1999-07-13BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 13, 1999 PRESENT: ABSENT: PUBLIC: Commissioners Barnico, Dean, Duval, Eaton, Farmer, Gourdeau, Lydon, Mahoney, Rosen, Viiale, and White None Ken Lewis, Geffy Nelson, Phil Natopolis, Jim Brady, and Marshall Handly CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. Chairman Farmer announced that the agenda would be changed around due to two matters that required executive session. Chairman Farmer requested Commissioner Duval to report on the Airport Engineering Consultant Selection. Commissioner Duval reported that the subcommittee had reviewed submitted RFQ materials and shortlisted three companies to make presentations. After presentations by Dufresne-Henry Inc., Fay, Spofford and Thorndike Inc., and Edwards & Kelcey Inc., the subeornmlttee unanimously selected Edwards & Kelcey Inc. Commissioner Duval pointed out that if the Commission was not satisfied with Edwards & Kelcey we were not obligated to keep them, that we could change consultants. Commissioner Duval made a motion to select Edwards & Kelcey as the airport engineering consultant for the next five years. Motion was seconded by Commissioner Barnico. Motion passed unanimously. Chairman Farmer said the latest plan would be that Dutiesne-Henry would finish the Airport Master Plan Update and the Delta taxiway extension. Chairman Farmer also notified the Commission that there was a meeting scheduled with FAA, M.A.C., and the airport consultants on July 26th to discuss the Runway Safety Areas. Executive Session: Chairman Farmer called for an Executive Session role call. Commissioner Gourdeau made a motion to enter into Executive Session, seconded by Commissioner Lydon. Motion passed unanimously. Chairman Farmer announced that the Commission was back in General Session. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 13, 1999 Chairman Farmer asked for a motion on sending a modified letter as discussed in Executive Session to Mr. Jim Rutherford of Omni Aviation Inc. Commissioner White made the motion, seconded by Commissioner Gourdeau. Motion passed unanimously. Reading of the Minutes for June 14, 1999 - Chairman Farmer called for a reading of the mutes. Commissioner Gourdeau made a motion to accept the minutes. Commissioner Mahoney seconded the motion. Motion passed unanimously. Reading of the Financial Report for May 1999 - Chairman Farmer called for a reading of the financial report. Commissioner White gave his report and said the airport was overall in good shape. Chairman Farmer asked for a motion. Commissioner Barnico made a motion to accept the financial report, seconded by Commissioner Gourdeau. Motion passed unanimously. OLD BUSINESS: Chairman Farmer said he would make "old business" comments under Chairman/Comments Comments. NEW BUSINESS: · Airport Consultant Selection - This subject was addressed earlier in the minutes. · Airport Signage Plan - Airport Manager Mezzetti reported that we received the proposed updated airfield signage plan from Duffesne-Henry and that it was under review. · Beverly Homecoming - Airport Manager Mezzetti updated the Commission on the Beverly Homecoming Aviation Day arrangements. AIRPORT MANAGER'S REPORT: The Airport Manager's report for the meeting was included in the commission packets. The proposed revamped "Fly Friendly" airport noise abatement policy BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JULY 13, 1999 was also discussed. The policy would be a firm recommendation that would get users' attention yet not be restrictive to the economic detriment of FBOs. CHAIRMAN/COMMISSIONCOMMENTS: · Chairman Farmer commended the Airport Engineering Consultant Selection Subcommittee. The process went smoothly and swiftly. Chairman Farmer told the Commission that he had given the Mayor the Airport Industrial Land Development report that Salem State College students had done for the airport. The Mayor said he is interested in reading it. Chairman Farmer reported that a meeting with FAA, M.A.C., and airport consultants to discuss our Runway Safety Areas will be held at the airport on July 26, 1999. Chairman Farmer expressed his disappointment with earlier statements made by the City Director of Engineering regarding Ransom remediation. For months the Director of Engineering was saying that when the City Council approved the funding for the remediation it would be just a matter of a several days before Ransom could start remediafion. The funding was approved May but remediation is not expected to start until August 1999. · Chairman Farmer talked about the pistol range and leeching field by the Nikc site for potential airport use. ADJOURNMENT: Motion to adjourn by Commissioner Lydon, seconded by Commissioner Gourdeau. Motion passed unanimously.
