Houseman joined the meeting at 7:09pm. Committee of the Whole called to order. Morse introduced herself and spoke about joining the Board of Health. There was some discussion on upcoming leadership changes in both the health department and airport management and how those relate to the new appointees. Order#2022-316-Appointment for Mr. Jason Reulet, 106 Standley Street, to serve on the Beverly Airport Commission A motion to approve was made and seconded. A vote was taken, and the motion passed(3-0). Order 42022-317-Appointment for Ms. Rachel E. Morse, 14 Pond View Lane, to serve on the Beverly Board of Health A motion to approve was made and seconded. A vote was taken, and the motion passed (3-0). Order#2022-318-Appointments for Chelsea Turner, 7 Jackson Street; Amanda Lennon, 7 Columbus Avenue; and Michael Gove, 9 Bartlett Street, to serve on the Beverly Cultural Committee A motion to approve was made and seconded. A vote was taken, and the motion passed (3-0). At 7:30pm the appointees left the meeting. Doig spoke about using permitting to help with avoiding scheduling conflicts. He talked about the fee scale for youth programs which take into account the amount Beverly residents or the fee that youth programs charge families. Doig noted the insurance requirement for organizations that are regular users of the space. Fifteen to twenty years ago the city solicitor recommended no longer accepting waiver forms and requiring insurance. Doig stated his department and the commission have tried to make information more accessible and are always open to ideas. There was some discussion over what constitutes an organized group and regular use. Houseman asked for some clarification on insurance requirements. Doig stated often school teams or groups may be covered by school insurance. Programs that are coordinated under Parks and Recreation like Momball are covered through the City. Others may be covered through their own organizations or can get a policy. Doig also stated that there are fitness organizations that show up and use the fields and charge people for the class but do not reserve the space or pay to use it. Some do follow the policy, but others are using a city asset to make money and not getting a permit. There are some gray areas that still need to be looked into. St. Hilaire stated he thinks the policy is good but some of it comes down to a communication issue. St. Hilaire asked about the possibility of signage at parks. Feldman suggested even a QR code on the sign that pulls up the permit information. Houseman also agreed about signage. Doig stated it was something they were working on pre-pandemic and have picked back up but that would require going through the process again because at the time it was over$100,000 and costs will probably have increased now. Doig gave a brief update on the McPherson Youth Center and pickle ball. Bowen asked about the possibility of changing the ordinance to add another seat on the Parks and Recreation Commission to have a young person. Casey and Doig were both open to the idea. Doig stated the biggest thing coming up is working on competitive pay to get kids to come work for the summer. It is not as attractive of a job as it used to be. Doig stated he is working on the numbers and hoping to get it into the budget. A motion to adjourn Committee of the Whole was made and seconded. A vote was taken, and the motion passed (5-0).
