1884-05-28Commonwealth of Massachusetts Essex, s.s. To either of the constables of the town of Beverly in said county. Greeting: You are hereby required, in the name of said Commonwealth to notify and warn, in the manner prescribed by the regulations of the town, the qualified voters of said town, to meet at the Town Hall in said Beverly, on Wednesday the twenty eighth day of May current at thirty minutes past seven o'clock after noon, for the following purposes viz.; 1st To choose aModerator 2d. To see if the town will authorize the Selectmen to confer with the County Commissioners in the manner of awarding damages, for land taken in widening and improving highways within limits of the town of Beverly, - as per petition of C. L. Burnham and others. 3d. To see if the town will establish and maintain a street light near the junction of Front and Davis Streets,- as per petition of Bennett Rowe and others. 4th. To see if the town will extend the water pipes to the new dwelling houses of George W. Hanson and Joseph H. Hanson on Elliott Street; to any part of the way called Preston Place; and to any of the ways which may be accepted at this meeting. 5th. To see if the town will accept and lay out certain town ways in said town, laid out by the Selectmen according to the reports thereon now on file in the office of the Town Clerk; viz.; the open way in continuation of Mulberry Street, from Pond Street to Dane Street; the open ways known as Arthur Street and Judson Street extending from Mulberry Street to Chase Street; a town way fifty feet wide extending from Charnock Street over a part of Prospect Hill to Cabot Street opposite Myrtle Street, including the open way known as Prospect Street. 6th. To see if the town will sell the Powder House and a lot of land under and adjoining, either separately or together, as situated by the open way known as Madison Avenue, or near to said way, and by the land of Bancroft and of the Hitchings estate,-as per petition of J. A. Haskell and others. 7th. To see if the town will elect a Board of Park Commissioners, and prescribe their terms of office, under chapter one hundred and fifty four of the acts of the year 1882. 8th. To see if the town will purchase a lot of land and build a suitable building with a hose tower thereon, for the two steam fire engines, and the hook and ladder truck, with stable for horses, with accommodations for other apparatus pertaining thereto, or otherwise to provide suitable accommodations for any of said property. 9th. To see if the town will build a barn at the town farm- as per petition of Isaac Appleton and others. 10th. To see if the town will increase the pay of the night watchmen to two dollars per night,- as per petition of Wm. P. Hibbert and others. 11th. To see if the town will provide a water cart to water any of the streets in wards one and fourteen. 12th. To see what action the town will take in relation to making a new contract with the city of Salem for supply of Wenham Lake water at the expiration of the present one, or to take any action in regard to the future water supply of the town that may be deemed expedient. Hereof fail not, but make due return of this warrant, with your doings thereon, before the time of holding said meeting. Lovett, Town Clerk At a legal meeting of the qualified voters of the town of Beverly held in pursuance of the warrant recorded on the next two preceding pages, at the Town Hall in said town on Wednesday the twenty eighth day of May in the year one thousand eight hundred and eighty four at thirty minutes past seven o'clock afternoon and by adjournment on Thursday that twenty ninth day of said month at thirty minutes past seven o'clock after noon, The meeting having been called to order at the time appointed, by the Clerk, who read the warrant therefor, a motion by Daniel Foster that this meeting be adjourned for one week was lost. It was Voted that the Moderator be chosen by hand vote. Andrew W. Story was chosen Moderator but declined to serve. Voted that William. W. Hinkley be Moderator. Upon Article 2. Selectmen to confer with County Commissioners. Upon motion of John I. Baker it was Voted that the selectmen be authorized to confer with the County Commissioners in regard to the widening of Cabot Street near the Lefavour block, so-called, and to report thereon at some future meeting. Upon Article 3. Street Light, near junction of Front and Davis Streets. Upon motion of Joseph F. Appleton and it was Voted that the prayer of the petitioners be granted. Upon Article 4. Extension of water pipes. It was Voted to extend the water pipes to the new dwelling houses of George W. Hanson and Joseph H. Hanson on Elliott Street. It was Voted to extend the water pipes into the way called Preston Place at a cost not exceeding one hundred and fifty dollars. It was Voted that the remainder of the article be laid on the table. Upon Article 5. Mulberry, Arthur and Judson Streets. A report of the selectmen laying out certain town ways was read and is as follows, viz; "The selectmen of the town of Beverly having notified, met, and heard the parties interested, have laid out on the petition of Joseph F. Vickery and others town ways as follows, viz; 1st. A town away in direct extension of the town way known as Mulberry Street, forty feet wide, extending from Pond Street to Chase Street, and extending the name of Mulberry Street thereto. 2d. A town way forty feet wide extending from the above named extension of Mulberry Street to Chase Street, running parallel with Pond Street town way and two hundred feet northerly therefrom; and giving the name of Arthur Street thereto. 3d. A town way forty feet wide extending from the above named extension of Mulberry Street to Chase Street, running parallel with Pond Street and four hundred feet northerly therefrom and giving the name of Judson Street thereto. And we award no damages as no one suffers any damages in either case. Reference is made to plan filed herewith as to boundaries and directions of each of said ways. Foster The report upon each of said ways was separately presented to the meeting and it was voted separately, that each of said ways be laid out and established as town ways forever according to said report. A report of the selectmen, laying out a town way fifty feet wide extending from Charnock Street over a part of Prospect Hill to Cabot Street opposite Myrtle Street, including the open way known as Prospect Street, was read, and a motion that said report be accepted and the way be laid out and established as a town way forever according to said report was lost. Upon Article 6. Powder House and lot. A motion by Levi K. Goodhue that action on this article be indefinitely postponed was lost. A motion that the powder house and a lot under and adjoining be sold was lost. A motion by Frederick N. Dodge that the selectmen be requested to discontinue the powder house as a place for storing powder was lost. Upon motion of Andrew E. story it was Voted that further consideration of this article be indefinitely postponed. lost. Upon Article 7. Park Commissioners. A motion by Daniel Foster that action on this article be indefinitely postponed was Upon motion of john H. Watson it was Voted to elect by open nomination and hand vote three persons to serve as Park Commissioners. Francis Norwood, his term of office to expire one year from the next March meeting Charles Cressy, his term of office to expire two years from the next March meeting Peter E. Clark, his term of office to expire three years from the next March meeting Voted that one Park Commissioner shall be chosen for the term of three years at each annual town meeting on and after the first Monday in March A.D. 1886. A motion to adjourn was lost. Upon Article 8. Engine house. A motion to adjourn was lost. Upon motion of John H. Watson it was Voted that the Board of Selectmen and the Board of Engineers to which committee were added Messrs. Peter E. Clark and John H. Watson, be authorized to build a suitable building with a hose tower thereon, for the two steam fire engines, and hook and ladder truck, with stable for horses, with accommodations for other apparatus pertaining thereto, the same to be set on the Bancroft lot at the junction of Hale and Endicott Streets, at a cost not exceeding twelve thousand (12,000) dollars. A motion that the Selectmen be omitted from this committee was lost as was also another motion that the Engineers be omitted from the same committee. It was Voted that when this meeting adjourns that it adjourns to meet at this Hall tomorrow, Thursday, at half past seven o'clock, P.M. Voted to now adjourn. On Thursday, May 29, at half past seven o' clock P .M., the voters again assembled, according to adjournment, and were called to order by the Moderator, and proceeded with the business of the meeting. Upon Article 9. Barn at Town Farm. Upon motion of Daniel Foster it was Voted that the Overseers of the Poor be authorized to build a barn at the Town Farm at an expense not exceeding twelve hundred (1200) dollars. Upon Article 10. Pay of Night watchmen. Upon motion of William A. Friend it was Voted that the pay of the night watchmen be two dollars per night. Upon Article 11. Watering streets. Upon motion of Perry Collier it was Voted that the Selectmen be authorized to buy a watering cart. It was Voted that the remainder of this article be referred to the Selectmen. Upon Article 12. Water contract with Salem. Upon motion of Wm A. Friend it was Voted to refer this Article to a committee. Upon motion of Thomas A. Morgan it was Voted that the Selectmen be this committee. Upon motion of Charles H. Odell it was Voted that the Selectmen have full power to make a contract with the authorities of the city of Salem for supply of Wenham Lake water, to employ counsel if they think it necessary, and to do anything that they may think to be for the best interests of the town in the matter. Article 4 was taken from the table in a motion by Perry Collier that the water pipe the extended to Arthur and Judson streets as fast as houses are erected there was lost. Upon motion of Charles H. Odell it was Voted that the selectmen be authorized to lay water pipes in Arthur and Judson Streets. Upon motion of John I. Baker it was Voted that in order to provide for the expenses voted at this meeting the Treasurer be authorized, with the approval of the Selectmen to hire an amount not exceeding sixteen thousand (16,000) dollars in anticipation of the taxes of the year eighteen hundred and eighty five, and to issue notes of the town therefor, and the debts incurred under the authority of this note are hereby made payable from said taxes. A motion by Cornelius W. Studley to reconsider so much of the action upon Article eight as relates to the location of the new engine house was lost. Voted to adjourn sine die. (9:00 P.M.)
