Motion made and seconded to accept minutes of meeting
of September 6, 1994. Motion passes 9-0.
CONFIRMATIONS:
The name of Bernardins Young in placed in nomination for the position of Chief Assessor by
Councilor Golin and seconded by Councilor Gilmore. Councilor Rollins moves that nominations be
closed. Motion is seconded. The appointment of Bernardins Young is taken by roll call vote, as
follows:

Bernardins Young is nominated and elected to the position of Chief Assessor to fill the unexpired

Dear Honorable Council:
I am very pleased to advise the Council that Beverly has received a grant of $24,500 for the posit-
ion of Chief Administrative Aide in the Mayor's Office for the fiscal year 1995. This grant is
one of only four made throughout the State from a group of more than twenty requests.
This grant was made to Beverly by Mary Padula, Secretary of the Executive Office of Communities
and Development (EOCD). She also indicated that Beverly would very shortly begin receiving the
Fiscal Year 1991EOCD funds totalling $706,000. At that time, it will be entirely appropriate to
charge the costs of running the Community Development Office to the new moneys received. That
fact will generate a favorable budget variance because three people's salaries will be relieved
from the City budget.
I would like to request your approval to advertise for and fill the new position at $40,000 per
year (the same sum discussed earlier). I would request a transfer from the Reserve for
Appropriation Account of $10,000 to cover the City's contribution including fringes. The position
will be filled for the period of October 1 through June 30, 1995, at which time it will be reviewed
again by yourselves. For your information, we will be granted $25,500 for the position in Fiscal
year 1996.
I would like to say that I am extremely pleased to have received the grant. I believe Linda and I
can run the Mayor's Office much more effectively with this new position and I urge your rapid
approval.

Ladies and Gentlemen of the Council:
Enclosed herewith is an order requesting authorization to submit a grant application to the
National Trust for Historic Preservation for the completion of a Historic Structures Report on the
Lynch Park Carriage House. The Community Development Office is in the process of preparing this
grant application which mist be submitted prior to October 1, 1994. The need for a Historic
Sturctures Report for the carriage house was raised by Arthur Powell, a member of the Lynch Park
Trustees.
Essentially, the City is requesting a matching grant of $3,500 from the National Trust to
be used to prepare a report that would identify any structural deficiencies that exist within the
building, provide recommendations to improve these deficiencies, and recommend methods to maintain
the historic integrity of the Carriage House and surrounding area. In the event that the grant is
awarded, the City will need to match the amount of the award in order to receive funding. It is
anticipated that the Lynch Park trustees may be able to assist the city with the required matching
funds.
At the present time, I am writing to request approval of the enclosed Order which will allow the
City to submit the grant application in a timely fashion.

following stop sign:

Re: Minor ordinance amendment, 14-126, two-hour parking
We have received a request from several different sources to amend the 2-hour parking on Rantoul
Street, westerly side, from number 50 to number 112 Rantoul Street, from the present 2 hour
limit, 24 hours per day to a 2-hour limit 8:00 a.m. to 5:00 p.m., Monday through Friday. This
change would allow the businesses to function during working hours and the residents a parking
area after business hours.

Please take the necessary action to amend City of Beverly Revised Ordinances Chapter 14, Section
126 as follows:
Delete in its entirely: Sub-section (c) Rantoul Street, Westerly side, from

The Beverly Public Library Building Commission has voted to declare as surplus the pieces of
marble removed during the renovation of the library building. Several citizens have asked about
the possibility of purchasing these pieces and we recommend that you declare them surplus City
property and either sell them or give them away to save the City the expense of having them removed

to meet this appropriation the Treasurer-Collector, with the approval of the Mayor and

is authorized to borrow $850,000 under G. L. C. 44 S. 7(9) and to file an application
with the Emergency Finance Board to qualify the bonds under Chapter 44A of the Mass.
General Laws; that the City Treasurer-Collector is further authorized to file a
certified copy of the loan order and provide such other information and execute such
other documents as the board may require; certified to in writing as to their genuiness
by Shawmut Bank, N.A. Be it further ordered that the City Council conduct a Public
Hearing on Monday, October 3, 1994 at 7:45 p.m. relative to this bond authorization.
