20231002 Regular City Council Meeting Minutes cif(' P,ECE: City of Beverly CIT Regular City Council Meeting - Public Meeting Minutes 1614 AN - S A 8: 3 9 Monday, October 2, 2023, 7:OOpm City Council Chambers, 191 Cabot St. Julie Flowers, City Council President, called the meeting to order at 7:OOpm. City Clerk, Lisa Kent, took attendance by roll call. Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Scott Houseman, Brendan Sweeney, Estelle Rand, Todd Rotondo, Matthew St. Hilaire, Julie Flowers Members Absent: None Houseman led the pledge of allegiance. There was a moment of silence for Phil Bouchard who was a former Beverly police officer,Beverly police chief, and U.S. Navy veteran. Comments by Citizens Ann Gavin, 1 Hawk Hill Rd., expressed her support for the Beverly public school system. Gavin said she had also spoken at a school committee meeting on September 13. Gavin stated she is currently subbing as a kindergarten para at Hannah Elementary School. The conditions were not safe for students and teachers in the first and second weeks of school. There were 22 kindergartens in the hot classroom. The majority of the rooms at the school were at least 85 degrees for six hours each day. It was documented. Those wonderful teachers and staff just grin and bear it because they put the students first. Someone needs to advocate for change and continued discussion. These were the first days of public school for kindergarteners. Many teachers and students were feeling sick. It is not equitable for the students or the teachers. There were also summer reading programs at Hannah Elementary School with hot classrooms. Davekos, 5 Brookhead Avenue to serve as a constable in the City of Beverly Referred to Committee on Legal Affairs. Order 9247-A proposed order approving the taking by eminent domain of temporary and permanent easements that are necessary for the City to proceed with the planned Bridge Street Improvement Project Referred to Committee on Legal Affairs. Communications from other City Officers and Boards Order#249-Airport Manager-Gabriel Hanafm-A proposed lease addendum to expand the FBO's leasehold by 19,450 square feet Referred to Committee on Public Services. Order#250-City Clerk-Approval of the 2024 Regular City Council Meeting Schedule A motion to approve was made and seconded. A vote was taken, and the motion carried (9-0). Public Hearings Order#241-7:15 PM-National Grid-Petition 3 075648 1-Elliot Street to install 1 SO stub pole and stub guy on the Northwest corner of the intersection between County Way and Elliott Street The public hearing was opened. No representative from National Grid was present. No members of the public wished to speak on the item. A motion to continue this to the next meeting on October 16 at 7:15pm was made and seconded. A vote was taken, and the motion carried (9-0). Communications,Application and Petitions Order#251-Department of Environmental Protection-Regarding an adoption of a new regulation from MassDEP A motion to receive and place on file was made and seconded. Bowen stated this would be a good report for the Council to see and think about sustainability outcomes we would like to see as a city. A vote on the motion was taken, and the motion carried (9-0). Order#248-Notice of Availability-Former Varian Facility Site-150 Sohier Road A motion to receive and place on file was made and seconded. A vote was taken, and the motion carried (9-0). Unfinished Business from a Previous Meeting Order#282-2022-A letter regarding Accessory Dwelling units This item will continue to be held. Order#183-A request for temporary "Resident Only Parking" Referred back to Committee on Legal Affairs. Public Hearings (Continued) Order#242-7:20 PM-National Grid-Petition 30756481-County Way to install a new pole and anchor on the intersection of Northern Ave and County Way The public hearing was opened. No representative from National Grid was present. Beverly City Council Meeting Minutes—October 2,2023 page 2 of 4 A woman from Turning Point, Inc. who works at residential homes, expressed concern on behalf of her clients regarding the change. The pole is used as a marker for fire drills, so Turning Point and the residents would want to know if it will be removed or replaced and make sure if it is replaced that it has a reflector on the pole. 14 County Way is the address for the group home. A motion to continue this to the next meeting on October 16 at 7:20pm was made and seconded. A vote was taken, and the motion carried (9-0). A motion for a brief recess was made and seconded. A vote was taken, and the motion carried(9- 0). The meeting recessed at 7:26pm. The meeting was called back to order at 7:30pm. Order#237-7:30 PM-Community Preservation Committee-Fiscal Year 2024 Proposed CPA Budget The public hearing was opened. Director of Planning &Development Darlene Wynne gave an overview of the proposed budget as presented. No members of the public wished to speak on the item. The public hearing was closed and the item was referred back to Committee on Legal Affairs. A motion to break for committee work was made and seconded. A vote was taken, and the motion carried (9-0). The meeting recessed at 7:42pm. The meeting was called back to order at 8:04pm.
