1875-04-05At a meeting of the qualified voters of the town of Beverly, held at the Town Hall in said town, on
Monday the Fifth day of April A.D. 1875 at One o'clock Afternoon, the same being an adjournment
of the Annual March meeting held on First day of March A.D. 1875.
The meeting was called to order by the Moderator. F. W. Cressy and the following officers were
chosen by hand vote.

Upon Article 13. Money Grant
Voted that the sum of one Hundred and Twenty Thousand dollars be raised and assessed upon the
polls and estates, within the town, and for the expenses of the current year, the same to be
apportioned and appropriated by the Selectmen according to their estimates.
Voted That the salary of the Town Treasurer by Three Hundred dollars, the current year.
Voted that the Collector of Taxes receive Three quarters of one per cent of all monies collected by
him, and paid into the Treasury of the town which shall be in full compensation for his services.
Voted That the Town Treasurer be hereby authorized to borrow on the credit of the town, upon
notes, bonds, or certificates of debt, approved by the Selectmen, such sums of money, from time to
time, as may be necessary to meet the liabilities of the town, and to provide State Aid for the families
of Volunteers.
Voted That the Collector of Taxes deliver or cause to be delivered at the last and usual place of
abode of each inhabitant of the town, who may be taxed, or to such inhabitant in person, as soon as
practicable after the taxes have been assessed, a list of the taxes assessed upon each person
accompanying which list shall be a notice of the time and place where the Collector will be present,
to receive the taxes, and also a notice of the meetings of the Assessors, to be determine upon
abatements. No discount shall be allowed on any taxes paid, and interest at the rate of one per cent
a month, shall be charged upon all taxes not paid on or before the first day of November next, which
interest shall be added to and considered a part of said taxes, and that so far as practicable the
Collector shall on the first day of January next, put in suit all taxes then due and unpaid,
commencing with the highest and so on to the lowest tax.
The Report of the Engineers of the Fire Department upon a Hose Tower, Hydrants and other matters
referred to them at the March Meeting, was read to the meeting, and was not accepted.
The Committee on Town Lands, appointed at the March meeting presented their Report, which was
read to the meeting, and accepted, and the motion mentioned in said Report was adopted, and is as
follows.
Voted that the several lots of land in said Report be placed in the hands of the Town Treasurer, with
the approval of the Selectmen for discretionary sale (except the lot at the corner of Front & Davis
Streets, and any right the town may have in Hospital Lot and the land opposite the Cove School
House)
On motion of Joseph Thissell
Voted That a Committee of three be chosen outside of the Selectmen with authority to send for
persons and papers, to investigate the affairs of the town for the past ten years and report what the
money has been paid for, and that they have authority to employ an expert.
Voted That Charles H. Odell, Daniel Foster and Isacher Lefavour be that Committee.
Voted That the pay of the Committee be Three dollars a day, and that they report with six months.
Voted That the Engineers of the Fire Department cause a post hydrant to be placed in front of the
Church on Railroad Avenue.
Voted That the Surveyor of Ward One, and the Board of Health be instructed to employ the Town
Teams when not otherwise engaged.
Voted That each department shall be confined strictly to the specific appropriation made for such
department, and shall in no case exceed the same, and the Auditor and Selectmen are hereby
instructed to see that the provisions of this vote are rigidly enforced, and when it shall appear that
the amount appropriated for any department has been expended, that Auditor shall promptly close
the account of such department.
Voted That the unexpended balance of any appropriation shall be applied to the Sinking Fund.
The subject of the suit of S. L. King against the Town, having been brought to the notice of the
meeting.
Voted That Mr. King have leave to make his statement to the meeting. (Which he did at some
length)
On Motion of David A. Preston
Voted That the Selectmen be authorized and requested to give, at their earliest convenience, a
hearing to Mr. King, and that all witnesses of the act be notified to appear, and that they the
Selectmen shall on such evidence, and according to their best judgement, settle with Mr. King with
all possible dispatch.
On Motion of Gustavus Obear
Voted That no school teacher, if any are boarded at the expense of the town, shall be boarded at the
expense of the town.
On Motion of Charles H. Odell
Voted That the Selectmen get an estimate from the different departments of the amount of coal
needed by them and that they provide the coal by the cargo.
Voted That the sum of twenty cents per hour for each man, and twenty cents per hour for each horse
and cart, be allowed and paid for all labor performed upon the highways the current year.
Voted That the different Boards of Town Officers be instructed not to pay any mechanic who works
for the town, more than twenty cents an hour, and that no Town Officer receive more than that sum.
On Motion of C. H. Odell
Voted That the School Committee be instructed to dispense with the services of a Music Teacher.
On Motion of Isaac Standley
Voted That all Teachers that receive Forty five dollars a month shall have their pay reduced to thirty
five dollars a month.
On Motion of C. H. Odell
Voted That the vote passed at this meeting on March 1st 1875 whereby the sum of Twenty One
Thousand dollars was appropriated for the support of Schools and School Houses throughout the
town the current year, be now reconsidered.
On Motion of C. H. Odell
Voted That the sum of Sixteen Thousand dollars be appropriated for the support of the Schools and
School Houses throughout the town the current year.
On Motion of Richard C. Dennis
Voted That any employee of this town, who shall pay any person under his employ more than the
rate this day voted, he or they shall forfeit his or their own pay.
Voted That this meeting be dissolved.
