20220919 Regular City Council Meeting City of Beverly Regular City Council Meeting Public Meeting Minutes Monday, September 19, 2022, 7:OOpm City Council Chambers, 191 Cabot St. Julie Flowers, City Council President, called the meeting to order at 7:00pm. City Clerk, Lisa Kent, took attendance by roll call. Members Present: Hannah Bowen, Steven Crowley,Kathleen Feldman, Estelle Rand, Todd Rotondo, Matthew St. Hilaire, Brendan Sweeney, Julie Flowers Members Absent: Scott Houseman Rand led the pledge of allegiance. Resolution Order #234-President Flowers -BSA Troop 49 Eagle Scout-Thomas Beasley A motion to approve was made and seconded. A vote was taken, and the motion carried (8-0). A motion was made and seconded for a recess. A vote was taken, and the motion carried(8-0). The meeting recessed at 7:11pm. The meeting was called back to order at 7:19pm. Comments by Citizens Kailey Quintino, co-founder of Green Club at Beverly High School, gave a summary of a report from Justin Penn and Curtis Deutsch of Princeton University on how climate change affects extinction. Quintino spoke about some steps to course correct, such as ramping up commitments to cut carbon emissions under the Paris agreement, supporting the America the Beautiful Initiative, and using Build Back Better to invest in clean energy. Quintino also noted the critical role of the United Nations Biodiversity Summit and grassroots action in shifting cooperative behavior and demanding accountability. Bridget Booth, co-founder of Green Club at Beverly High School, gave a summary of an August 18 article from Wired that goes over the psychology of getting people inspired to make climate change actions. Booth highlighted approaches such as focusing on high impact actions, major life changes, cultural norms, co-benefits, and social networks. Public Hearings 7:30 PM-Order #191-Loan Authorization for $1,000,000 for maintenance work that needs to be performed to portion of the North Beverly Brook Finance Director Bryant Ayles stated that the City may not need to take out a loan if other funding comes in, but this authorization would allow the City of Beverly to enter into a contract to clean out the culverts by the Cummings Center. Richard Tabbut, 57 Sonning Rd., asked what the plan is for where the brush will go because he lives by the North Beverly Brook and when the debris has been cleaned up from the brook before it has been piled in his yard. A motion to recess the hearing to 8:05pm was made and seconded. A vote was taken, and the motion carried (8-0). A motion was made and seconded for a recess. A vote was taken, and the motion carried(8-0). The meeting recessed at 7:57pm. The meeting was called back to order at 8:00pm. Public Hearings (Continued) 8:00 PM-Order #208-An appropriation of$470,775 to be placed in a fund to pay for engineering and police detail costs associated with the National Grid 115kv electric transmission cable project A motion was made and seconded to move the public hearing to October 3 at 7:45pm. A vote was taken, and the motion carried (8-0). 7:30 PM/8:05 PM-Order #191-Loan Authorization for$1,000,000 for maintenance work that needs to be performed to portion of the North Beverly Brook Bowen asked about the scope of work and the next pieces that would happen. Commissioner of Public Services and Engineering Michael Collins spoke on the project and previous projects, with the last cleaning of the culverts being in 2008-2010. Collins stated all the permits are in place. Collins stated that hope is to get some more detailed inspections underneath the Cummings Center buildings. The City is also working with an engineering firm to take some of this money and do an analysis of the entire watershed to see what might make a difference in the future. Collins stated they are looking at how to lessen the impact of the development of impervious surfaces, as well as how to slow the water down upstream and increase the capacity downstream. There was some discussion of other funding sources and sustainability efforts. Bowen stated that she finds it challenging to vote for these orders out of the usual budget process when they are for ongoing work that has been planned. The hearing was closed, and the item was referred to Committee on Finance and Property. At 8:26pm, the motion to break for committee was made and seconded. Rand stated there will be a Committee on Legal Affairs meeting at 6:30pm on September 27 to discuss Councilor St. Hilaire's proposed amendment to zoning ordinances.
