2004-03-18City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: March 18, 2004 Place: Beverly Council on Aging Board members present: Frank S. Carbone Jr., MD, William J. Alpine, Jr. and Joseph W. Walsh, Jr. Board members absent: Others present: William Burke, Director of Public Health and Pat Zingariello, Public Health Nurse. Recorder: Judith Balboni Chairman Carbone called the meeting to order at 6:00 pm. The Board reviewed and accepted the minutes of February 19, 2004. Mr. Burke gave copies of the FY 05 tentative budget to all members for review. The budget is essentially level funded. Review and discussion followed. Mr. Walsh made motion to approve, Mr. Alpine seconded. Vote unanimous. Pat Zingariello and Mr. Burke continue to work with Beverly Hospital, Beverly Citizen and exhibitors on the upcoming health fair on April 3, 2004. Pat reported to the board that she has received a few donations towards Community Wellness Day. Flyers have been printed and sent out through the schools, City Hall and the Council on Aging. Also, a banner, advertising the fair will be hung across Cabot Street downtown and at Cummings Center. Entertainment will be Mitchell’s Dance Studio, Face Painting by Gin C. Productions, Troodles the Clown and Smoke Screen. th Sue Pelletier, RDH of the Dental Clinic has organized a 4 grade song contest in recognition of February ‘s Dental Health Month. This year’s American Dental Association’s slogan is “A Healthy Smile is Always in Style”. Each participant will receive recognition and the winner awarded a gift certificate, to be presented on Community Wellness Day. Pat has been working on two different Grant applications for the Dental Clinic. Pat and Bill recently attended the Annual Communicable Disease Breakfast meeting at Beverly Hospital. North Shore communities and hospitals review statistical data and discuss methods of better communication of data from one community to another. Mr. Burke and Pat continue to attend the Regional Preparedness Coalition meetings several times per month. Funding is expected soon. Mr. Burke had updates for Board. An animal permit for keeping chickens was issued to Curtis Ersing, Essex Street. Mr. Burke handed out a Biolabs update review by Biohazard Committee member Dr. Keenholtz. Mr. Burke and Pat Zingariello attended a two-day Mass. Emergency Management Agency training program on emergency management. Bill and Pat serve on the Community Health Network Area 13 & 14 Steering Committee. Over $345,000 over five years (@ 69,000/yr.) The core purpose of the CHNA is to improve the health & quality of life for residences. Mr. Burke and the Household Hazardous Waste Oversight Committee are finalizing plans for the HHW Collection Day set for Saturday, April 24, 2004 at the High School from 8 –12 pm. This year a $20.00 co-pay will be required. The Health Department is contemplating having a graduate student intern for 15 hours a week during the summer months at no cost to the city. The intern could help with many of the seasonal mandates like pools, beaches and camps. Mr. Burke is scheduling a ‘permitting and inspection tracking’ software demonstration for various departments by Delauries Associates, GEOTMS. Beverly is hosting one or two MDPH marine beach sanitary survey workshops. The workshop is th, scheduled for March 30 9-12 at the Beverly Library. Mr. Burke introduced Mr. William Jack, a senior scientist from New England Biolabs. New England Biolabs has applied to the Board of Health for a permit to conduct an experiment requiring over, Biosafety Level 1 Containment. The Board of Health regulations require anyone conducting these experiments to get a permit from Board of Health. Mr. Burke said it is more of a concern to the technician or scientist doing experiment, rather than the general public or other occupants of the building. It’s more of a worker-protection issue. Following this meeting will be a Regional Boards of Health Meeting. Mr. Jack will give a presentation on the differences between BL 1 and BL 2. The date of next meeting has not been scheduled.
