2000-11-28CABLE TV ADVISORY COMMISSION City of Beverly, Massachusetts Al Torsey, chairman; Dan Murphy, Amy Siemasko, Robert Lee, Arthur Crandall, George Johnson Meeting of November 28, 2000 Beverly City Hall 4 p.m. Chairman Al Torsey, Dan Murphy, Amy Siemasko, Robert Lee, Arthur Crandall Present George Johnson Absent Also attending William August, Esq., attorney at law, Epstein & August, Boston Jane Lyman for AT&T Broadband Members of the Cable TV Advisory Commission with counsel William August, Esq. conducted a brief license renewal negotiation session with Jane Lyman, representing AT& T. The stated purpose was to agree on procedural and minor items in the working document before adjourning to the public hearing at the Hannah School, Brimbal Avenue that was to convene at 730 p.m. (A transcript of the hearing proceedings will be included with these minutes when it becomes available.) Lyman suggested that substantive discussions and agreements be held in abeyance until the session after the public hearing. She observed that the draft license renewal submitted by CAC was similar to a license recently negotiated in Marblehead. She suggested that the Beverly agreement would have to be "Beverlized." A brief discussion ensued on the definition of "local origination." It was agreed that "Community Television Programming"shall mean " Programming produced by Licensee s staff or in conjunction with Public, Education or Governmental Access volunteers. Other discussions concerned Section 3.2, Subscriber Network (See draft document.)Certain technical changes and elimination of reference to "social contract" that expires at end of 2000. Section 3.3 service to residential DwellingsStandard Drop Change 250 feet to 200 feet. Section 3.4 - Service to Public Buildings and Schools Section 3.14 Service Interruption Rebates Section 3.18 Emergency Audio Alert Section 4.7 Channel Lineup Section 4.9 Senior Citizen Discount Section 5.1 Community Television and Access Section 5.4 Internet Access It was agreed to no firm agreement would be reached but that above cited sections were talking points to be included in draft document for discussion purposes.
