Request permission to exceed eighty-five percent expenditures within maintenance object total.
Items of current concern are Maintenance Radio, Telephone/Teletype, Maintenance and Office Supplie~
The Maintenance object total, as of January 26, 1994 run date, is fifty-one percent. This is
exactly where it should be at this date in current fiscal year cycle. Thus, by adjusting various
line items within this object total the department should not exceed the amount budgeted for
overall maintenance this year.

ORDERED: That a Public Hearing be held in the Council Chambers, third floor, City Hall on Monday,
March 21, 1994 at 7:55 p.m. relative toa petition of New England Telephone to install
underground conduit on Cabot Street at Wallis Street.

The Committee on Public Service and Aid to whom was referred the matter of order for plan to
protect citizens from rabid racoons and other animals, have considered said matter and beg leave
to report as follows, to wit:
Submit the accompanying order and recommend its adoption.
ORDERED: As a result of a meeting with the Police Chief, the Health Director and the Inspector of
Animals and a review of the porcedures in place to protect the citizens of Beverly
against rabid animals, the Committee adopts the following plan:
1. The police Department and the Board of Health will issue a press release informing
the public of the procedures that are in place and the process to be followed if
problems arise.
2. The Police Chief and the Board of Health will continue an educational campaign
through the press and through the schools, dispensing information and educational
materials. Part of the education process will be to alert people to place trash
out on the morning of the pick-up, since trash draws racoons and other animals.
3. The Police Chief will address the situation in the Community Policing presentation
and ongoing educational process.
4. The DARE officer will address the situation in his presentation to school children.
5. The Health Director will contact Essex Agricultural School and/or Tufts University
to inquire for an intern in the animal control field to assist the Inspector of
Animals in his duties.

several wards and precincts of the votes cast at the Special Municipal election held on the
fifteenth day of March in the year of Our Lord one thousand nine hundred and ninety-four, said
election having been held by authority and under the provisions of Chapter 330 of the Acts of
1993, it appears from the returns of the votes cast at said election, that the following person
has been elected a Councilor at Large for the City of Beverly to fill the vacancy created when
Paul Ofiesh died before being sworn in.

Dear Honorable Council:
The School Committee has voted unanimously to request me to request of you approval to pursue
bonding approval from the State for the previously approved Ayers Ryal Side School addition and
Cove School modular additions.
In each case a bonding limit of $225,000 is requested for a total of $450,000.00 The Ryal Side
addition which will be Phase I of a school expansion is entirely consistent with earlier
discussion and it is hoped that the competitive bids will come in below the $225,000 amount.
The modulars will cost more than had been anticipated as will their installation including
foundation. Again, however, the cost is expected to be less than the $225,000 which you are
being requested to authorize.
