in most cases necessitates the erection of temporary structures and/or trailers. This must be

This procedure will save many man hours in this department and repetition of inspections.

Dear Members of the Council:
A survey of the dog license fees in the area indicates that Beverly's fees, at $3.00 and $5.00,
are seriously below standard.
COMMUNITY ALL DOGS SPAYED/NEUTERED
Salem $10.00 $5.00
Peabody 10.00 5.00
Ipswich 10.00 10.00
Rockport 10.00 10.00
Danvers 10.00 5.00
Gloucester 10.00 8.00
I have discussed the licensing process with the staff and we would like to establish one license
fee for all dogs, male or female, atlered or not; thereby saving on the cost of printing four
different license forms and saving on the time required to determine whihch form, etc. Since the
licenses are no longer handled by the county, there is no need to provide for these distinctions-
We feel that a $10.00 fee for all licenses, with a $20.00 late fee is appropriate. We have taken
informal survey of people applying for dog licenses and there has been no strong opposition to
these changes- Boased on 1993 licenses, this increase would generate additinal revenues of
$6,000 - $6,500 annually.
Dog license informatin is provided on the annual census mailing in 3anuary. I would like to have
this policy in place in order to provide the information to the printer as soon as possible. I
would be happy to discuss the matter with your, if you need further information.

Lear Councilors,
I respectfully request that you consider amending the Rules and Orders of the City Council, as
amended, to include in Rule 18 - Order of Business - a place for the miutes of prior meetings to be
accepted. I suggest that it should come immediately after the Pledge of Allegiance and before
any of the matters of the new meeting begin.
So often the minutes of meetings are sought for vaious reasons and I feel that it is very important
that the Council should have reviewed and acceted these records. This has not been done in the
past and I am concerned that errors may go undetected. I will try to send the minutes with
Friday's agenda for your review at home. Accepting them, or amending them as necessary, should not
take much time.
If you have any questions, I will be happy to discuss this further with you.

At approximately 8:15 p.m., a motion was made by Alderman Coughlin and seconded, to ask for a
suspension of the rules to allow Sergeant Tarsook of the Beverly Police Department Traffic
Division to explain what he has done relative to having citizens and businesses clear snow from
sidewalks. Sgt. Tarsook has submitted draft ordinance to Legal Department for review. Discussion
focused on concern for children walking to school. Matter must be addressed in some way. All
councilors ask for cooperation of homeowners and businesses to try to clear sidewalks,
