City Clerk, Lisa Kent, took attendance by roll call. Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Scott Houseman, Brendan Sweeney, Estelle Rand, Todd Rotondo, Matthew St. Hilaire, Julie Flowers Members Absent: None Bowen led the pledge of allegiance. A motion to take the agenda out of order was made and seconded. A vote was taken, and the motion carried (9-0). Order#138-Appointment-John Curry, 9 Holding Street to serve on the Veterans' Advisory Council Referred to Committee on Public Services. Order#140-City Clerk-An application for a renewal for a Class II Motor Vehicle License for Michael's Autobody of Beverly, 2 School Street Referred to Committee on Legal Affairs. Order#141-Five (5) renewal applications for Petroleum Storage Registrations for 2023. All applications will be approved by the Beverly Fire Prevention Office before any Certificate of Registration will be issued Referred to Committee on Legal Affairs. St. Hilaire stated he had questions about the school department's process for reviewing technology needs which he would address during budget meetings. Order#137 All councilors present expressed concerns about outstanding projects and encumbered funds. Bowen stated it could be good to get updated timelines on some of these projects. Councilor Houseman stated there would be a Finance and Property meeting at 5:30pm on Tuesday, May 23. The motion to adjourn Committee on Finance and Property was made and seconded. Order#140 Rand noted there had been some complaints about auto body work being done on the sidewalks and street. Pat Todisco, owner of Michael's Auto Body, stated previous licenses have all stated on street parking is allowed. We get parking tickets sometimes even though the permit says we can park on the street, but they are always paid quickly. The only thing that might be done outside may be a worker washing a car. A car may be parked on the street between work being done in the garage, so it may be unpainted or without a bumper on the street, but it's not being worked on in the street. We don't overbook so there aren't extra cars around. Rand stated she may have some questions for the Solicitor's Office on clarification about"on street parking" on previous licenses. Rand suggested granting a temporary license for June 5 to allow time for her to talk to the solicitor. Todisco stated he would be fine if the street parking had to be removed. The motion to adjourn Committee on Legal Affairs for the 8:00pm City Council public hearing was made and seconded. A vote was taken, and the motion passed unanimously.
