Julie Flowers, City Council President, called the meeting to order at 6:30pm, City Clerk, Lisa
Kent,took the attendance by roll call.
Members Present: Hannah Bowen, Steven Crowley, Kathleen Feldman, Scott Houseman, Estelle
Rand, Todd Rotondo (arrived at 6:43pm), Matthew St. Hilaire, Brendan Sweeney, Julie Flowers
Members Absent: None
Rand led the pledge of allegiance.
Presentations,Awards and Memorials
MBTA Communities -Planning Department Presentation: Review State Legislation and
Massachusetts Department of Housing and Community Development Guidelines, and Discussion
Assistant Planning Director Emily Hutchings presented on the legislation as codified in Section
3A of MGL Chapter 40A,DHCD's draft guidelines, and the timeline for evaluation and
compliance. Hutchings confnmed that this means the zoning district must be set, not that all the
housing units must be built. Hutchings noted that communities that do not comply will be
ineligible for certain state funding. Hutchings stated that the CC district may already meet the
requirements,but the City cannot be positive until DHCD provides the final guidelines and the
City does a complete analysis of Beverly's zoning. The next steps are to submit the MBTA
community information form and begin an evaluation of Beverly's zoning.
A motion to adjourn was made and seconded. A vote was taken, and the motion carried(9-0).
The meeting adjourned at 6:52pm.
