June 20, 1994 Beverly City Council City Hall Ladies and Gentlemen of the Council: Enclosed herewith is an Order requesting authorization for the Community Development Office to submit a grant applicatiuon to the State Executive Office of Communities and Development which seeks funding for the preparation of a comprehensive handbook that explains the process for obtaining various municipal licenses and permits. The complexity of the municipal permitting process has increased tremendously over the last few years. In addition, the process for obtaining a permit can sometimes be intimidating and confusing to residents and business owners. It is anticipated that by developing a handbook the City will be able to cut down on the amount of confusion experienced by those seeking permits. RECORDS OF THE BOARD OF ALDERMEN In addition, the handbook would serve as a first step in evaluating existing permitting procedures to determine if present methods can be made more efficient. If the grant is awarded, EOCD will pay 90% of the cost for developing the handbook. The Community Development Office is in the midst of discussions with private organizations regarding the possibility of funding the required 10% cash match, approximately $1,800. June 20, 1994 Beverly City Council City Hall Ladies and Gentlemen of the Council: Enclosed herewith is an order requesting authoriztion for the Communicty Development Office to submit a grant application to the State Executive Office of Communities and Development for assistance funding the position of Chief Administrative Aide. It is anticipated that by hiring a Chief Administrative Aide the City will be able to improve coordination between municipal departmentws, boards and commissions; respond quicker to citizen concerns and inquireis, and increase efficiency in the delivery of city services. In addition, a recently completed survey of North Shore cities and towns indicated that the City of Beverly fall well below surrouding communities in the number of personnel employed in the office of the Chief Elected Official. As you may recall, at one time the City employed three positions in the Mayor's Office. However, over the last two and half years the position of Administrative Assistant to the Mayor has been unfilled and unfunded. The proposed grant application to EOCD will allow the City to have the Mayor's office operating at full complement, with a large portion of the funding begin paid by the State. Second Congregational Church North Beverly Elementary School St. John's Episcopal Church Centerville School MOTIONS AND ORDERS By Councilor Murray: ORDERED: To help assure some degree of financial stewardship for the homeowners and real estate taxpayers of Beverly, I propose the Beverly City Council maintain an 85 per-cent lid on all City Budget lines throught the current fiscal year which ends on June 30, 1995. Under this order, all city department heads will be required to secure City Council approval when expenditures exceed the 85% threshold. A similar cap on spending seems to have worked pretty well thsi past fiscal year, even though the City failed tot each its budget deficit reduction goal. In the next 12 months, it is impreative that we achieve the $1.8 milion deficit reduction built into the current budget. Without a City Council impolsed 85% lid on spending, I fear overtime expenditures will carry well beyond the budget lines appropriated in at least two city departments. We cannot afford to let this happen. Referred to the Committee on Finance and Property.
