Rand called to order the Legal Affairs meeting and called to order Committee of the Whole at 5:32pm.

Order 4081-Appointment-Conservation Commission-Ms. Amber Redmond, 55 Parramatta Road
Ms. Redmond introduced herself and the committee members thanked her for volunteering. Ms.
Redmond stated that as a development officer for the Ipswich River Watershed Association this brings
her professional work and personal interest in recreation together as a way to get involved in the
community.
The motion to approve was made and seconded. A vote was taken and the motion passed(3-0).
Order 9088-Order approving Lease of Kearsarge, Beverly LLC for 90 Colon Street, 191 and 502 Cabot
Street, 10 and 11 Pond Street and 100 Sohier Road for Solar Photovoltaic Array installation
There was some discussion on if the Pond Street lots would ever become multi-tiered and if it would be
possible to transfer the system.
Williams stated there would be significant costs to taking the equipment offline.
Mayor Michael Cahill stated that the size of those lots would not really accommodate what would be
needed for multi-tiered parking.
The motion to approve was made and seconded. A vote was taken and the motion passed(3-0).
Order#088-A-Approval of Solar Power and Services Agreement with Kearsarge, Beverly LLC
The motion to approve was made and seconded. A vote was taken and the motion passed (3-0).
Order 4088-13-Approval of Payment in Lieu of Taxes Agreement with Kearsarge, Beverly LLC for
Personal Property
City Solicitor Stephanie Williams stated there was a revised version of the agreement. Assistant City
Solicitor Jesse Dole distributed copies of the revision.
The motion to approve was made and seconded. A vote was taken and the motion passed(3-0).
Order#075-Tim Flaherty, Charter Review Committee Final Report
Rand discussed the upcoming process. There are three categories of changes in the recommendations.
Rand recommended covering one category each for the next three upcoming committee meetings.
City Council Budget Analyst Gerry Perry recommended trying to move this forward by the middle of
May so as to not run up against budget season.
Flowers stated that at the April 4 public hearing Tim Flaherty will present, then the hearing will be
recessed to a hybrid meeting at the Beverly Middle School on April 19 at 6pm.
Rand recommended Councilors bring any potential amendments or other recommendations to the Legal
Affairs Committee meeting on April 25.
Williams recommended that when the Council has decided they take two votes. The first would be a
consensus vote on the things the Council agrees to change. The second vote would be to approved what
will be sent to the legislature with a redline attached. The Council should think about how it wants to
organize the votes on the charter changes.
The motion to vote the order out to the full Council for the public hearing was made and seconded. A
vote was taken and the motion passed (3-0).
The motion to also retain jurisdiction over Order#075 within Legal Affairs Committee was made and
seconded. A vote was taken and the motion passed (3-0).
The motion to adjourn Committee of the Whole was made and seconded. A vote was taken, and the
motion carried unanimously. The motion to adjourn the Legal Affairs meeting was made and seconded.
A vote was taken, and the motion carried (3-0). The meeting adjourned at 6:38pm.
