PRESENT:
Commissioners; Farmer, Gourdeau, Lydon, Eaton, Mahoney,
Barnico, Muggeo, Dean, Rosen and White.
ABSENT: Commissioner Dunn.

CALL TO ORDER: Chairman Farmer called the meeting to order at
7:30 P.M.
Chairman Farmer talked on the need for all Commissioners to be
present at the monthly meetings.
1. PRESENTATIONS: None.
Chairman Farmer called for a reading of the Minutes from the
Regular Meeting held June 10, 1996.
Chairman Farmer stated any Chairman of the Commission may vote
to break a tie per Robarts Rules of Order.
Motion to accept minutes of June 10, 1996 Regular Meeting by
Commissioner Muggeo, 2nd by Commissioner Mahoney.
FINANCIAL REPORT: None.
OLD BUSINESS:
Sentry Update - ChairmanFarmer reported Sentry case has been
appealed by AETNA) no idea when it will come to court.
Commissioner Muggeo stated it could be some time (a guess could be 6-9 months). AETNA might attempt to make a deal.
AIP PROJECTS 11 and 12 - Chairman Farmer reported that FAA
changed number of AIP 10 to AIP 12. AIP 12 has been signed by
City Solicitor and forwarded to FAA. Preconstruction meeting
will be scheduled for sometime next week. Notice to proceed
approximately 7/22/96.
NEW BUSINESS:
Hospitality Solutions Lease - Commissioner Mahoney reported
that Jeff Walsh backed off from original agreement due to City
Solicitor's desire to have property value increase when new
road is constructed. Commissioner Mahoney then had agreement
changed to reflect the rate would be changed if property value

increased significantly (40%). If valuation less than

Airport Manager - Chairman Farmer formally introduced the new
Airport Manager, Bob Mezzetti.
Land Acquisition Project - Chairman Farmer reported the
project is in process, it is in the hands of B~, Inc.

CHAIR/COMMISSION COMMENTS:
Letters to F.B.O's for donations- Chairman Farmer stated FBO's
thanked for generous donations·
Mike Cahill - Could not attend but will send letters.
Connell Limited - Chairman Farmer reported their desire for a
hangar and fuel farm. Chairman Farmer does not agree with
corporate self fueling due to environmental concerns and
negative impact to FBO revenue. Commissioner Muggeo said to
deny corporate self fueling may be in conflict with FAA
regulations.
Plaque - Chairman Farmer stated he felt Ted Perrotti's name
should be added to plaque.
Vegetation Management Plan- Commissioner Barnico reported the
plan is in place, next step is to form a Citizens Advisory
Committee. One member of each town must abutt the airport.
Collins Foundation - Airport to draw up a list of requirements
(including controls) to be presented to Collins Foundation.
Airport Manager will call Manchester, N.H., Burlington, VT.
and Bangor, ME. airports where Collins has appeared to
ascertain what revenues, if any, airports received.
MAC Meetings - Airport Manager will attend MAC meetings.
Copy Machine - Chairman Farmer received (2) quotes, large
machine was $3,445.00, small machine $2,295.00. Airport
Secretary will ask for more quotes.

Grass/Shrubs - Commissioner Gourdsaul grass concerns~been
taken care of; Danvers will be asked if they can remove
vegetation from swale near Omni.
Storm Water Pollution Plan - Commissioner Mahoney

Meeting to adjourn for Executive Session by Commissioner
White, seconded by Commissioner M~honey. Vote was unanimous.
Commission returned from Executive Session to the Regular
Meeting. On a motion by Commissioner Muggeo seconded by
Commissioner Gourdeau to adjourn the vote was:
