Dear City Council,
My name is Debbie Kline, I am the varsity softball coach at Beverly High School. We are trying to
do a fundraiser to help maintain the quality of our current program. The fundraiser is an
advertising campaign. The ads are to be done on 4' x 8~ polyboard. All backs are to be painted
Fenway green. The fronts are made to order.
We would like permission to place the ads down at Innocenti Park during our season. Innocenti Park
is currently our home field and the fence is the only one available for the placement of our ads.
The boards would be attached to the fence.
The boards would be up only during our season, April to early June. We would accept all
responsibility for maintaining the signs. If vandalism became a problem, the signs would be taken
down.
I have met with and did receive the approval of the Recreation Com~nission. All the ads are coming
from the businesses in the community. Thank you for your consideration.

An ordinance amending an ordinance entitiled "Motor Vehicles and Traffic" relative to Parking
prohibited on certain street - during certain hours.
Be it ordained by the city council of the city of Beverly as follows:
That Chapter 14, Section 122 of the Revised Ordinances of the City of Beverly, 1989, be, and the
same is hereby amended by adding thereto the following:
"(t) No person shall park a vehicle between the hours of 10:00 p.m. and 7:00 a.m.
on Hale Street, easterly side, from Pickman road to Brackenbury Lane, and from #233 to
#245 Hale Street."
This ordinance to take effect upon passage.

An ordiance amending an ordinance entitled "Motor Vehicles and Traffic" relative to parking
prohibited on certain streets at all times.
Be it ordained by the City Council of ~he City of Beverly as follows:
That Chapter 14, Section 120 of the Revcised Ordinances of the City of beverly be, and the same
is hereby amended by deleting therefrom the following:
"Hale Street, easterly side, from Neptune Street to Brackenbury Lane:

That the City Council accept the "Conveyance of Easements and Utilities" from the
property owners of 10 Montserrat Road, in accordance with the directire of the Planning
Board for the realease of the $2,000.00 with accumulated interest held in a passbook

In the year one thousand nine hundred and ninety-four
An Ordinance amending an ordinance entitled "ADMINISTRATION" relative to Assistant To city
solicitor and additional counsel.
Be it ordained by the City Council of the City of Beverly as follows:
That Chapter 2, Section 220 of the Revised Ordinances of the City of Beverly be, and the same is
hereby amended by deleting the section in its entirety and inserting in place thereof the followin~
Sec. 2-220 "(a) Two assistants to the city solicitor may be appointed from July first in any yea:
by the mayor, subject to confirmation by the City Council.
(b) the assistant to the city solicitor shall be qualified to practice law in the
courts of the commonwealth. They shall not hold any other office under the city
government.

(c) The assistants to the city solicitor shall serve at the pleasure of the mayor. The
duties of the assistant to the city solicitor shall be prescribed by the city solicitor
and the assistants shll perform such duties under the direction and control of the
city solicitor,
(d) The city solicitor may in special cases, with the approval of the mayor, secure the
advice or services of such additional counsel as he may deem necessary."

The Committee on Public Service and Aid to whom was referred the matter of request to hang signs
on Innocenti fence as fundraiser for softball, have considered said matter and beg leave to
report as follows, to wit:

That the Softball Coach and Beverly High Varsity Girls' Softball team be allowed to hang
advertisiug signs on the fence at Innocenti during the softball season to raise money fo]
the program. All permit fees are to be waived for this program.

MOTIONS AND ORDERS:

WHEREAS: Joseph W. "Jay" Walsh, Director of Public Health and Environmental Affairs for the City
of Beverly is the recipient of the Walter S. Mangold Award from the Nation Environmental
Health Association; and
WHEREAS: This is recognized as the highest national honor for a professional in his field; and
WHEREAS: Jay Welsh has consistently performed at an optimum level of public service during his
thirty-year career;
THEREFORE, BE IT RESOLVED THAT It is fitting and propert that we, the members of the Beverly City
Council adopt this resolution of appreciation to Jay Welsh, acknowledging his good work
behalf of the Citizens of Beverly, and the National honor he brings to his Job, his
department and the City of beverly as recipient of the Walter S. Mangold Award.

striving to maintain a high quality of service to the citizens is a good example of how city
employees have pulled together during difficult times.
