OSRC minutes_ 10.05 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD: Open Space and Recreation Committee SUBCOMMITTEE: None LOCATION: Beverly Public Library; Fogg Room DATE: October 5, 2022 BOARD MEMBERS PRESENT: David Alden-St. Pierre (Chair), David Brewster(Vice Chair), Elizabeth Dunne, Gregory Sharp, Marilyn McCrory, Charlie Mann,Todd Callaghan,James Passanisi BOARD MEMBERS ABSENT: Robin DiDonato, Alison Dudley; Wayne Miller STAFF MEMBERS PRESENT: STAFF MEMBERS ABSENT: Victoria Healey, Staff Planner OTHERS PRESENT: Mario Tricome RECORDER: Sharlyne Woodbury 1. Call to Order Chair Alden-St. Pierre calls the meeting to order at 7:04 p.m. 2. Updates from other Boards and Commissions a. Community Preservation Committee— Representative Report McCrory provides the updates. The annual public hearing for the CPC is October 6, 2022. Brewster inquired if there had been any interest in open space ideas presented. Mann asks about the $1.2 million the city paid for the Moraine Farm parcel. McCrory will review the budget balances for the open space reserve and other accounts that contributed to the funding. The budget will be approved at the CPC meeting October 6, 2022. b. Planning Board— Representative Report No updates at this time. Members will discuss it at the next meeting. c. Harbor Management Authority Updates— Representative Report Callaghan provides the updates. Recaps on the recent events at Lynch Park. Annual updates were presented to the City Council at their meeting October 4, 2022. They are looking to purchase Rowan's for public property and parking. There is a permitted doc slip that will increase the number of boats down at the harbor. HMA received the approval to go through permitting for additional kayak racks at Lynch Park, additional racks at Gillis, and potentially one at Ober. They are working on connectivity with the walking path. Property owners off of Water Street would like to connect some of the properties near Tuck's Point. Rotondo and Callaghan are facilitating discussion with property owners. Mission Boathouse owner is interested in the parking lot list for slips for his restaurant. Members review the property lines for Rowans. Open Space&Recreation Committee October 5,2022 Meeting Minutes Page 2 of 3 Rotondo and Callaghan have also been coordinating with the property owners behind Starbucks and the Salon to link the paths bordering the Bass River. Members overall support connectivity and public access. Callaghan asks for the committee vote in support of connecting these paths via the linked properties. Callaghan provides the details and Mann recalls the original path that was there, aerial view photos from 2008 support this. Motion: Mann moves the committee to draft a letter of support for the connecting paths along the waterfront of the Bass River basin. Brewster seconds. Motion carries 8-0. d. Conservation Commission— Representative Report No updates at this time. Members will discuss it at the next meeting. 3. Annual Report to City Council Alden reviews the draft preparations. Mentions the list of completed projects, current projects, eagle scout projects, ongoing trail work. Members discuss their list of accomplishments and supported projects that include but are not limited to the Simon Street parcels, Moraine Farm, Green Street progress. These projects will be highlighted and included in the report. Alden volunteers to create a draft summary list for the report. Alden discusses the ongoing coordination with Beverly Fire Department and Captain Matt Hart for improving first responder direction at trail locations. Their primary hope would be the trails are better marked and maps updated. The city recently hired a new GIS person to ensure the first responders have access to updated maps on their IPADs. Miller is also happy to speak with the GIS regarding the app "What 3 Words". Mann suggests adding monitoring encroachments. Sharp suggests a budget for trail maintenance. 4. Sally Milligan Bridge RDA Alden. The Conservation commission voted in support of the legal ad for the bridge RDA. The RDA will be submitted for the bridge. S. Eagle Scout Updates a. Ryan Whiting Ryan Whiting introduces himself to the committee. Aside from participating in Boy Scouts he is also a cross country runner. He presents his ideas for his Eagle Scout project. Members ask Whiting what his timeline for project completion is, he responds he has 2 years to complete the project. Whiting would like to start in the spring. Mario Tricome offers supportive ideas as do members and then ask Whiting for his preferences. Whiting will return to the board next month to expand on his project choices, he is currently leaning toward making trail names for paths at JC Phillips similar to trail names at Long Hill. Alden provides updates on Sebastian Brouillette and Ryan Trabulsi. Their projects required ConsCom approval for trail updates at Beverly Commons. 6. Norwood Trail Update Open Space&Recreation Committee October 5,2022 Meeting Minutes Page 3 of 3 Alden provides the updates. NSMT may want to develop the area. Cummings has already funded the bridge. The hold is temporary until development plans by NSMT is determined. Alden is positive the small bridge should still go through. 7. Parking Discussion: concerns for open space and recreation access Alden provides the update. He has not met with Sgt Henebury yet. Mann discusses the Beverly Gateway development and parking at Rowans. The Anchor has already captured some of that parking. Members are concerned by the increased development and lack of parking for public open spaces. Brewster notes the biggest parking issue is the base of the Beverly Salem bridge. 8. Approval of Meeting Minutes a. September 7, 2022 Members will review at the next meeting. 9. Other business a. 43 Wood Lane Right of way lane that connects Centerville school and Ball Hill. The pavement is a private drive, but there is an easement for public access. The owner put a boat in the middle of the path to discourage use as well as a "no trespassing" and a "public access ends here" sign. b. Endicott College To be discussed at the next meeting. 10. Adjourn Motion: Callaghan moves to adjourn. Dunne seconds. The motion carries 8-0. Meeting adjourned 8:50 p.m. Next Meeting: November 2, 2022 at 7:00 p.m.
