The appointment of Richard Greaves to serve as Constable to serve civil process in Beverly The reappointment of A. Joseph Sullivan, Joseph Qualantona and Robert Marshall to the Council on Aging. Dear Honorable Council: I hereby request that your Honorable Council amend Order #141 to read as follows: That $550,000 fs appropriated for Phase I of the School Capital Improvement Plan, including the construction, equipping and furnishing of an addition to the Ayers-Ryal Side School and related remodeling of the existing school, and the purchase and installation of portable classrooms; that to meet this appropriation, $50,000 is to be funded from school appropriatio and the Treasurer-Collector, with the approval of the Mayor and the Finance Director and unde the direction of the Committee on Finance and property, is authorized to borrow ,500,000 under G. L. C 44 Sec. 7(3), 7(3A) and 7(9) and to file an application with the Emergency Finance Board to qualify the bonds under Chapter 441 of Massachusetts General Laws; that the City Treasurer-Collector is further authorized to file a certified copy of the loan order and provide such other information and executre such other documents as the Board may require; and that all bonds or notes issued hereunder shall be certified to in writing as to their genuineness by Shawmut Bank, N. RECORDS OF THE BOARD OF ALDERMEN The Coumnittee on Finance and Property to whom was referred the matter of the amendment of Order #141 re School Captial Improvement Plan, have considered said matter and beg leave to report as follows, to wit: Submit the accompanying order and recommend its adoption. UNFINISHED BUSINESS: #222 Mayor's ~j.~F~ 1995 municipal budget, presented to City Council on May 2, 1994 and amended by a final budget submitted ou June 20, 1994, took a first reading on June 20, 1994 and was amended by the Committee on Finance and Property as follows: ORDERED: That the sums of money recommended by His HOnor the Mayor in his communication of June 20, 1994 be, and the same are hereby appropriated for the specific surposes in the budget, with the following exception(s): Dept 691 Historical Commission 95,000 to 0 Maintenance reducing the Mayor's original budget of Fifty Five Million, Eight Hundred Twenty-Seven Thousand, Two Hundred Sixty-Two Dollars (955,827,262) by Five Thousand Dollars for a new budget figure of Fifty-Five Million, Eight Hundred Twenty-Two Thousand, Two Hundred Sixty Two Dollars (955,822,262), this amount to be raised by the tax levy for Fiscal Year 1995, offset by other revenues. The City Council is voting an object total budget with the exceptions of the Public Works Department. (Object totals amoung divisions) and the School Department (a Qualified spending total and another school spending total. The City Council also endorses a proposed ,1.4 Million capital budget proposed by the Mayor and will consider appropriations and bonding authority during the course of FY95. Discussion by City Council, motion by Councilor Murray to reduce department head raises (945,000) Police training (967,000), Fire Dept. exhaust extraction (940,000) and Hazardous Waste Day (950,000.00) and request Mayor to add approximately 9200,000 to Reserve for Unforeseen Expenses. Motion fails. Order read once end adopted - with department head raises considered as a separate issue. 8-1 Murray in opposition Discussion on the matter of department head raises, with each Councilor speaking. Motion made and seconded to accept department head raises as proposed by Mayor Scanlon in his budget message. Motion passes - 6-3 (Murray, Gilmore and Mahan opposed) The adoption of these department head salaries includes the adoption of the following ordinance implementing these salary figures.
