Members present: Todd Rotondo, Brendan Sweeney, Estelle Rand Members absent:None Also present: City Solicitor Stephanie Williams, Assistant City Solicitor Jesse Dole, and Assistant City Solicitor Beth Oldmixon Order Date to Description Action Taken Number Committee Appointment-Laura Meisenhelter to serve as an alternate on the #231 9/18/2023 Zoning Board of Appeals Approved(3-0) Appointment-Jared Contrada, Associate Planner to serve as the #233 9/18/2023 planning Department representative on the Design Review Board Approved (3-0) Reappointment-Douglas Vigliotta to serve as Constable in the #235 9/18/2023 City of Beverly Approved (3-0) President Flowers-A letter regarding Section 8-5 of our City #239 9/18/2023 Charter(Review of Ordinances) Held Discussion on Order#239 Williams asked that Section 8-5 be added to the minutes (attached). Williams informed the committee what the solicitor's office had been working on over the past year. This review will give the committee a chance to look at the work over the next few months. Rand asked about the approach. Williams stated the solicitor's office has already collected information regarding these ordinances,the committee should be looking at Division 1 and Division 2. Williams stated the solicitor's office had taken the following approach: - Keeping a list of the high level"constitutional"ordinances that will take more time; some of the unconstitutional ordinances will need to be stricken - Updating language to avoid conflicting with the new charter language - Mirroring changes in state law in sections such as bee keeping and historical districts - Modifying language to non-gendered language - Not reviewing zoning as it requires planning board involvement - Addressing scrivener's errors in the current text - Updating departmental responsibilities - Reviewing references to registered voter requirements and citizens - Removing obsolete language Williams stated this is just a baseline. Rand reviewed the process and stated the committee will have a red line copy to review from the solicitor's office before the next meeting so the committee can compile questions and go from there. The motion to adjourn was made and seconded. A vote was taken, and the motion carried unanimously. The meeting adjourned at 6:49pm. SECTION 8-5 Review of ordinances.
