1999-05-10BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING MAY I0, 1999 PRESENT: ABSENT: PUBLIC: Commissioners Barnico, Dean, Duval, Farmer, Gourdeau, Lydon, Mahoney, Vitale, and White Commissioners Eaton and Rosen Ken Lewis, Geny Nelson, Ken Robinson, Harry Wheeler, Victor Capozzi, Marshall Stevens, and Renee Mary CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM. 1. Presentations: Airport Master Plan Update (AMPLD, Dufresne-Henry Inc. - Marshall Stevens updated the Commission on what has happened with the AMPU since the April commission meeting. Marshall reported that a meeting of the AMPU's Planning Advisory Committee (PAC) was held shortly after the April BAC meeting. He said there was much dialog over the runway safety area alternatives for Runway 9/27. Bill Cronan and CliffVacirca of FAA were also at the PAC meeting. Marshall had left the meeting with a feeling that the FAA would go along with a Modification of Standard for Runway 9/27 RSA's. Approximately two weeks later, the FAA, D-H, BAC Chairman and Airport Manager met at MAC to discuss the alrport's proposed 5-Year CIP and ASMP projects. Since MAC did not attend the PAC meeting, there was much discussion on the Runway 9/27 RSA alternatives. MAC Executive Director, Steve Muench, made it clear that MAC only wants to pursue a Modification of Standard as a last resort, that every other alternative must be explored first. One question asked by MAC was what would be the impact of keeping Ranway 9/27 a 5,000' runway and giving it compliant 300' RSA's. Marshall said the impact would be great to the Rwy. 9 end. In order to keep a 5,000' Rwy. 9/27 runway and have compliant 300' RSA' s, the runway would have to be "shifted" towards the Rwy. 9 area by plus or minus 75 feet. This is because a full 300' RSA cannot be constructed at the Rwy. 27 end due to the road (there would be a shortage of plus or minus 75 feet). To make up for it, 75 feet of existing pavement at the Rwy. 27 end would have to be used as RSA. To reclaim this 75 feet and still keep a 5,000' rimway, the end ofRwy. 9 would have to be extended 75 feet and 300 feet added for a compliant RSA. Given this needed length at the Rwy. 9 end and the needed sloping, the impact would be that the graded slope would cut through three properties. A preliminary BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING MAY 10, 1999 cost figure to accomplish this would be approximately $1,500,000.00. Chairman Farmer said that the Commission was not looking to take anybody' s property, but that the Commission had to look at all altematives per the FAA and MAC. Mr. Stevens also went over the other alternatives e.g. displacing thresholds and using declared distances for landings (it would still allow 5,000' takeoffs), reducing Runway 9/27 to less than 5,000' and "transferring" the reduced length over to Rwy. 34 so that Beverly had at least one (1) 5,000' runway, and Modification of Standard. Modification of Standard is the preferred alternative. It would mean keeping 9/27 at 5,000', creating as much RSA as is physically poss~le and justifying why full RSA compliance is not feasible (e.g. cost, zoning, environmental). Chairman Farmer told the Commission he had invited Steve Muench to the airport to look at the existing RSA's and how the RSA alternatives may impact the airport. 2. Reading of the Minutes for April 5, 1999 - Chairman Farmer called for a reading of the minutes. Commissioner Gourdeau made a motion to accept the minutes. Commissioner Mahoney seconded the motion. Motion passed unanhnously. Reading of the Financial Report for March 1999 - Chairman Farmer called for a reading of the financial report. Commissioner White gave the report. Commissioner Duval made a motion to accept the financial report. Commissioner Gourdeau seconded the motion. Motion passed unanimously. FY00 Budget Report - Commissioner White presented the proposed FY00 airport budget. Commissioner Mahoney made a motion to accept the budget. Commissioner Gourdeau seconded the motion. Motion passed unanimously. OLD BUSINESS: Hangar No. 2, Commissioner Barnico - Commissioner Bamico requested Hangar No. 2 repairs be done as soon as poss~le. He also requested a committed completion date and that the BAC Chairman and/or Airport Manager have final approval of the repair. Mr. Victor Capozzi spoke of the many improvements G.A.S. has made (and is currently making) and asked why, instead of thanks for the improvements, he is questioned on completion dates. Mr. Capozzi said he is progressing as fast as he can and said that his 2 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING MAY 10, 1999 lease says he has five years for completing improvements and not three years. Mr. Capozzi told Chairman Farmer that the end of I-langar No. 2 repairs would be done by July 1, 1999. Land Use by Doozers Inc. Tenants, Robert Mezzetti - Airport Manager Mezzetti spoke of the proposed tenant-at-will agreement between the airport and Doozers. Doozers would pay rent for approximately 4,000 S.F. of land in back of the Barracks Building. Chairman Farmer asked what the Commission felt. Commissioner Lydon made a motion that the City Solicitor proceed with the necessary paperwork. Commissioner Dean seconded the motion. Motion passed unanimously. Commissioner Gourdeau mentioned that currently Jim Rutherford is a tenant- at-will and that at an Omni lease renegotiation meeting a while ago Jim Rutherford said he would not care if the Commission went out for RFP on Omni's leasehold. Commissioner Gourdeau said he would like to make a motion that the City Solicitor send a letter to Mr. Rutherford to see if Mr. Rutherford will still go along with that. Chairman Farmer asked the status of the Omni fuel farm remediation. Airport Manager Mezzetti reported that, per Mr. Rutherford, a Licensed Site Professional was reviewing the tank-pulling report and would, upon review, make his remediation recommendation. Chairman Farmer suggested that we get dates and a remediation schedule. Chairman Farmer asked for Commissioner Mahoney's thoughts. Commissioner Mahoney said that we could go out for RFP at anytime, that the gentlemanly aspect would be to inform Onmi of the RFP; that ifRFP was decided at some point in time, the airport should pick a time it will go through the RFP process. Chairman Farmer asked the BAC's feeling on sending Omni a notification that we need remediation information on such and such a date or we will proceed with a RFP. Commissioners Barnico and Mahoney informed Chairman Farmer the renegotiations for a new lease were suspended until the completion of the taxiway "D" extension. At that time the lease was being continued month-to- month under the same terms and conditions. When the fuel farm contamination issue arose, Omni was sent a letter by the City Solicitor that said there would be no renegotiations until after remediation and that, at this point, Omni occupancy is tenant-at-will. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING MAY 10, 1999 Commissioner Gourdeau asked Chairman Farmer if the airport went out for RFP would it release Ornni from remediation responsibility. Chairman Farmer responded that it would not release Omni from responsibility. It was decided that the Airport Manager would send Mr. Rutherford a letter to appear at the next BAC meeting with his LSP paperwork including recommendations and schedule(s) and, failing that, we do what the BAC recommends at the June meeting. C. NEW BUSINESS: None AIRPORT MANAGER'S REPORT: The Airport Manager's report for the meeting was included in the commission packets. The Airport Manager presemed an additional report with information received after the packet mailings. This information including results of the Ciampa court hearing, the Airport Manager's Rotary speech, conversations with Frank Killilea regarding airport fill and airport fencing, traffic counts, property acquisition, MALS, Gurnard asbestos removal, consultant RFQ's, and Boston Gas info. This updated information is fled with the BAC 5/10/99 meeting folder. CHAIRMAN/COMMISSION COMMENTS: Chairman Farmer told the Commission that he is committed to getting the Gumard remediation started. Chairman Farmer thanked all those presem for their perseverance in surmounting obstacles e.g. environmental and to keep going forward. Chairman Farmer has invited anyone who is interested (e.g. City Council members) to view any of the airport sites. Chairman Farmer said that Steve Muench of MAC had said he would like to visit the airport. Chairman Farmer updated the Commission on the fire department emergency gate access at and of Runway 27 and the new fire hydrant. 4 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING MAY 10, 1999 Chairman Farmer talked about doing something for the Trask Street residents e.g. when hardwood obstructions are removed to replant with soft wood pines (that would be more noise absorbing). Chairman Farmer informed the Commission that once the tip-rap was put on the Sam Fonzo Road slope at the end of Rwy. 27, the fence would be relocated. Chairman Farmer asked Tina Cassidy if she and/or Frank Killilea could push Boston Gas to come up Henderson Road. EXECUTIVE SESSION: Commissioner Duval made a motion to enter into executive session, seconded by Commissioner Dean. Motion passed unanimously. Motion made by Commission Duval to exit executive session, seconded by Commissioner Lydon. Motion passed unanimously.
