1875-03-01Commonwealth of Massachusetts Essex ss. To one of the Constables of the town of Beverly. Greeting. You are hereby required in the name of said Commonwealth to notify and warn in the usual manner the qualified voters of said town to meet at the Town Hall in said town, on Monday the First day of March next at Nine o'clock in the forenoon, for the following purposes, viz: 1st To choose a Moderator and Town Clerk 2d To act on the Reports of the several Board of Town Officers 3d To choose by ballot, Selectmen, Assessors, Overseers of the Poor, Three School Committee for Three Years, One School Committee for One Year, Treasurer, Collector of Taxes, One Trustee of the Public Library, Chief of Police, and Nine Constables all these officers to be voted for on one ballot, unless otherwise determined by the meeting, and the polls will close at Twelve o'clock noon unless otherwise determined by the meeting. 4th To choose all other usual Town Officers. 5th, To act on the question of an appropriation for the expenses of Memorial Day under the direction of Post No. 89 of Mass. Grand Army of the Republic. 6th To see if the Town will establish a Street Light at or near the comer of Front and Bartlett Streets; per petition of Livermore Whittredge and others. 7th To see if the town will cause Hydrants to be placed on Dodge Street, within five hundred feet of each other, per petition of Nathaniel Ham and others. 8th To see if the town will accept the Report of the Selectmen, laying out a town way from Lovett to Lothrop Streets, known as Atlantic Avenue, now on file in the office of the Town Clerk. 9th To authorize the Town Treasurer, to sell and convey any lands of the town, not in use by the town. l0th To adopt such measures, grant such sums of money, and take such action in regard to Schools, and School Houses, throughout the town, as may be deemed expedient. 11th To adopt such measures, grant such sums of money, and make such regulations in regard to the repairs and improvements of the highways and Town Ways throughout the town as may be determined upon. 12th To act on the invitation of the towns of Concord and Lexington to participate in celebrating the Centennial Anniversary of the Revolutionary battles in those places. 13th To grant such sums of money, to be raised and assessed upon the polls and estates within the town, to defray the debts of the town, and for the expenses of the current year, as may be deemed expedient, and make all necessary regulations and allowances respecting the same. Also, to authorize the Town Treasurer to borrow on the credit of the town, such sums of money as may be necessary from time to time, to meet the liabilities of the town and to provide State Aid for the families of Volunteers. 14th To see if the Town will approve the Jury List as revised by the Selectmen. Hereof fail not, but make due return of this warrant with your doings thereof, before said time. Attest James Hill Town Clerk At a legal meeting of the qualified voters of the Town of Beverly, held (in pursuance of the warrant recorded on the three next preceding pages) at the Town Hall in said town, on Monday the First day of March in the year Eighteen Hundred and Seventy Five, at nine o'clock before noon the Clerk called the meeting to order at the time appointed and read the warrant therefor - and it was - Voted by ballot That Freeborn W. Cressy be Moderator. Prayer was then offered by Rev. Ellery C. Butler of the 1st Church. Voted by ballot, That James Hill be Town Clerk Then in open town meeting, immediately after the election of Town Clerk James Hill abovementioned, was swom to the faithful discharge of his duties as Town Clerk of Beverly, by and before the Moderator. Upon Article 2. Reports of Town Officers Voted that the Report of the Auditor be accepted. The Reports of the Selectmen, Overseers of the Poor and Trustees of the Public Library were severally read and accepted. Voted that the Report of the School Committee be laid upon the table. And the consideration of the Report of the Engineers of the Fire Department was postponed to some subsequent stage of the meeting. Upon Article 3 Election of Town Officers by ballot On motion of William W. Hinkley Voted that the different boards of town officers be chosen separately. Voted that this meeting adjourn to tomorrow Tuesday March 2d at nine o'clock beforenoon at this place. On Tuesday March 2d A.D. 1875 at nine o'clock beforenoon the voters again assembled and was called to order by the Moderator. The following persons were then elected by ballot, as Constables. Davis Voted that the Board of Health be chosen by ballot On motion of John I. Baker Voted that the remainder of the town officers (except the above) be chosen by hand vote. Moses Voted that the Selectmen in their next assignment of the limits of the highway Wards, be requested to change the limits of the same back to the limits as existed previous to the last year. On motion of Eli C. Glines Voted that one surveyor be chosen within the limits of each of the thirteen old Highway wards. The meeting then elected by ballot, as Surveyor for Ward One. William F. Smith Upon Article 5th Memorial Day Voted that the sum of One Hundred and Fifty dollars be appropriated for the expenses of Memorial Day, to be expended under the direction of Post No. 89 of Mass. Grand Army of the Republic. Upon Article 6. Petition of L. Whittredge and others for Lamp Post Voted that the prayer of the petition be granted. Upon Article 7. Petition of Nathl. Ham & others for Hydrants. Voted that the whole subject of increasing the number of Hydrants be referred to the Engineers of the Fire Department to report at the adjournment upon the expediency and expense of the same. Upon Article 8. Report of Selectmen laying out Atlantic Avenue. Upon the petition of Charles Williams and others the Selectmen of the town of Beverly, having notified, met and heard the parties, have laid out a town way from Lovett to Lothrop Street named Atlantic Avenue as follows, beginning at a point on the Southeasterly side of Lovett Street distant one hundred and thirty four feet, eight inches, Northeasterly from the northerly comer of the Estate of William C. Hill, and running thence Southeasterly by lands of Bennett and Hill, and along the fronts of the estates of Calvin Wallis and of Charles Williams and of the lot of Preston to Lothrop Street in a direct line for the entire extent. Laying the said way forty feet wide southwesterly from the line described. And we award no damages. Beverly February 20, 1875. John I. Baker Joseph Wilson Freeborn W. Cressy J. H. Young Selectmen of Beverly Voted that the foregoing Report be accepted, and that said way be laid out, and established as a Town way forever, according to said Report. Upon Article 9. Sale of Town Lands. Voted. That Isacher Lefavour, John I. Baker, and John H. Woodberry be a Committee to report at the adjournment of this meeting, upon what lands the town owns, and what it would be expedient to sell. A motion having been previously passed to exempt from sale the Old Hospital lot, the lot at the corner of Davis & Front Sts.& the lot opposite the Cove School House. Upon Article 10. Schools Voted that the sum of Twenty One Thousand dollars, be appropriated for the ordinary expenses of Schools, and School Houses throughout the town the current year. Upon Article 11. Highways. Voted That the sum of Six Thousand dollars be appropriated for the ordinary repairs of the highways and town ways, throughout the current year, and for the snow bills of the past winter. On motion of Isacher Lefavour, as amended by Edwin Foster that the Selectmen, after retaining the sum of Fifteen Hundred dollars for Extra road expense, apportion to the several wards the amount which in their discretion they think should be expended therein and that the Surveyors cause the same to be expended according to their best judgement and draw upon the Selectmen for the sums spent, or subject to the orders of the Selectmen. Voted to adjourn to One o'clock, this afternoon, at this place. Upon Article 12. Invitations from Concord & Lexington. Voted that Col. Francis E. Porter, Col. Henry P. Woodberry and Capt. Edward L. Giddings, be a Committee to represent the town at both places on the occasion of their Centennial Celebration. Voted that the expense of this delegation be paid from the Town Treasury. The Report of the Engineers of the Fire Department was read and accepted and the Report of the School Committee was also taken from the table & accepted. Upon Article 13. Money Grant. Voted to postpone the consideration of the Money Grant to the adjournment of this meeting. On Motion of William W. Hinkley. Voted that the several Boards of Town Officers, insure the buildings under their charge. On motion of Isacher Lefavour Voted that the Board of Health cause a fence to be built on the Southerly side of Abbott Street, against the Old Cemetery, similar to the fence on the Northerly side of said street. On motion of Robert R. Endicott Voted that the Engineers of the Fire Department report at the adjournment of this meeting whether the Old High School House is the best location for a Hose Tower; or upon any other suitable location. - On motion of J. Stanwood Dodge. Voted That the Police be instructed to put a stop to the whistling, cahooting and those unearthly yells, so often heard in most of our public gatherings in our Town Hall. On motion of Charles Moulton as amended by R. R. Endicott. Voted that the Selectmen be instructed to furnish the Town Hall with the plain settees, similar to those now on the floor. Upon Article 14. Jury List. Voted that the List of Jurors, as revised by the Selectmen and herewith presented to this meeting, be accepted.
