1876-04-03The minutes of the regular Meeting for April 3, 1876 begin after the minutes of the continuation of the March
meeting below.
At a meeting of the qualified of the town of Beverly held at the Town Hall in said town, on Monday
the Third day of April, in the year Eighteen Hundred and Seventy Six at One o'clock in the
afternoon, the same being an adjoumment of the Annual Town meeting held on the Sixth day March
in the same year, it was
Voted by hand vote
that Amos Homan be Field Driver in Ward 1 in place of William Callely
that Charles Carrico be Field Driver in Ward 1 in place of Jesse R. Dame
that Thomas Boden be Field Driver in Ward 2 in place of Alonzo Goodhue
that Elisha Pride be Field Driver in Ward 3 in place of Stephen Eldredge
that Joseph E. Ober be Field Driver in Ward 4 in place of Stephen Eldredge
that Isaac Standley be Field Driver in Ward 5 in place of Henry E. Dodge
that Ezra Edwards be Field Driver in Ward 5 in place of Asa J. Osbome
that Chester Hobbs be Field Driver in Ward 6 in place of Hiram Preston
that William H. Nutter be Field Driver in Ward 8 in place of John G. Munsey
that George S. Jewett be Field Driver in Ward 9 in place of Samuel Day
that Calvin W. Goodridge be Field Driver in Ward 12 in place of John G. Smith
that Levi Woodberry 2d be Surveyor of Lumber in place of Richard A. Woodberry
that Jacob Brower be Surveyor of Lumber in place of Daniel Wallis
that Adoniram Goodhue be Surveyor of Lumber in place of John T. Ober
that Robert Remmonds be Surveyor of Lumber in place of Hiram Doane
that Israel F. Lee be Clerk of the Market in place of Charles Moulton
that John Pickett be Inspector of Lime in place of Samuel F. Obear
a motion to dissolve the meeting, was lost.
A motion offered by William A. Friend, "that the School Committee be authorized to reestablish the
Central Grammar School, at the commencement of the next School year" was put to the meeting and
lost.
John G. Drown, offered a motion, "that the vote passed at this meeting in March last electing the
Selectmen, Surveyors of Highways, be now reconsidered," which motion the Chair declined to
Entertain. Mr. Drown appealed from the decision of the Chair, when the meeting by vote sustained
the Chair.
A Motion offered by Wm. A. Friend, "that the vote whereby the Selectmen were instructed to
dispense with Evening Police be reconsidered" was put to the meeting & lost.
A Motion to dissolve the meeting, was put to the meeting and lost.
On motion of Henry P. Woodberry
Voted, that the Selectmen be instructed not to license any person to sell intoxicating liquors as a
beverage.
On motion of Isaac Standley
Voted that the Board of Health be instructed to abolish the office of Superintendent of Burials.
A motion offered by Elbridge J. Holden, to sell the Hearse House was put to the meeting and lost.
A motion offered by M. Sullivan, "that the vote whereby the Janitor ship of the Town Hall was
ordered to be set up at auction" to the lowest bidder" be reconsidered, was put to the meeting and
lost.
Voted That this meeting be dissolved.

You are hereby required in the name of said Commonwealth, to notify and warn (in the usual
manner) the qualified voters of said town, to meet at the Town Hall on Monday the Third day of
April next at Four o'clock aftemoon, for the following purposes. - viz.
1st To decide the manner of choosing a Moderator, and to choose the same
2d To see what action the town will take upon a petition of F. E. Porter and others, praying that the
Town will provide a Night Watch in the vicinity of the Eastem Railroad Depot and elsewhere, as
may be deemed expedient.
Hereof fail not, but make due return of this warrant, with your doings thereon, before the time
appointed for said meeting
Given under our hands and seal this 27th day of March in the year Eighteen hundred and
Seventy Six.

At a meeting of the qualified voters of the Town of Beverly, held (in pursuance of the warrant
recorded on the next preceding page) at the Town Hall in said town on Monday the Third day of
April in the year Eighteen Hundred and Seventy Six and Four o'clock, afternoon.
Voted To choose a Moderator by hand vote.
Voted by hand vote, that Freeborn W. Cressy by Moderator
Upon Article 2d Petition of F. E. Porter & others
A motion offered by William A. Friend, "that the prayer of the petitioners be granted" - was
put to the meeting and lost.
141 voting in favor, 184 opposed
On motion of S. Porter Voted, that the verification of the vote be taken by yeas & nays. The
Moderator having decided to entertain the motion, and one fifth having voted in favor of the same.
Daniel Foster moved, that the meeting be dissolved.
C. H. Odell moved that the question on Mr. Foster's motion be taken by yeas & nays.
W. W. Hinkley moved to lay Mr. Odell's motion on the table. Which motion the chair decided not
in order, an appeal was taken from the decision of the Chair, and the Chair was not sustained.
Mr. Odell moved that a verification of the vote upon the appeal be taken by yeas and nays.
Mr. Glines moved that the meeting adjourn, which motion was lost
Another motion was made to adjourn and decided by the Moderator, not to be in order
W. W. Hinkley appealed from the decision of the Chair
C. H. Odell moved that the question on the appeal be taken by yeas & nays
W. W. Hinkley moved to lay Mr. Odell' s motion on the table
The Moderator decided the Hinkley last motion not in order. Mr. Hinkley appealed from the
decision of the Chair
C. H. Odell moved that the question on the appeal be taken by yeas & nays
A motion to adjourn was then made.
C. H. Odell moved that the question on the adjournment by taken by yeas and nays. Which motion
was put to the meeting and decided by the Moderator to be canied.
This last vote being doubted, the meeting was divided on the question and it appeared upon a count
that 129 votes in favor, of adjourning and 186 voted in opposition and the motion to adjourn was
lost.
W. W. Hinkley moved that the meeting be dissolved.
C. H. Odell that the vote on Mr. Hinkley's motion to dissolve be taken by yeas & nays. Mr. Odell
motion was carried more than one fifth voting in favor thereof.
The question on Mr. Hinkley's motion to dissolve the meeting was then taken by yeas & nays, and
it was
