1875-10-05Commonwealth of Massachusetts Essex ss: To one of the Constables of the town of Beverly. Greeting. You are hereby required in the name of said Commonwealth to notify and warn in the usual manner the qualified voters of said town to meet at the Town Hall in said town, on Tuesday the Fifth day of October next at Seven o'clock afternoon, for the following purposes, viz: 1st To decide the manner of choosing a Moderator, and to choose the same. 2d To see if the town will lay out a town way from the junction of Cross Street and East Lothrop Street to Essex Street, near the Gloucester Branch Railroad, according to the report of the Selectmen upon the petition of A. J. Ober and others, now on file in the office of the Town Clerk. 3d To see if the town will make any additional appropriations for the support of schools for the current year. 4th To take further action on the claim of S. L. King for damages on petition of R. C. Dennis and others. Hereof fail not, but make due return of this warrant with your doings thereon before said time. September 28th 1875 Pursuant to the foregoing warrant I have notified the person therein names as therein directed by posting notifications stating the time, place and objects of said meeting at the several places in town required by the Town Regulations. Moses, Constable of Beverly A true copy of the original warrant and return thereon Attest James Hill, Town Clerk At a legal meeting of the qualified voters of the town of Beverly, held (in pursuance of the warrant recorded on the next preceding page) at the Town Hall in said town on Tuesday the Fifth day of October in the year Eighteen hundred and Seventy five, at Seven o'clock in the afternoon. Voted To choose a Moderator by hand vote, and Freeborn W. Cressy was thus chosen Moderator. Upon Article 2d Report of Selectmen on petition of A. K. Ober & others. The Report of the Selectmen laying out a town way according to said petition was read, and a motion that said Report be accepted and said way established as a town way was put to the meeting and lost. A motion offered by Isacher Lefavour that the vote whereby said report was rejected, be now reconsidered, was put to the meeting and lost. Upon Article 3 Appropriation for Schools A motion offered by Daniel F. Smith, that the sum of Four Thousand dollars in addition to the amount appropriated at the last annual meeting, be appropriated for the support of the Schools in town the current year, was put to the meeting and lost. A motion to appropriate the sum of Three Thousand dollars was also put to the meeting and lost, - when Upon motion of Robert R. Endicott, it was Voted That the sum of Two Thousand Dollars, in addition to the amount appropriated for Schools at the last Annual Meeting, be appropriated for the support of the Schools in town the current year. Voted that the School committee be instructed to close their financial year, at the same time as the financial year of the town and that no contracts be made beyond that time. Upon Article 4 the Claim of S. L. King Voted that this Article be indefinitely postponed. The Chairman of the Selectmen, called the attention of the meeting to the question of Water Supply, and the following preamble and vote were adopted (after a motion by Robert R. Endicott to indefinitely postpone the subject, had been lost) "Whereas the town of Danvers, proposes supplying its inhabitants with water from an elevation one hundred feet higher than our present source of supply, and will have an abundance of water and to spare. And, Whereas, the increased head which such a source would furnish for our high lands and for the subduing of fires would be of great advantage to our community, therefor, Voted That the Selectman be requested to negotiate with the authorities of Danvers, to see if an advantageous connection can be made with the Water Works of that town, for our supply upon terms that will be reasonable and permanent, and to that end submit and receive proposals, subject, always, to the ratification of the town.
