COMMUNICATIONS FROM OTHER CITY OFFICERS AND BOARDS: July 8, 1992 Honorable Board of Aldermen City of Beverly Dear Honorable Board: Due to the present reduction in staffing in my department, I have been trying to think of ways in which I can make better use of my limited personnel. Right now, the Assessing Department makes copies of property record cards for whoever needs them at fifty cents per copy. While this has resulted in our being able to turn back money on a monthly basis into the General Fund, it also involves the constant interruption of a clerk to perform this service. I no longer have the people power to spare this clerk. The necessity of her constantly interrupting what she is doing several times an hour to make copies prevents me from assigning her meaningful tasks that require any sort of uninterrupted concentration. I feel that self-service access to field cards and a coin-operated copy machine out in the corridor for the public’s use will help solve my dilemma. Whether we lease or buy, coin-op copy machine makes good sense at this time in that it replaces people power with automation. It is quite possible that the city will actually make money on the situation. I believe the public would be better served by being able to get in and out quickly and not have to wait for my clerk who may be making copies for a realtor, appraiser, etc. Respectfully, Thomas Holmes Chief Assessor Referred to Finance and Property. July 8, 1992 Honorable Board of Aldermen City of Beverly Dear Honorable Board: Part-time Assessor John D. Heaphy was, until recently, a full-time State employee. As such, he took advantage of the Commonwealth’s early retirement option. In order to take full advantage of the early retirement program, he has to separate himself from all state, county and local retirement systems. As a result, he “Resigned” his position and Beverly before the end of the fiscal year. I now request that he be appointed to fill out his own unexpired term. He will not be rejoining city’s retirement system. And this reevaluation near, the staffing and budgets already at a minimum, I need Mr. Key fees experience and assistance. Please expedite this class so that I can put him back to work. Mr. Heaphy and I are available for your consultation concerning this matter. Respectfully, Thomas A. The Committee on Finance and Property to whom was referred the matter of Mayor’s request for budget amendment “Reserve for Unforeseen” have considered said matter and beg leave to report as follows, to wit: Submit the accompanying order and recommend its adoption. ORDERED: That the “Reserve for Unforeseen” account in the Municipal Budget for 1993 be, and the same is hereby amended to Six Hundred Thousand Dollars ($600,000) as recommended by His Honor the Mayor. The Committee on Legal Affairs and Accounts to whom was referred the matter of Mayor’s request for authorization to signed grant agreement - Historic District Commission - have considered said matter and beg leave to report as follows, to wit: Submit the accompanying order and recommend its adoption ORDERED: That His Honor the Mayor be, and the same is hereby authorized to sign the attached agreement between City of Beverly and the Massachusetts Historical Commissioned for the Survey and Planning Grant Project. While the 45 day time frame begins with the signing of this order, the specific terms of its application to the employees of the City of Beverly are to be determined by the Executive Office. The Committee on Public Service and Aid to whom was referred the matter of sewer abatement request - Henry Bertolon, 245 Dodge St. have considered said matter and beg leave to report as follows, to wit: Submit the accompanying order and recommend its adoption. ORDERED: That the Board of Aldermen grant a sewer abatement to Henry Bertolon, 245 Dodge St., in the amount of $1380.22, provided that a signed release is obtained from the petitioner.
