2001-01-17PLANNING & CONSTRUCTION COMMITTEE MINUTES JANUARY 17, 2001 A Meeting of the planniag & Construction Committee was held on Wednesday, January 17, 2001 at 7 PM at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Raymond Bouchard, Chairman; Rod Maxner, Cheryl Sydorko, Maureen Hobin, Tim Brennan, Bob Griffin and Debbie Comeau. Others Present: Peter Seamans, Michael Harrison, Judy Mulligan, Sam Bird, and Ron Bouchard Mr. Maxner made a Motion to Accept the Minutes of the December 20, 2000 Meeting as presented. Ms. Sydorko seconded the Motion which was carried unanimously. Mr. Seamans presented his report to the Committee dated January 17, 2001. Attached to his report is a document entitled "Status Report" on Cove School dated January 17, 2001. In summary, Peabody Construction has only completed 65% of what should of been completed by this time. Peabody Construction still contends that they will be done in June, 2001. Mr. Bird presented the Commission with an updated Change Order Log on Cove School Project. He has a scheduled meeting for tomorrow to go the Change.Orders with Peabody Construction. Mr. Brennan has requested copies of all stamped documents regarding the rock excavations at Cove School from Flansburg. The information is to contain the total number of trenches dug, rock blasting and where specifically these were done. Michael Harrison reported to the Commission regarding the status of Centerville and Norrth Beverly School projects. The Commission has instructed Mr. Harrison to inform Massachusetts Electric in writing to remove the transformers at the close of school with completion by July 1, 2001. Ms. Hobin made a Motion that the curbing at North Beverly & Centerville Schools be vertical-faced granite. This Motion was seconded by Mr. Brennan. The Motion was carried with two members opposed. Ten test pits were dug at each school by Weston & Sampson. A stump and unsuitable soils may have been found at North Beverly. This site will be dug over school vacation by Weston & Sampson with the help of Public Works. A proposal has been presented by Weston & Sampson of $15,000 to do this testing provided Public Works does the digging. A Motion was made by Mr. Brennan to approve the proposal. The Motion was seconded by Mr. Maxner and seconded unanimously. Mr. Harrison presented the Commission with a "Proposal for Centerville School Final Construction Cost Estimate" totaling approximately $7,890.00 and a "Proposal for North Beverly School Final Construction Cost Estimate" totalling approximately $7,898.40. These costs concern preparing construction documentation prior to the bidding process. The first construction project goes to bid in April. Mr. Maxner made a Motion to accept the proposals seconded by Ms. Sydorko. The Motion was carried unanimously. A Motion was made by Mr. Brennan that Flansburgh was not to proceed until they received direction from the Commission. This Motion was seconded by Mr. Maxner and carried unanimously. Yee Consult Grp 8305T 1,464.50 Mr. Maxner made a Motion seconded by Ms. Sydorko to pay the invoices as presented. The Motion was carried unanimously. At the December 20, 2000 Meeting; the Commission approved payment of an Invoice from School Speciality, Invoice No. 31975761 totalling $6,125.62. The School Depnrtment's furniture consultant has advised non-payment of that invoice at this time. Mr. Maxner made a Motion to rescind approval of that item seconded by Mr. Brennan. The Motion was carried unnnimously. Mr. Brennan made a Motion to adjourn the meeting at 8:30 PM seconded by Mr. Maxner. The Motion was carried unanimously.
