Chairman Carbone called the meeting to order at 7:30 a.m.
The Board reviewed and accepted the minutes of March 18, 2004.

Mr. Burke informed the Board that he had met on April 14 with Mayor Scanlon, Finance
Director John Dunn and Tom Scully for preliminary Budget Review. Our FY 05 Budget is
essentially level funded at this time.
In a review of North Eastern Mass. Mosquito Control & Wetlands Management District’s 2004
Best Management Practice Plan and Vector Management Plan, Chairman Carbone praised Walter
Montgomery for a job well done in Beverly. It was suggested that an educational presentation be
given at either the high school or BevCam for public awareness of West Nile Virus and the
preventive measures managed by Mosquito Control. Mr. Walsh motioned to accept suggestion,
Mr. Alpine seconded. Motion approved.
A request for lifeguard waiver was received by E.P. Management Corp. on behalf of Tuck Point
Condominium Trust. Mr. Walsh asked to be excused from any input and decision-making. The
Board questioned if there were any complaints or problems last year. The Board granted the
waiver conditionally. The pool must be inspected and found in compliance with the Sanitary
Code.
The Board accepted report from Pat Zingariello, Public Health Nurse. Pat was complemented on
her very successful Community Wellness Day held on April 3, 2004.
Pat and Mr. Burke recently attended a 3-day FEMA sponsored training on Terrorism & Weapons
of Mass Destruction.
Mr. Burke and Ms. Zingariello continue to participate in the Regional Health Department
Emergency Preparedness Coalition. Funding is imminent
Mr. Burke has submitted a letter of intent to Mass. Dental Society Foundation for funding
licensing of the Dental Clinic. He also spoke with a representative of American Dental Partners
about Grants.
Mr. Burke and Sue Pelletier, Dental Hygienist met with an architect for site visit of Dental Clinic.
A proposal will follow.
Mr. Burke and the Household Hazardous Waste Oversight Committee are all set for the HHW
Collection Day set for Saturday, April 24, 2004 at the High School from 8 –12 pm. This year a
$20.00 co-pay will be required.
Beverly hosted one of two MDPH marine beach sanitary survey workshops. The workshop was

held on March 30 9-12 at the Beverly Library.
Mr. Burke told the Board that Salem Sound Shoreline Survey will begin sampling next week
depending on the weather.

A software demonstration regarding permitting and inspections has been planned for April 28 at
the library by DesLauriers Associates. Other departments interested are Planning, Conservation,
Fire, GIS and Building.
Chairman Carbone expressed hope that we return to the issue of eliminating mercury-contained
products from the trash. Previously it was hoped that the health department along with the
building department could work out a way to get contractors to drop off thermostats.
Also discussed was the advisory put out by the MDPH regarding fish consumption by women and
children. Swampscott has chosen to post ‘warnings’ where fish is eaten or sold. Copies of
advisory should be available for public awareness.
The Board would like to have Pat Scanlon return for a meeting in future.
A letter was received from the Beverly Biohazards Committee, after reviewing work to be done
by New England BioLabs, recommending permits from Beverly Board of Health.
Mr. Burke sent letter granting permission based on approval from the Committee.

Next regional meeting is May 18, Mr. Burke to have draft for new RDNA Regulations.
Chairman Carbone will speak to Dr. Keenholtz regarding an advisory board or review board for
Beverly.
The date of next meeting is scheduled for May 18, 2004 at 6pm.
