Chairman Carbone opened the meeting at 7 p.m. He welcomed all and expressed gratitude for attending. The purpose of
the meeting has been to share some of the issues that are facing each community and to discuss handling of such.
Other cities and towns represented were Danvers, Salem, Swampscott and Marblehead.
Due to the increase in Bio-tech labs, the Board has found it necessary to update the regulations for Recombinant DNA.
Many questions came up, how do we set criteria for new regulations, are there ‘model programs’ and what have other
communities done? With all that in mind, this regional meeting was planned.
Mr. Burke introduced William Jack, Ph.D, Chairman of New England Biolabs Institutional Biosafety Committee. Dr.
Jack gave a presentation with slides on RDNA research, outlining the guidelines for research, the risks involved,
precautions and safety guidelines, etc.
Questions and discussion followed.
Chairman Carbone expressed appreciation to Dr. Jack for coming and bringing his knowledge and experience for all to
share.
Joyce Redford, North Shore Tobacco Collaborative gave an update on ETS /Youth Access Regulation and control in the
area.
Peter Mirandi, Danvers spoke on the open-burning regulations in his town.
Dr. Larry Block, Swampscott handed out the final draft of Swampscott’s Regulation for a Consumer Advisory regarding
th
mercury in fish. Swampscott is having a public hearing on April 12 to discuss regulation.
The date of next meeting will be announced.
Meeting came to close at 9:00 pm.
