COMMUNICATIONS FROM HIS HONOR THE MAYOR: December 5, 1994 Honorable City Council City Hall Dear Honorable Council: Recently the City and the Patrol Officers Union agreed ton the terms of a new contract with no salary increase. The bond authorization for capital expenditures recently approved by the Council containts $41,000 of uncommitted funds. I would like your approval to expend these monies making safety and comfort improvements to the present police station. We all know that we are in need of a new police station, but it will be several years before this becomes a reality. With your approval I will return to you with plans and details of the improvements to be made. A local architect has offered me his services on a pro bono basis. The changes will include such items as the installation of bullet proof glass and repairs to the showers which are currently in unsatisfactory condition as well as other improvements. Honorable City Council City Hall Dear Honorable Council: I am hereby requesting that you grant me the authority to submit an application under the COPS (F.A.S.T.) program of the Crime Bill for eight additional patrol officers. Applications must be submitted by December 31, 1994. Notification of award will be given by February 1, 1995. The Crime Bill guarantees payment of 75% of the salary of new officers up to $25,000 per officer per year for each of three years. It is assumed that the officers would go on to the payroll on April 1, 1995 at which time they would enter a police academy. The total cost to the City for the present fiscal year would be approximately $30,000 including medical coverage. For next fiscal year the cost would be in the order of $130,000 to the City including fringes but both RECORDS OF THE BOARD OF ALDERMEN t overtime reduction and receipts from enforcement of moving traffic violations would work to offset~ these costs. THe eight officers would be used to add street coverage, to enforce traffic violatio~ to provide a Juvenile officer and additional detective coverage. Next year's cost will be Justified as part of the FY95-96 budget. This year's costs of $30,000 can be covered if DOR accedes to my recent request but even failing that, I am confident I can find the necessary funds. I also wish to advise you that I am at this time creating a task force which will include Chief Finnegan and Chief Pelonzi as well as others to fully study the subject of civilian dispatch across all departmental lines. This analysis will include police, fire, emergency medical and public works departments. Currently approximately twelve of our patrolmen are unavailable for street duty because of internal station requirements. TJese Jobs can be filled with civilians at lower salaries and with less costly pension benefits although the process of study and implementation will take time. Very truly yours, William F.
