April 19, 1994 Beverly City Council City Hall Dear Honorable Council: I hereby request an increase in the sewer rate from ,2.24 per billable unit to ,3.56 per billable unit effective May 1, 1994. The appropriation from SESD has been raised from 92,677,883 to 93,785,369. You should be aware that in the current 1993-1994 budget the 92,677,883 assessment from SESD, regarding which the City was advised by April 22, 1993 latter, was in fact budgeted at 92,077,883 or exactly 9600,000 less than the number which had been advised. Various other factors are relevant including this year's sewer billings being higher than projected and some minor credits from SESD. The net impact of htese changes is to reduce the 9600,000 shortfall by 9200,000 to 9400,000. The remaining 9400,000, assessed byt not available this year has been built into next year;s rate as the attached schedule attempts to explain. By Councilor Murray ORDERED: In the interest of public safety, better lighting and crime prevention, we direct Fred Young, City Electrician to replace the (8) remaining Mercury Vapor light bulbs in the Beverly Farms shopping district with ARgon bulbs. This area extends from the inter- section of Hale and Everett streets to the railroad tracks on West Street. This order carries the endorsement of Beverly Police Chief John Finnegan. One overhead light fixture at the corner of Hale and West Streets was converted over a year ago at the request of Chief Finnegan. This was done as an additional crime pre- vention maneuver to counter a series of break-ins at the Farms Apothecary on West Stree1 The merchants in Beverly Farms are strongly in favor of the new bulbs. In addition to providing better lighting, the argon bulbs have a longer life span at a lower unit cost that the oler mercury vapor bulbs. I originally made this request to convet the lights on behalf of the Beverly Farms mer- chants last summer. I was assured by then Mayor John Monahen that the new bulbe would be installed before winter. The merchants and residents of Beverly Famrs are still waiting, so I am submit~ing-~his-order-to ~insure~-some-action.~
