2023-5-4 Design Review Board meeting minutes City of Beverly Design Review Board May 4,2023 Meeting Minutes Page 1 of 3 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: City of Beverly Design Review Board SUBCOMMITTEE: DATE: May 4, 2023 LOCATION: Beverly City Hall MEMBERS PRESENT: Chair Jon Ouellette, Vice-Chair Rachel Poor, Caroline Mason (by phone), Ellen Flannery MEMBERS ABSENT: Pam Gougian STAFF PRESENT: Director of Planning and Development Darlene Wynne RECORDER: Naomi Moca Chair Ouellette calls the meeting to order at 6:30 p.m. 1. Applications: a. Jeff Sarra, 210 Essex Street, Salem Ma 01970. Sign: Salem Five Bank, 140 Rantoul Street Jeff Sarra of Batten Bros. Signs and Awnings is present and states that a new branch of the Salem Five Bank is opening, and the application is for three signs: a primary facade, a blade sign, and a secondary sign on the rear entrance at the back of building. Sarra states that the design of the signs will be in the bank's logo colors and clarifies that the facade length on the back of the building is the same as the 53-foot front facade. Sarra clarifies that the sign will not be visually obstructed. Sarra explains that the sign was not placed on the pre-cast feature of the builjding due to the grooves and vertical lines in the pre- cast, and due to the power feeds in the wall interfering with the streamlined design. The Board discusses that the illumination on the signs will coincide with the bank's business hours due to the local zoning and as a courtesy to the residents across the street. The Board discusses that Dollar Tree turns off at 10 p.m. and Sarra agrees that that schedule is reasonable. Flannery: Motion to approve the sign as presented with the condition that the illumination be shut off at 10 p.m. Poor seconds. Wynne takes a roll call vote. Motion carries (4-0). The Board advises Sarra on the next steps in the process. b. Holly Stout, 9 Old Town Road, Beverly MA 01915. Sign: The Salty Cottage, 110 Cabot Street. 1 City of Beverly Design Review Board May 4,2023 Meeting Minutes Page 2 of 3 Business owner Holly Stout is present and states that she plans to reuse the base of the existing sign, which is a series of wood planks, and to replace the raised lettering with painted lettering. The Board discusses that the background color will be navy blue with white lettering in a graphic font, that the size of the sign is 22 inches in height and the letters will be 14 to 15 inches in height,that the work will be done by a sign maker, and that the sign will not be illuminated. Ouellette: Motion to approve the sign with the condition that the letter size is equal to the CCI Reprographics sign and no larger than the 110 sign. Flannery seconds. Wynne takes a roll call vote. Motion carries (4-0). The Board advises Stout on the next steps in the process. c. Kevin Grant, 17 Central Street, Beverly, MA 01915. Sign: The Castle, 140 Rantoul Street. Business owner Kevin Grant is present and states that the business will be moving into a newly constructed retail space in the 140 Rantoul Street building, the former site of the Press Box pub. Grant presents the existing sign at the current location on Rantoul Street. Grant states that the plan is to install three signs, as the business is on a peninsula-like part of the building, and that the sign above the bar will be facing the courtyard. Grant states that there will be exterior lights illuminating the signs, that the projecting signs will be seven feet, and that the material of the new sign will be high-density urethane. The Board discusses that the signs are compliant, that there is one old sign and one new, and that the differences in design between the signs are for the purpose of distinguishing different areas of the business. The Board discusses that the bar is at a lower grade, that the logo will remain the same, and that the location of the sign will be centered on the brick and spaced between the sconce lighting on the building. Materials added to the record: • Modification to the design dated May 4, 2023 Grant clarifies that Sign A, for the courtyard side, is the existing sign from the current storefront approved in 2015, and that he provided corrected measurements. Grant states that Sign B is on the lower bar access adjacent to the railroad tracks and will be adjusted to seven feet. The Board agrees that it is permissible for Grant to use it as a wall sign until he receives ZBA approval. Ouellette: Motion to approve the sign as presented. Mason seconds. Wynne takes a roll call vote. Motion carries (4-0). 7:02 p.m.: Mason departs. April 18,2023 The item is continued to the next meeting. b. Discuss June 1, 2023 meeting starting at 7:15p.m. due to Council budget hearings The Board discusses that the date and time of the June meeting will be decided and announced at a later time. 3. Adjourn Ouellette: Motion to adjourn. Poor seconds. Motion carries (3-0). Meeting adjourns at 7:05 p.m. The next meeting date and time will be announced subject to the decision of the Board. 3
