I hereby submit the City Budget of $47,162,504.31. Also attached are Enterprise Budgets for
Water and Sewer.
The budget reflects the realities of Proposition 2½, the economy, a decline in local aid and
other City revenues.
The budget anticipates a reduction of 35 personnel, state funding of school aid, and adoption
of "Teachers Pay Deferal" by your Honorable Board.
The City will continue to reduce personnel until we realize a 10-15% reduction in our labor
accounts.
The budget allows funding for a quality educational system and good City public services.
I want to commend our Finance Director Donald Young and Department Heads for their hard work
in preparing the budget.

Dear Aldermen:
RE: Right hand turn on Cressy Street from Elliott Street.
I have been contacted by the Public Works Department to look into the possibility of
prohibiting right hand turns off Elliott Street, onto Cressy Street, for eastbound drivers.
This issue has been raised because of damage to a property on Cressy Street caused by motorists
being unable to make the sharp turn while heading into Beverly from the Danvers area. The
restriction would only be to drivers heading easterly on Elliott Street and would not involve
any other turning movements.
