CALL TO ORDER: Chairman Farmer called the meeting to order at 7:30PM.
1. Presentations:
Marshall Stevens, Dufresne-Hemy Inc. - Mr. Stevens updated the
Commission on the Airport Master Plan Update. Information that the
airport's Reference Code would probably be lowered from a BIII to a BII
was good news, RSA's would be 300' long vs. 600' long and other design
criteria would be less stringent. AMPU has been extended due to FAA and
MAC meetings. AMPU should be done by the end of June 1999.
Terry Wheeler, New England Flying School, Inc. - Mrs. Wheeler requested
BAC's permission for her father to be able to transfer the N.E.F. lease to
her and her husband. The BAC had no objections and the Airport Manager
was instructed to contact the City Solicitor to see wheat was needed to
facilitate the transfer.
Reading of the Minutes for February 8, 1999 - Chairman Farmer called for a
reading of the minutes. Commissioner Lydon made a motion to accept the
minutes. Commissioner Duval seconded the motion. Motion passed
unanimously.
Reading of the Financial Report for February 1999 - Chairman Farmer called
for a reading of the financial report. Commissioner Duval made a motion to
accept the report. Commissioner Gourdeau seconded the motion. Motion
passed unanimously.
OLD BUS/NESS:
Change in Airport Secretary's Work Schedule - Chairman Farmer presented
the additional financial information that was requested from last month's
meeting and talked briefly on her good work in investigating our costs of
goods and services. Commissioner Duval made a motion to allow the Airport

Manager to increase the Airport Secretary's hours from 19 to 25 hours per
week. Commissioner Lydon seconded the motion. Commissioner Gourdeau
questioned whether the increase was permanent or temporary. Chairman
Farmer responded that if, in the future, it is found that there is no work to do
within the added hours, the work schedule can be reduced hack to 19 hours
per week. Commissioner Gourdeau acknowledged this response. Chairman
Farmer restated the motion. The motion passed unanimously.
C. NEW BUSINESS:
Airport Engineering Consultant Selection - Airport Manager Mezzetti
explained that the Dufresne-Henry Inc. Consultant Agreement expires on
April 9, 1999 but that they could continue until the selection process was
completed. Mr. Mezzetti recommended a selection subcommittee be formed
and that we send out for Requests for Qualifications. Chairman Farmer
recommended that the process include presentations by interested respondents.
A subcommittee comprised of Chairman Farmer, Vice Chairman Eaton,
Commissioner Duval, and the Airport Manager was named.
D. AIRPORT MANAGER'S REPORT:
The Airport Manager's report for the meeting was included in the commission
packets. Subjects covered were the McLellan occupancy status, the Omni fuel
farm cleanup responsibility, Sam Fonzo Road and water and sewer line
construction meeting notes, Runway 27 trees, Runway 27 hydrant, ASOS, traffic
count, aircraR sales tax bill update, airport Y2K fireworks display, Gongas
Relocation Allowance, and airport industrial park parcels. The Airport Manager
also updated the commission with information obtained since the packet mailings
e.g.:
· FAA gave permission to make a property acquisition offer to the Gongas using
the update appraisals.
The total Gongas/Murrin Acquisition project increased from $520,000.00 to
approximately $619,500.00. BAC's share would increase from $15,600.00 to
$18,585.00.
· Maureen McLellan was getting her renters insurance from the Leslie Ray
Insurance Company.

The Boston Gas Company might bring gas up from the comer of Sam Fonzo
Road and Henderson Road to the east side airport facilities area. Boston Gas
will be sent current oil and propane consumption information from the east side
businesses.
Ransom Environmental Inc. planned to have the revamped Phase II
remediation plan to Frank Killilea by the end of the week. Frank and the Mayor
would then review it and if okay would go the City Council with it.
GTE Service Corporation' s rent increased $1,787.00 per year due to a CPI
increase that went into effect on January 1, 1999.
East side airport water would be shut off on 3/10/99 from 9AM to 1PM.
CHAIRMAN/COMMISSION COMMENTS:
Chairman Farmer asked the FBOs that were present if they would please give
our office the N-numbers of commercial and corporate aircraft that visit their
facilities.
Chairman Farmer requested that the Airport Manager contact FAA and ask if
the amount of tax we pay for the Muffin house valuation (not land portion) be
deducted from the McLellan rent payments so that we can use the money
towards paying the overall property tax bill.
Commissioner White questioned the status of the MAC sign. MAC will be
contacted to see when their sign crew wants to come to Beverly and install the
sign.
Chairman Farmer updated the Commission on his request to Frank Killilea to
install a fire hydrant off to the side of the Runway 27 RSA.
Commissioner Dean asked about the status of the Omni fuel farm cleanup.
Chairman Farmer reported that the City Solicitor had sere a letter to Omni that
the City would not entertain anything with Omni until they took full
responsibility. A copy of the letter was also hand-carried and delivered to Jim
Rutherford by Chairman Farmer, the Airport Manager, and the City Solicitor.
Chairman Farmer talked on the working relationship between Omni and Mel
Briggle.

Commissioner Gourdeau asked if the Commission could still go om for a RFP
for the Omni property. Chairman Farmer said yes, but to do that after agreeing
to renegotiate would be a bad business practice.
Commissioner Gourdeau presented the airport with two flags he received from
Congressman John Tiemey's office that had flown over the Capitol.
Chairman Farmer mentioned that Commissioner Gourdeau and the Airport
Manager were going to visit Congressman John Tiemey's office and inquire of
any state sources to get a tractor for the airport.
Chairman Farmer asked the Commission if the next meeting could be held on
April 5, 1999. (It will but a financial report will not be available.)
Corranissioner Eaton updated the Commission on Ms. Eileen Drkscoll's claims
of flooding problems at some United Neighbors' yards. Ms. Driscoll's said, "they
are monitoring it" and may want to discuss it this June.
EXECUTIVE SESSION:
Chairman Farmer made a motion to edjoum to Executive Session to hear a
General Aviation Services Inc. proposal. Commissioner Duval seconded the
motion. Motion passed unanimously.
Meeting returned to regular session.
Commissioner Duval made a motion to edjoum to Executive Session for a second
time to hear a North Atlantic Air Inc. proposal. Chairman Farmer seconded the
motion. Motion passed unanimously.
Meeting returned to regular session.

Motion to adjourn by Commissioner Duval, seconded by Commissioner Gourdeau.
Motion passed unanimously.
