1881-04-16 At a meeting of the qualified voters of the town of Beverly, held at the Town Hall in said Beverly on Saturday the sixteenth day of April in the year One Thousand Eight Hundred and Eighty one at nine o'clock in the forenoon the same being an adjournment of the Annual Town Meeting held on the seventh, eighth, and ninth days of March and the fourth day of April in the same year. Upon Article 7. Water Supply for Beverly Farms The report of the Selectmen was read and is as follows; "Beverly, April 16, 1881. Upon the subject of increasing the water supply at Beverly Farms which was referred to the Selectmen with instructions to report at this meeting, this Board would report That a circuit of six inch supply pipe from Common Street through Greenwood Avenue, so called, to connect with the pipe on Webster Street would require the laying of about 4200 feet of pipe and the purchase of 1250 feet of pipe already laid in Greenwood Avenue, so called. It is estimated that 800 feet of the 4200 feet above mentioned is of ledge which will greatly increase the cost of laying the pipe. We estimate the cost of making the connection of the supply pipes be made as stated in our report made April 4, 1881. All of which is respectfully submitted. Joseph Wilson Selectmen Freeborn W. Cressy of J. H. Young Beverly" It was Voted that this report be laid on the table. Upon Article 16. Burial Lots and Land for Cemeteries. The report of the Selectmen was read and is as follows; "Beverly, April 16, 1881. Upon the subject of increased accommodations for burial purposes which was referred to this Board, we would report that we have caused surveys to be made in the Hale Street Cemetery and we estimate that 18,000 feet of land there can be filled and drained suitable for burial lots for $525.00 and that 34,000 feet can be filled and drained as above for $1200.00. This land could then be sold at the rate of eight cents per foot. We have made inquiries for prices for land for a new cemetery and find that 22 acres of land together with a house and barn can be bought for $5000.00 and that 20 acres of land with a house can be bought for $3500.00. One of these lots is about two miles and the other about three miles from the Hale Street Cemetery. Respectfully submitted Joseph Wilson Selectmen Freeborn W. Cressy of J. H. Young Beverly" It was Voted that this report be accepted. Upon motion of Robert R. Endicott it was Voted that so much of this report as relates to the filling and grading of 18,000 feet of land in the Hale Street Cemetery be adopted and that Five Hundred and Twenty five dollars be appropriated and assessed the present year for this purpose and that the subject of the remainder of the report be referred to the next annual town meeting. Upon Article 24. Money Grant. Upon motion of Robert R. Endicott it was Voted that the sum of One Hundred and Twenty Two Thousand Two Hundred Dollars be raised and assessed upon the polls and estates within the town the present year to provide for the payment of the current expenses of the town, as estimated by the Selectmen together with the additional amounts estimated by the Selectmen, and for the payment of the additional sums severally voted at this meeting to be appropriated and assessed; which estimates and additional appropriations are as follows: - School Department Overseers Department Assessors Department Fire Department Health Department Highways Deficiency in Highway Essex Bridge Bass River Bridge Interest Town Officers Street Lights Public Library Town Hall Police Station Sinking Fund Water Department Night Police Military Aid Outstanding Orders Incidentals Memorial Day Edge Stones Painting Engine Houses Steam Fire Engine Extension of Water Pipe Extension of Water Pipe Extension of Water Pipe Extension of Water Pipe Drinking Fountain Street Light Receiving Tombs Hale Street Cemetery additional Account for 1880 additional Appropriations in excess of estimates Neptune St. River St. Balch St. Prospect St. 18,000.00 6,000.00 1,000.00 2,000.00 3,500.00 300.00 7,500.00 1,000.00 290.47 900.00 200.00 65,000.00 4,500.00 1,100.00 1,000.00 400.00 150.00 10,000.00 13,000.00 1,100.00 1,200.00 1,237.26 675.40 150.00 500.00 300.00 4,000.00 530.00 1,000.00 665.00 175.00 50.00 25.00 1,200.00 525.00 149,173.13 Amount brought over Contingent Fund Expected Income Water Rates Corporation and Bank Taxes State Aid (Indigent Soldiers and Sailors) Cash in Treasury Amount to provide for by taxation 16,000.00 12,000.00 900.00 153.13 149,173.13 2,080.00 151,253.13 29,053.13 122,200.00 Upon motion of Joseph Wilson it was Voted That the Collector of Taxes deliver or cause to be delivered at the last and usual place of abode of each inhabitant of the town who may be taxed, or to such inhabitant in person, as soon as practicable after the taxes have been assessed a list of the taxes assessed upon such person, accompanying which list shall be a notice of the time and place where the Collector will be present ro receive the taxes and also a notice of the meetings of the Assessors to determine upon abatements that the Collector shall make a personal demand upon each inhabitant of the town who may be taxed after the tax bills have been presented and before the time of charging interest shall commence; and interest at the rate of seven per cent per annum shall be charged upon all taxes not paid on or before the first day of November next, which interest shall be added to and considered a part of said taxes, and that so far as practicable the Collector shall on the first day of January next, put in suit all taxes then due and unpaid, commencing with the highest and so on to the lowest tax. The report of the Selectmen upon Article 7 was taken from the table and upon motion of John I. Baker it was Voted that further consideration of this report be postponed until the adjournment of this meeting. Upon motion of John I. Baker it was Voted that the Selectmen be requested to make further investigation in the subject of the increase of the water supply at Beverly Farms and report at the adjournment of this meeting. Upon motion of John I. Baker it was Voted that when this meeting adjourns that it adjourn to meet at the Hall on Friday, April 29, 15 thirty minutes past seven o'clock in the afternoon. Upon motion of Daniel Foster 2d it was Voted to reconsider the vote passed April 4 whereby it was voted "that the Board of Assessors be increased by the addition of two persons and that they be voted for at the adjournment of this meeting at the time of the election to fill the vacancy which now exists in the Board." The original motion was put to the meeting and lost. The polls were then opened for the election of one Assessor to fill a vacancy caused by the declination of George Millett who was elected and declined to serve. Voted by ballot that Daniel Foster be Assessor. It was Voted that this meeting now adjourn. And that the Moderator declared the meeting adjourned till Friday April 29 at thirty minutes past seven o'clock in the afternoon. A true record Attest Wm. H. Lovett, Town Clerk
