2001-02-07Beverly Charter Commission Minutes of Meeting, February 7, 2001 A meeting of the Beverly Charter Commission was held in City Hall at 7:36 PM on February 7, 2001. Present were: N. Paul Galluzzi, Crystal Atherton, Mary Grant, Jack Quigley, Mickey Ratte, Carol Girard, Mary Rodrick, and Maria O’Brien. Peter Gilmore was absent. One citizen spoke during the first public comment period. The minutes of the January 17, 2001 meeting were accepted 7-1. The treasurer’s report indicated a balance of $2,375. Mr. John Quinn presented the changes that had been made to the draft report. He was asked to correct all references to the Charter Revision Commission to read Beverly Charter Commission A minority statement was handed out to the Commission members. A motion was made to include the minority statement with the ballot question in the packet that is sent to the Attorney General. An amendment was made to include the minority statement in the publication required by law to be placed in the newspaper. On a roll call vote, the amendment was defeated. The vote was: in favor of the amendment: Commissioners Rodrick, Grant, and Atherton; opposed: Commissioners Girard, O’Brien, Galluzzi, Quigley, Ratte. The unamended motion passed on a roll call vote with all members voting in favor. A motion was made to spend up to $2,000 to publish the preliminary report of the Commission in the newspaper. The roll call vote was: in favor: Commissioners Rodrick, Girard, O’Brien, Galluzzi, Quigley, Ratte. Opposed were Commissioners Grant and Atherton. The public hearing was scheduled for February 28, 2001 at 7:30 PM. Four citizens spoke during the concluding public comment period. The meeting was adjourned at 9:45 PM.
