CALL TO ORDER Chairman Dullea called the virtual meeting to order at 6:01PM,which is being audio and video recorded, and read the following disclaimer: Pursuant to Governor Baker's March 12, 2020 Order Suspending Certain Provisions of the Open Meeting Law, G.L. c. 30A, §18,and the Governor's March 15,2020 Order imposing strict limitation on the number of people that may gather in one place, this meeting of the Beverly Airport Commission will be conducted via remote participation to the greatest extent possible. Specific information and general guidelines for remote participation by members of the public and/or parties with a right and/or requirement to attend this meeting can be found on the City of Beverly's website, at http://www.beverlyma.gov/events/category/city-meetings/4. Pledge of Allegiance Chair Dullea led those in attendance in the recitation of the Pledge of Allegiance. 2. Public Comment Mr. Rinaldi reported he agreed to be on the noise subcommittee. His neighborhood has experienced a good amount of flyovers. Mr. McGee of Rep. Kerans office reported that the representative is in a meeting presently and will join this meeting later. 3. Acceptance of Minutes—April 8, 2021 Upon motion duly made by Brean and seconded by Schlichte, it was unanimously voted to accept the above sets of minutes. Brean-Y, Dullea-Y, Gentile-Y, Henry-Y, Mozur-Y and Trefry-Y. Motion passed 6-0. 1 B. Airport Master Plan Chair Dullea reported he is continuing to work with Representative Kerans and Senator Lovely along with Mr. Rinaldi. With the intention of diversifying the subcommittee, an additional member from another section of Danvers is being sought.Additionally a resident of Wenham is being sought.Bouillon will contact Margaret Hoffman of the Wenham planning department. Following the first meeting with Mozur, Dullea and Rinaldi, additional airport stakeholders will also be sought. Airport Master Plan-Presentation by Jviation—Ms. Fletcher and Mr. Miklas Bouillon noted that the presentation on the airport master plan was made to the Airport Planning Committee this morning. Members from the MA DOT and FAA were also present. Tenants and citizens at large were identified two years ago to be on the advisory committee. Work on the noise study has commenced and information is on the website under Master Plan. Bouillon introduced Ms. Fletcher of Jviation to discuss the financial framework of moving forward. She reported that over 30 participants were at this morning's meeting. The comments could be summarized into themes. The results of the noise study, implementation of the plan as well as the financial plan are summarized in the presentation attached(see PowerPoint slide deck attached for detailed information.) This presentation as well as commissioner and participant feedback will be on the website under Master Plan. • Meeting Objectives. • Virtual Meeting—over 50 participants • What we heard from citizens • Public Comment—Themes o Community communication—interest in being advised of anticipated events. o Economic benefit/property values • Public Comment - Themes o Noise—95% of complaints o Safety—jet fuel odors, aircraft accidents, LED lighting impact • Airport Actions—Noise o Formation of Airport Commission noise subcommittee—share results with community o Significantly enhanced noise and safety webpage—noise abatement procedures • Avier Flight School o Newly introduced Good Neighbor Policy more training exacerbates problem • Other Airport Actions • Clarify questions—session 1 Bouillon reported that work continues with the flight schools on establishing patterns of operating including departures, power settings, touch-and-go's etc. LED lighting upgrade is at the exact level of brightness but being modified to energy efficient improvements. A variety of communication methods is designed to reach more citizens with timely access to information, i.e. social media, website, email blasts. Representative Kerans joined the meeting. She noted a good summary of themes of communication at the meeting, and a running log of comments is valuable. Mr. Miklas noted that the noise study expert he had invited was unable to make the meeting tonight. He will be present at upcoming meetings along with the FAA regional representative. 2 Mr. Miklas gave the presentation on the noise study (see attached PowerPoint slide deck for detailed information.) The presentation along with commissioner and participant feedback will be posted on the website. Mr. Miklas pointed out that the purpose of the noise study is to identify tools and resources the airport and local communities can use to mitigate any impacts. In order to establish the baseline of current activities related to the airport, land use and flight tracks are studied in order to determine volume noise abating procedures and best practices. Bouillon noted that the Danvers Select Board's comments were read at the last meeting and are posted to the website (see attached statement.) Airport Master Plan -Noise Study Discussion ensued.
