City Clerk, Lisa Kent, took attendance by roll call. Resolution Order#308-Mark Foster for his 44 years of service with BEMA and MA-TF1 and recently retired as head of BEMA A motion to approve was made and seconded. A vote was taken, and the motion carried (9-0). A motion for a brief recess was made and seconded. The meeting recessed at 7:1 1pm. The meeting was called back to order at 7:16pm. Order 9294-A $200 donation from Beverly residents Alice Therese Riley King and Edward King, Jr. to benefit the senior center and has no restrictions Referred to Committee on Finance and Property. A vote was taken, and the motion carried (9-0). A motion to take the agenda out of order was made and seconded. A vote was taken, and the motion carried(9-0). Order#291-Proposed Amendment to Section 15-11 (A) of City Ordinances Relative to Airport Commissioner Members A motion to approve the first vote was made and seconded. Order#281-Councilors Bowen and Rotondo-A proposed ordinance amendment creating a Bicycle and Pedestrian Advisory Committee A motion to approve the first vote was made and seconded. Public Hearings 7:35 PM- Order#278-Francis Golden, Chief Assessor-A letter requesting a public hearing on December 4, 2023, relative to the allocation of Fiscal Year 2024 tax levy percentages among the four classes of real and personal property and consideration of the adoption of open space, residential and small business exemptions The public hearing was opened. Chair of the Board of Assessors Frank Golden gave an overview of the process. There was some discussion of the process and the possible impact of housing development. 7:45 PM-Order 9280-Community Preservation Committee Out of Cycle funding Recommendation request for additional CPA funding for Anchor Point Phase II-106 Sohier Road-Harborlight Community Partners The public hearing was opened. A motion to recess the public hearing to 7:55pm was made and seconded. A vote was taken, and the motion carried (9-0). 7:35 PM- Order#278-Francis Golden, Chief Assessor- A letter requesting a public hearing on December 4, 2023,relative to the allocation of Fiscal Year 2024 tax levy percentages among the four classes of real and personal property and consideration of the adoption of open space, Beverly City Council Meeting Minutes—December A,2023 page 3 of 6 residential and small business exemptions There was discussion of how often when a resident sees an increase in their taxes,the increase can be more due to an increase in assessments than an increase in the rate. Golden stated if a taxpayer has a problem with their value they should file for an abatement and have a complete inspection and discuss options. 7:45 PM/7:55 PM-Order#280-Community Preservation Committee Out of Cycle funding Recommendation request for additional CPA funding for Anchor Point Phase II-106 Sohier Road-Harborlight Community Partners A motion to recess the public hearing to 8:00pm was made and seconded. A vote was taken, and the motion carried(9-0). 7:35 PM- Order#278-Francis Golden, Chief Assessor- A letter requesting a public hearing on December 4, 2023,relative to the allocation of Fiscal Year 2024 tax levy percentages among the four classes of real and personal property and consideration of the adoption of open space, residential and small business exemptions City Council Budget Analyst Gerry Perry spoke in support of the order. No members of the public wished to speak on the item. The public hearing was closed and the item was referred back to Committee on Finance and Property. 7:45 PM/8:00 PM-Order#280-Community Preservation Committee Out of Cycle funding Recommendation request for additional CPA funding for Anchor Point Phase II-106 Sohier Road-Harborlight Community Partners Flowers recused herself from the public hearing, and Rotondo chaired the meeting while the Council discussed Order#280. There was some discussion about the factors such as the increasing interest rates and construction costs. Director of Planning and Development Darlene Wynne stated the City shows its commitment to projects like these by awarding money to show its support and hopes that the state will also put funds together to help meet that unexpected gap. No members of the public wished to speak on the item. The public hearing was closed and the item was referred back to Committee on Legal Affairs. Motions and Orders (Continued) Order#277-Proposed Amendments to Chapter 270, Sections 41, 42, 43 and 45, Relative to parking in the area of Lothrop Street (first reading) Assistant City Solicitor Jesse Dole asked that amendments in 270-41 and 270-43 in regards to Central Street and Wilson Street be removed from the proposed amendments to these ordinances at this time. The motion to amend was made and seconded. A vote on the amendment was taken, and the motion carried (9-0).
