2001-06-13PLANNING & CONSTRUCTION COMMI'FTEE MINUTES JUNE 13, 2001 A Meeting of the Planning & Construction Committee was held on Wednesday, June 13, 2001 at 7PM at the Beverly Public Library, 32 Essex Street, Beverly, MA. Members Present: Raymond Bouchard, Chairman; Maureen Hobin, Timothy Brennan, Cheryl Sydorko, Rod Maxner and Robert Griffin Others Present: Ron Boucherd, Peter Seanmns, Michael Harrison, Sam Bird, Judy Mulligan The Meeting was called to order at 7 PM by Mr. Bouchard. Donham & Sweeney 0000011 16,274.55 A Motion was made and seconded to pay the invoices as presented. The Motion was carried unanimously. The Commission met with the purpose of discussing the bids for the North Beverly School. The Commission is in receipt of a "Confidemial" report from Flansburgh Associates outlining their review of the bids. The Commission is also in receipt of a report done by Chris Bradley, Purchasing Director for the City. The following Motion was made by Mr. Griffin and seconded by Mr. Maxner. "Based on the "Due Diligence" review conducted by both Flansburgh Associates & submitted by letter dated 5/29/01 and also by Mr. Chris Bradley, City of Beverly, Director of Purchasing by letter dated 6/12/01 regarding general bids received for the North Beverly Elementary School Project, Flansburgh Associates and the Construction Committee recommend to the Honorable Mayor that the contract be awarded to GVW, Inc., 1200 Bennington Street, East Boston, MA, the lowest responsive bidder for the total amouht of $9,370,780.00." The Motion was carried unanimously. The Commission is in receipt of the "Legal Notice for Authorization of the Bond and Transmittal Letter" from the Mayor regarding this project. DOE has allowed 54,644 square feet of this project. The Special Education Classrooms are not included at this time. The Superintendent will submit a letter requesting that they be added to the reimbursement package. The Commission is in receipt of a copy of the budget for this project from Flansburgh Associates. The Commission went over every item and mnde their recommendations. The following recommendations were made: · Contingency from 6% to 5% · Graphics expense"zero' Minutes 6/13/01 Page Two · Legal expenses $ 100.00 · Gas company expense "zero" · Existing building testing expense "zero" · Library Books expense to $50,525.00 · Project Contingency expense from 7.8% to 5% · Furniture & Equipment expense from $312,000 to $300,000 · Computer Technology expense plus fees to $110,000 Mr. Brennan made a Motion to make these changes to amend the proposed budget dated 6/13/2001 for the North Beverly School. The Motion was seconded by Mr. Maxner nnd carried unanimously. Mr. Harrison will work on the figures and report that information to the Commission. Mr. Seamans presented his report to the Commission on the status of the school construction projects. The Commission is in receipt of two letters dated June 7, 2001 from Donald Martin, Ward 5 Councilor. Mr. Joe Gill, 43 Cross Street, appeared before the Commission. His property runs adjacent to the Cove School at the end of a school path. He previously requestad that a fence be put up along his property. The City agreed to put a chain link fence along the property. Mr. Gill feels that a chain link fence is not in keeping with the value of his property. Ms. Sydorko made a Motion that the matter be tabled until more information is received to make a decision. The Motion was seconded by Mr. Brennan and carried unanimously. The Commission is in receipt of correspondence regarding fencing at North Beverly School. A Motion to adjourn was made by Ms. Sydorko at 8:00 PM and seconded by Mr. Maxner.
