BOH minutes 12-11-23 City of Beverly, Massachusetts 1 Public Meeting Minutes y� Board: Board of Health Date: December 11,2023 Place: Beverly Council on Aging Building Suites A& B Board members present: Dr.Justin Jordan,Rachel Morse,Esq. Not Present: Dr. Sheryl Silva Others present: Laura DelleChiaie,Director, Teresa Kirsch,Public Health Nurse,Matt Lipinski, Animal Control Officer Recorder: Lynne DePiero,Administrative Assistant Dr. Jordan called the meeting to order at 6:35p.m. The minutes from the November 20, 2023 meeting were approved. Vanessa Brea of Lush Ink was not present. Ms. DelleChiaie stated that her application is an automatic administrative denial due to an incomplete application and outstanding fees. Mr. Mullady, the owner of 1 I Iverson Road was present for his Keeping of Animals permit application review. Mr. Mullady addressed the problem of the noisy duck and it has been rehomed. He presently has 2 ducks on his property. Mr. Lipinski did his site visit and found no issues or concerns. Ms. Morse motioned to approve the permit—Dr. Jordan seconded—All in favor. Ms. Marlucia Spellmeyer was present to discuss her Body Art Practitioner application. She is requesting to work with Fabiane Tavares Academy at 100 Cummings Center, Suite 316. Ms. Kirsch and Ms. DelleChiaie have reviewed Ms. Spellmeyer's certifications and application and concluded that she has met all the requirements. Ms. Morse motioned to approve the permit —Dr. Jordan seconded—All in favor. Ms. Kirsch added that the permit be restricted to say permanent make-up. There was a vote to require the Boards approval on all Keeping of Animals and Tobacco initial and amended permit applications. A Beverly resident was in attendance and commented on the Board approval for animal permit amendments which she did not think was necessary. This has been the standard practice of the Board for some time, but wanted to make it official with a vote. Ms. Morse motioned to approve bringing the permits in front of the Board for review and approval —Dr. Jordan seconded—All in favor. The Medical Director Job description was reviewed by the Board. A few amendments were discussed, changing the job title from City Physician to Medical Director, strike the second bullet regarding the clinical policies, adding future applicants preference to being a Beverly resident, adding term limits, and applicant must have a Massachusetts medical license as well as malpractice insurance. The Board agreed once the amendments are completed to have the current Medical Director, Dr. Rizos,review the job description for his input and then vote on the amended job description at the January meeting. The review of the letter for the City Council regarding food desert concerns will be tabled to a later date. Laura DelleChiaie, Director,Updates for the Board: Opioid Funds Settlement: Ms. DelleChiaie met with the Mayor today regarding the proposed position for the Social Services Navigator which he approved. The Mayor will facilitate the proposed position getting on the City Council's agenda for approval. Ms. DelleChiaie will be researching possible community office spaces for this position. Ms. DelleChiaie is looking into other pest control companies for the City's rodent control program. Presently, Modern Pest has the contract with the City, Ms. DelleChiaie is exploring a contract with A-1 Exterminators. There are two abandoned properties, 54 Matthies Street and 344 Old Essex Street that the Mayor has given the OK to send to the Attorney General's Office: Neighborhood Renewal Division for receivership. Ms. DelleChiaie and Ms. Kirsch continue to work on the revised regulations for Body Art. Ms. DelleChiaie and Ms. Kirsch invited all of the Beverly Body Art Practitioners to a forum held on December 7, 2023, to come and review the revised draft regulations. A second date was offered but no attendees RSVP'd for the forum. The forum was well received and the Health Department obtained valuable insight. Ms. DelleChiaie will reach out to Ms. Oldmixon, Assistant City Solicitor, for her input on the revisions for Body Art regulations. Dr. Jordan requested for the revised regulations to be ready to vote on at the January board meeting. The Keeping of Animals revised regulations are in progress. The Board would like to add some verbiage to the regulations stating that every applicant is subject to a site visit/inspection once a year that will be accompanied by a Health Department Staff Member. Teresa Kirsch, Public Health Nurse, Updates for the Board: Regional Covid Clinics are completed—232 doses were given out. There has been an uptick in covid and flu cases. Ms. Kirsch is continuing working on revising the Body Art Regulations. Ms. Kirsch continues to monitor the infectious disease network(MAVEN).
