clerk who read the warrant therefor it was, Voted that the Moderator be chosen by hand vote, it was Voted that Freeborn W. Cressy B. Moderator. Upon Article 2. Sewers. Upon motion of Israel Lefavour it was Voted that action upon this Article be indefinitely postponed. Upon Article 3. Electric Lights. Upon motion of Francis S. Lovett it was Voted that action upon this Article be indefinitely postponed. Upon Article 4. Fair Play Engine Co. Upon motion of Edward F. Danforth it was Voted that the original Fair Play Engine company be reinstated with the same officers that were elected at the last annual meeting. Upon Article 5. Hose at North Beverly. A statement having been made to the meeting that four hundred feet of hose would be required in addition to what is already at North Beverly, upon motion of Edward F. Danforth it was Voted that the prayer of the petitioners be granted. Upon Article 6. Fire Alarm Attachment. The question having been divided, upon motion of John T. Ober it was Voted that a fire alarm box be establish near the North Beverly railroad station. A motion that a striking attachment be affixed to the North Church bell was lost. Upon Article 7. Hydrants. A motion that the prayer of the petitioners be granted was lost. Upon Article 8. Water Main, Balch Street. A motion that the prayer of the petitioners be granted was lost. Upon Article 9. Precinct Voting. Upon motion of Perry Collier it was Voted to accept the provisions of Chapter two hundred sixty-four of the Acts of the Legislature for the year eighteen hundred and eighty six entitled "An Act to provide for Precinct Voting in Towns." Upon Article 10. Public Park. Upon motion of John T. Ober it was Voted to refer this subject to the Park Commissioners for them to see what can be done in relation to this subject and report to the town. Upon Article 11. Foot Walk, Essex Bridge. Upon motion of John I. Baker it was Voted that the town of Beverly unite with the city of Salem in building a foot walk on Essex Bridge. Upon Article 12. Railroad Crossing, Cat Swamp Road. Upon motion of Perry Collier it was Voted to refer this subject of this article to the Committee on Water Supply for them to act in the matter according to their best judgment. Upon Article 13. Appropriation for Highways. Upon motion of John T. Ober it was Voted that action upon this article be indefinitely postponed. Upon motion of John I. Baker it was Voted that in order to provide for the expenses voted at this meeting, the Treasurer be authorized with the approval of the Selectmen, to hire such sums of money as may be necessary, in anticipation of the taxes of the year eighteen hundred and eighty seven, and to issue notes of the town therefor, and the debts incurred under the authority of this vote are hereby made payable from said taxes.
