1999-06-14BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 14, 1999 PRESENT: ABSENT: PUBLIC: Commissioners Barnico, Dean, Eaton, Farmer, Gourdeau, Lydon, Rosen, Vitale, and White Commissioners Duval and Mahoney Ken Lewis, Gerry Nelson, Ken Robinson, Terry Wheeler, Victor Capozzi, and Mel Briggel CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. Presentations: Omni Aviation Inc. - Scheduled presentation could not be made as Mr. Rutherford wanted to make the presentation in executive session, however, the presentation did not qualify for executive session. Therefore, Mel Briggel, Mr. Rutherford's representative, did not give a presentation. Reading of the Minutes for May 10, 1999 - Chairman Farmer called for a reading of the minutes. Commissioner Gourdeau made a motion to accept the minutes. Commissioner Dean seconded the motion. Motion passed unanimously. Reading of the Financial Report for April 1999 - Chairman Farmer called for a reading of the financial report. Commissioner White reported the budget, overall, was in pretty good shape. Commissioner Eaton made a motion to accept the minutes. Commissioner Gourdeau seconded the motion. Motion passed unanimously. OLD BUSINESS: Property Acquisition - The Airport Manager reported that the City Solicitor was to review, the next day, the recent Gongas title search. If the title was clear he would then draw up an Agreement with the Gongas' and present it to the City Council. Regarding Maureen McLellan, the Airport Manager reported that two (2) rentals were found in Danvers and that one fell within the maximum allowable range orS1,300.00 per month. Chairman Farmer had some questions on the federal and state subsidy program. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 14, 1999 Barracks Building Land Use - The Airport Manager reported that the German company that was going to sublease through Doozers plus or minus 4,000 S.F. in hack of the Barracks Building now has a greater interest in leasing the Vitale site property. They have approached the Beverly Conservation Commission to see flit is possible. It will be a momh or two before the Beverly ConCom makes a decision. If ConCom says no, the German company (Bestmann Systems) will then sublease the approximate plus or minus 4,000 S.F. from Doozers. Doozers (now in the hands of Coastal Pool Co.) has said if Bestmann Systems does not sublease the property from Doozers, Doozers might not be interested in leasing space from the airport commission. In which case the airport commission would still insist that the hack area be kept clean and neat and that Coastal Pool keep their vehicles in hack and out of the general parking lot. Commissioner Barnico said he still liked the idea of the privacy screen. Chairman Farmer said we could erect the privacy screen and still lease space to those who use space in hack of the Barracks Building. Chairman Farmer and Commissioner Barnico talked awhile on the Vitale site cleanup history. NEW BUSINESS: M.A.C. meetings- Chairman Farmer spoke of the importance of the airport manager attending all M.A.C. meetings, even meetings not in Boston. Any interested commissioners were also encouraged to attend. Chairman Farmer suggested that the airport manager attend the next meeting that is to be held on Martha's Vineyard. Consultant Selection - The Consultant Selection Sub-Committee has' RFQs from seven companies to review. There will be a sub-committee meeting on July 6, 1999 at 3:00PM at the Airport Administration Building to discuss the RPQs and to come up with a list of companies that would then make presentations. Trees at End of Rwy. 27 - Chairman Farmer talked on the need to do something for abutters regarding trees; he suggested that the hardwoods that need to be cut because they are aeronautical obstructions be replaced with sot~woods that would be more noise absorbing. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 14, 1999 Airport Parcels - Chairman Farmer said that according to his discussions with City hall as the parcels are developed a certain monthly percentage will go towards paying the airpoa's share ofntility upgrades. Henderson Road Gas Lines - Chairman Farmer told the commission that the gas lines have been installed up Henderson Road and have been stubbed to most of the east side facilities. AIRPORT MANAGER'S REPORT: The Airport Manager's report for the meeting was included in the commission packets. The Airport Manager presented an additional report with information obtained after the packet mailings. This information included updates on Ransom RAM submittal, Tom Ford, Maureen McLellan, and a request from the Beverly Homecoming Committee for the airport to offer some attractions. This updated information is filed with the BAC 6/14/99 meeting folder. CHAIRMAN/COMMISSION COMMENTS: Chairman Farmer, in response to a G.A.S. request to help G.A.S. pave a portion of their ramp, told G.A.S. that because it was GTE construction vehicles that did the damage the commission would fix the ramp and later during lease talks with GTE the commission would recover its repair expenses. Commissioner Gourdeau asked what would happen if Tom Ford withdrew his proposal, Chairman Farmer said there was interest in the Gurnard site by other parties. Chairman Farmer told commission members that the recent Manzoli letter was going to be responded to, that the Airport and City Engineering Department are working on a joint response. Commissioner Gourdeau asked if the airport grass cutter would be back again this year. The Airport Manager told him that the grass cutter would be here in August. Commissioner Vitaie briefed the commission on a Beverly Chamber of Commerce report regarding the business climate in Beverly. Vice-Chairman Eaton talked about his previously submitted idea of having an airport workshop for local politicians. Chairman Farmer told Vice-Chairman Eaton 3 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING JUNE 14, 1999 to proceed with the idea and for Vice-Chairman Eaton to be the Chairman of the workshop sub-committee. Chairman Farmer and the commission discussed Omni Aviation. Chairman Farmer asked for input on what to do with Omni and their remediation situation. It was decided that a letter would be sent to Mr. Jim Rutherford instructing him to appear at a special BAC meeting in two weeks (June 28, 1999) and to present to the commission Omni's remediationJLSP plans, schedule, and paperwork. Commissioner Vitale suggested phcing an airport advertising sign on the fence adjacent to Cherry Hill area where lots of cars park and watch aircraft. Paul Bamico distributed an airport "Parcel Development Plan" that the airport manager had graduate business students at Salem State College prepare (gratis). EXECUTIVE SESSION: Chairman Farmer called for a role call. Chairman Farmer made a motion to enter into executive session, seconded by Commissioner White. Motion passed unanimously. Role call taken to exit executive session. Motion to exit made by Commissioner Lydon, seconded by Commissioner Gourdeau. Motion passed unanimously.
