January 18, 1994 Honorable City Council City Hall Dear Honorable Council, Through November 30, 1993, the City has spent with the outside auditors, Melanson & Greenwood, approximately $20,000 for part-time work associated with maintaining the general ledger. We desire to hire on a full-time basis an assistant auditor with the annual salary of $27,694. this person will not only maintain the general ledger for less total cost than presently but will also handle the types of functions as illustrated in the accompanying position description. I believe that filling this position will be helpful in our getting a better handle on our financia position and I would appreciate your support and approval. COMMUNICATIONS FROM OTHER CITY OFFICERS AND BOARDS: January 14, 1994 The Honorable William F. Scanlon, Jr. Mayor, City of Beverly Dear Mayor Scanlon, The Board of Registrars has met and discussed the special election and the desire of the City Council and Mayor to donduct it in as cost-efficient a manner as possible. Several options were discussed trying to take into consideration numbers, parking, weather, convenience, etc. We have concluded that there are only two options available. The first is to hold the election at one location; namely, the YMCA Teen and Community Center on Belch Street. The gym has been measured and will easily accommodate twelve separate precincts, RECORDS OF THE BOARD OF ALDERMEN minimally set up with two voting booths each. There will be one entrance and one exit, with signs clearly marking each voting area. This will allow the election to be conducted at a cost of $8,500 maximum. The second option is to hold the election as usual, with polling places set up in each ward. This will result in a cost of approximately $15,000. There originally was a plan to have Ward Six set up separately because of the distance to Balch Street. However, we received calls indicating that this favored Ward Six candidates. While this perception is debatable, it has some merit and the Registrars felt it wise to treat every ward the same. Wewill make every effort to publicize the date, location and data of this special election and will make certain to emphasize that anyone inconvenienced by the location can apply for an absentee ballot. The City Council needs to accept one of these options as soon as possible, and you will need to appropriate sufficient funds for whichever plan is adopted. "Dog licenses expire on March 31 of each year. The annual fee for the issuance of licenses for dogs shall be as follows: All dogs - $10.00 Late license file fee (after May 15 annually) - $20.00 This ordinance to take effect with 1994 licenses. MOTIONS AND ORDERS§ By Councilor Coughlin ORDERED: That Chapter 15, SEction 23 of the Revised Ordinances of the City of Beverly relative to throwing snow and ice into the streets, be amended to include some restrictions to snow and ice on sidewalks. By Councilor Gilmore ORDERED: That Article II, Division II, Section 2-42 of the Revised City Ordinances by amended by adding a section 2-42 (c) whihc will read as follows: "(c) The President of the City Council, in sonsultation with the respective committee chairs, shall appoint up to three residents of the City of Beverly as nonvoting, citizel advisers to each of the three standing committees enumerated in section 2-41. Such citizen advisers shall have a demonstrated interest in, and experience with, matters of the kind likely to come before such committee and shall serve for a term of one (1) year, or until their successors are appointed." By Councilor Coughlin ORDERED: That residents be allowed to install separate water meters to determine the amount of water used for non-sewer related purposes. The purchase and installation of said meters will be at the residents' expense and all water usage for non-sewer related purposes will be billed pursuant to separate meter. By Council Gilmore: ORDERED: That the Committee on Finance and Property undertake a study of the current method of purchasing medical and dental insurance for employees of the City of Beverly and recommend any appropriate changes in the way the City of beverly purchases such insurance coverage. By Councilor Gilmore: ORDERED: That Rule 18 of the Rules and Orders of the City Council be amended by inserting a new item number 3 whihc will read as follows: "3. Citizen comment on non-agenda items." and renumbering the remaining items accordingly. Referred to the Committee of the Whole. At approximately 8:30 p.m. a motion was made by Alderman Coughlin to suspend the rules and introduce the topic of seating arrangement in the Council Chambers upon election of Councilor to fill the seat of Paul Ofeish. Coughlin feels that Gilmore should assume second seat and newly elected councilor should take third position. Gilmore indicated that he was comfortable in third spot and election being held to fill Ofeish's seat, therefore elected person should take that place. Councilor Golin introduced thought that, if Gilmore is to move up, maybe person holding fourth place in election should be moved up. Brief discussion, followed by motion by Councilor Coughlin to pass order having newly elected councilor (March 15, 1994 election) assume third seat in Chamber. No second. Motion does not pass.
