2004-02-18 City of Beverly Planning and Construction Committee Minutes February 18, 2004 A Meeting of the Planning and Construction Committee was held on Wednesday, February 18, 2004 at 7:00 P.M. at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Chairman Ray Bouchard, Dan Skokski, Rod Maxner, Maureen Hobin and Tim Brennan. Others Present: Peter Seamans, Art Diagnault, Sam Bird and Cheryl Lamont. The Meeting was called to order at 7:00 P.M. by the Chairman, Mr. Ray Bouchard. Mr. Maxner made a motion to approve the minutes of January 21, 2004 as presented. Mr. Skokski seconded. All in favor. Motion passes. Mr. Seamans presented his report to the Commission on the status of the school building projects. Mr. Bird stated that he spoke with the suppliers of the wind turbine at the Centerville School regarding the installation. Mr. Bird stated that he spoke with Steve Wilkey and he suggested that he contact Peter Hubner, their most experienced technician, about the problems Planning and Construction Meeting Minutes – February 18, 2004 Page 2. at this site. Mr. Wilkey was concerned about the problem but at a loss because he was not familiar with the site. Mr. Bird described the conditions to him and faxed a copy of the report to him and he thought it might be a programming problem but after reading the report, felt that it was unlikely, although possible. Mr. Bird asked Mr. Wilkey what test procedures were done prior to installation and Mr. Wilkey replied that because of the rush there was no prior testing and that there usually is no prior site testing done. Mr. Bird stated that the usual way to test is to use a kite with ribbons and see what the ribbons do. Some tests have been done with Mylar balloons. Testing for this is not scientific. Mr. Bird feels that the bottom line may be the interference with the hill. Mr. Bird will talk with them some more to see if he can get them to come here and take a look at the installation. Mr. Bird also discussed the other issue of the furling cable and the excessive wear on the ball bearings. Mr. Wilkey said that the report indicated a plastic hooded cable that should not have been used and that a swivel was not installed at the top of the cable. Chairman Bouchard feels that the Committee should not be put in a position to watch this so closely in order to replace it frequently. Mr. Bird said that probably the installer left the swivel out of the cable installation so that as it turned around it gets twisted. Mr. Bird stated that he will watch the machine as it operates to satisfy himself and get a feel for what the turbine is doing and try to get Mr. Wilkey or Mr. Hubner out to the site. Chairman Bouchard stated that the bottom line was that the turbine is not generating. Planning and Construction Meeting Minutes – February 18, 2004 Page 3. Mr. Seamans stated that Mr. Bird was at the meeting with AMG and Greenwood Industries regarding the cladding at the Centerville School. Mr. Seamans stated that “they got the message and they didn’t walk off the job.” Chairman Bouchard asked what was the long-term solution to the soffit at the Centerville School. Mr. Bird stated that he got a fax from AMG relative to the soffit and sprinkler head and that Greenwood Industries would have the material in three to four weeks. Mr. Seamans stated that the Beverly Farms Library “Excess Bond Capacity” line item has been reduced to “zero” and distributed to other line items. Chairman Bouchard stated that the Veranda Replacement Project has been completed. Chairman Bouchard stated that the Boiler Replacement Project is status quo. Chairman Bouchard stated that the High School Roof Project has the thth sub bids due February 19 and the general bids are due March 4. Chairman Bouchard stated that the Various Roof Replacement Project is not going forward. There is no money. Chairman Bouchard stated that he received a letter from the Chairman of the Beverly Golf and Tennis Commission regarding provisions to do revisions on the Club House. Chairman Bouchard has been instructed by the mayor to put this project on hold since free cash will most likely be utilized to offset that portion of the budget deficit. Planning and Construction Meeting Minutes – February 18, 2004 Page 4. Chairman Bouchard stated that the study done by SMMA has been reduced to what items are absolutely necessary. The Mayor feels that he may be able to afford one-half of what the estimate was and that this will be a very interim step with the possibility of doing the wing until the year 2008 or later. Chairman Bouchard stated that he had a discussion with Jim DeCoulis, LSP, and the borings done and soil samples taken in the Boiler Room at the High School, did not indicate any spillage so far. Water samples have not been gathered and done yet and the core borings in the boiler room have yet to be done. Mr. Seamans presented the following invoices for approval: 1. IBM $ 6,440.77 2. Mr. Skokski seconded. All in favor. Motion passes. Mr. Seamans presented the following invoices for approval: 1. Helco Electric 225.00 2. Tappe and Associates 10,800.00 3. Flansburg Associates 4,952.50 10. Flansburg Associates 272.89 Chairman Bouchard stated that the furniture as well as the shelving for the Beverly Farms Library is getting ready to go out to bid. Mr. Scully and Mr. Seamans are working together to purchase items that are absolutely needed to open the Library. Mr. Skokski made a motion to pay the invoices as presented. Mr. Maxner seconded. All in favor. Motion passes. Chairman Bouchard asked how the punch list was coming on the Centerville School. Mr. Seamans stated that not many items remained. Some items left to do are the caulking under the window sills, a cabinet door that is not working, the cafeteria light blowing light bulbs, that may be a bad ballast, create a small dam at the cafeteria area to stop the water flow onto the walkway and a leak in the canopy at the kindergarten entrance. The landscaping issues will be taken care of by the City after receiving a settlement to everyone’s satisfaction. Mr. Maxner made a motion to adjourn this meeting at 7:50 P.M. The motion was seconded by Mrs. Hobin and carried unanimously.
